Position and Functions:
The System of National Accounts Department is an administrative unit under the National Statistics Office, performing the functions of advising and assisting the Director General in directing, managing, and organizing statistical activities assigned in the following sectors and fields:

– Sectors: Financial, banking, and insurance activities; activities of the Communist Party, socio-political organizations, state management, national defense, compulsory social security; indicators on value of the following sectors: education and training, health and social assistance activities, professional, scientific and technological activities, arts, entertainment, and recreation.

– Fields: National accounts (including macroeconomic accounts and environmental economic accounts); finance, banking, and insurance; digital economy.

Duties and Powers:
1. Research and apply advanced statistical methods; compile, guide, and disseminate professional statistical operations on assigned industries and fields in line with international standards and practices, as well as practical conditions of Viet Nam.

2. Develop output statistical information; determine input statistical information

a) Develop output statistical information including: Statistical indicators of statistical indicator systems; quarterly and annual reports; thematic reports; ad-hoc reports of assigned sectors and fields.

b) Determine input statistical information for compiling assigned output statistical information.

c) Urge the implementation of reporting forms specified in the statistical reporting regimes assigned to the unit in charge.

3. Aggregate and compile statistical information; statistical analysis and forecasting

a) Aggregate and compile statistical indicators in the national statistical indicator system and the field of finance, banking, insurance, and other assigned statistical indicator systems.

b) Aggregate and compile accounts, balance sheets, indicators of the national accounts system, and other assigned statistical indicators.

c) Compile statistical reports, statistical publications; conduct statistical analysis, forecasting, and policy recommendations.

d) Forecast and develop quarterly and annual growth scenarios to serve the development of Party documents and resolutions; macroeconomic management and direction; and the development of socio-economic development plans, strategies, and policies of the Government.

đ) Assess the impact of policies and major economic projects on macroeconomic growth.

4. Disseminate and provide statistical information

a) Prepare information content and results of censuses and surveys of assigned sectors and fields to serve the publication and dissemination of statistical information.

b) Provide statistical information to units in the Statistics sector and other entities in accordance with the provisions of law and the National Statistics Office.

5. Coordinate with relevant units to perform tasks

a) Compile and provide statistical information and data to serve the development of documents of the National Party Congress, Party Congresses at all levels, and central resolutions, programs, and projects.

b) Develop long-term and annual programs and plans, and regulations on the statistical information collection system: National statistical survey program; statistical reporting regime; regulations on coordination in using administrative data for state statistical activities in assigned sectors and fields.

c) Develop and improve statistical indicator systems; statistical classifications.

d) Develop plans, guides for collecting, aggregating, and processing statistical survey information; propose methods for exploiting and processing information from statistical reports, administrative records, and other information sources.

đ) Appraise the Statistical Indicator System; statistical reporting regime; national statistical survey program; annual statistical survey plan; plan for censuses, statistical surveys in the national statistical survey program and statistical surveys outside the national statistical survey program; sectoral and field statistical classifications; statistics of ministries and sectors in the national statistical indicator system; regulations on coordination in using administrative data for state statistical activities; and other documents on state statistical activity management.

e) Examine, supervise, and evaluate the quality of statistical activities of relevant units in implementing assigned sectors and fields.

g) Conduct scientific research; apply information technology; organize personnel; train civil servants and public employees; international cooperation; professional inspection and examination; emulation and commendation; financial planning and office work.

6. Perform other duties and powers assigned by the General Director of the National Statistics Office.
