| The Service and Price Statistics Department is an administrative unit under the National Statistics Office, performing the functions of advising and assisting the Director General in directing, managing and organizing the implementation of assigned statistical activities in the following sectors and fields:
– Sectors: Wholesale, retail, repair of automobiles, commercial motor vehicles; transportation and storage; accommodation and catering services; information and communication; real estate business activities; administrative activities and support services and other services of international organizations. – Fields: Statistics on international trade in goods and services; tourism and individual business establishments; Logistics and E-commerce. – The price statistics. |

| Duties and powers: | |
|
1. Research and apply advanced statistical methods; compile, guide and disseminate statistics in assigned sectors and fields according to international standards and practices, suitable to Vietnam’s practical conditions. 2. Compile output statistical information; defining input statistical information a) Compile output statistical information including: Statistical indicators belonging to statistical indicator systems; monthly, quarterly, annual reports; thematic reports; ad hoc reports in assigned sectors and fields. b) Define input statistical information for the compilation of output statistical information. c) Promote the implementation of reporting forms prescribed in statistical reporting regimes assigned to the responsible unit. 3. Integrate and compile statistical information; analyze and statistics forecast a) Integrate and compile statistical indicators in the national statistical indicator system and other assigned statistical indicator systems. b) Integrate and compile other statistical indicators on assigned industries and fields. c) Compile statistical reports and statistical publications. d) Implement statistical analysis, statistics forecast and policy recommendations 4. Dissemination and provision of statistical information a) Prepare information content, census results and sectoral surveys assigned for publication and dissemination of statistical information. b) Provide statistical information to bodies in the National Statistics Office and other statistics users according to the provisions of law and the National Statistics Office. 5. Coordinate with relevant bodies to perform tasks a) Develop long-term, annual programs, plans and regulations on the statistical information collection system: National statistical survey program; statistical reporting regime; regulations on coordination in using administrative data for national statistical activities in assigned sectors and fields. b) Develop and improve statistical indicator systems; statistical classification. c) Develop plans and guidelines for collecting, integrating and processing statistical survey information; recommending methods for acquiring and processing information from statistical reports, administrative records, and other information sources d) Appraise the statistical indicator system; statistical reporting regime; national statistical survey program; annual statistical survey plan; census survey plan, statistical survey in the national statistical survey program and statistical survey outside the national statistical survey program; classification of sectoral and field statistics; statistical data of ministries and line ministries in the national statistical indicator system; regulations on coordination mechanism of using administrative data for the national statistical activities and other documents on management of the national statistical activities. đ) Examine, monitor and evaluate the quality of statistical activities of relevant units in implementing assigned sectors and fields. e) Scientific research; application of information technology; Human resources; training for civil servants and public- employees; international cooperation; inspection and professional appraisal; emulation and rewards; financial and administrative office. 6. The Center for Statistical Data Processing and Integration is a public service provider under the National Statistics Office, responsible for public services including: managing and operating the IT infrastructure and ensuring network security and cyber security of the statistics sector; developing databases, processing, and integrating statistical data; developing application and digitalization in statistical activities; and providing statistical and IT services in accordance with the law. 2. The Center for Statistical Data Processing and Integration has legal entity status, its own seal, an office, and eligibility to open account at the State Treasury and commercial banks in accordance with the law. |

| Duties and powers: | |

1. Establishing, managing, operating, and maintaining the IT infrastructure system and network services of the statistics sector, including: Wide Area Network (WAN), Data Center (DC) located in Hanoi, Disaster Recovery (DR) Center located in Ho Chi Minh City, Backup Center located in Da Nang, email system, website, and other IT systems. 2. Leading the development and technical solutions implementation related to network security, cyber security of statistical data, applications, infrastructure, and IT services within the statistics sector. 3. Providing maintenance, support, and technical consultation for the IT systems of the National Statistics Office and local statistical offices. 4. Developing, managing, and operating the centralized national statistical data system. 5. Developing, transferring, and supporting the utilization of working application software within the statistics sector. 6. Organizing the provision of statistical services in accordance with the law. 7. Signing economic contracts and service provision contracts related to statistics, information technology, and digital transformation with organizations and individuals in accordance with the law. 8. Managing and utilizing assigned public employees and contractual workers in accordance with the law and the management decentralization of the Ministry of Finance and the National Statistics Office. 9. Managing the budget, assets, and autonomy of the public service provider in accordance with the law and guidelines from the Ministry of Finance and the National Statistics Office. 10. Coordinating with relevant departments/institutions in scientific research, training, and capacity building for public officials, public employees and contractual workers. 11. Performing other duties and powers as stipulated by law, the Ministry of Finance, and the National Statistics Office. |

| 1. Research and apply advanced statistical methods; compile, guide, and disseminate professional statistical operations on assigned industries and fields in line with international standards and practices, as well as practical conditions of Viet Nam.
2. Develop output statistical information; determine input statistical information a) Develop output statistical information including: Statistical indicators of statistical indicator systems; quarterly and annual reports; thematic reports; ad-hoc reports of assigned sectors and fields. b) Determine input statistical information for compiling assigned output statistical information. c) Urge the implementation of reporting forms specified in the statistical reporting regimes assigned to the unit in charge. 3. Aggregate and compile statistical information; statistical analysis and forecasting a) Aggregate and compile statistical indicators in the national statistical indicator system and the field of finance, banking, insurance, and other assigned statistical indicator systems. b) Aggregate and compile accounts, balance sheets, indicators of the national accounts system, and other assigned statistical indicators. c) Compile statistical reports, statistical publications; conduct statistical analysis, forecasting, and policy recommendations. d) Forecast and develop quarterly and annual growth scenarios to serve the development of Party documents and resolutions; macroeconomic management and direction; and the development of socio-economic development plans, strategies, and policies of the Government. đ) Assess the impact of policies and major economic projects on macroeconomic growth. 4. | Duties and powers: | |
|
1. Research and apply advanced statistical methods; compile, guide and disseminate statistics in assigned sectors and fields according to international standards and practices, suitable to Vietnam’s practical conditions. 2. Compile output statistical information; defining input statistical information a) Compile output statistical information including: Statistical indicators belonging to statistical indicator systems; monthly, quarterly, annual reports; thematic reports; ad hoc reports in assigned sectors and fields. b) Define input statistical information for the compilation of output statistical information. c) Promote the implementation of reporting forms prescribed in statistical reporting regimes assigned to the responsible unit. 3. Integrate and compile statistical information; analyze and statistics forecast a) Integrate and compile statistical indicators in the national statistical indicator system and other assigned statistical indicator systems. b) Integrate and compile other statistical indicators on assigned industries and fields. c) Compile statistical reports and statistical publications. d) Implement statistical analysis, statistics forecast and policy recommendations 4. Dissemination and provision of statistical information a) Prepare information content, census results and sectoral surveys assigned for publication and dissemination of statistical information. b) Provide statistical information to bodies in the National Staistics Office and other statistics users according to the provisions of law and the National Staistics Office. 5. Coordinate with relevant bodies to perform tasks a) Develop long-term, annual programs, plans and regulations on the statistical information collection system: National statistical survey program; statistical reporting regime; regulations on coordination in using administrative data for national statistical activities in assigned sectors and fields. b) Develop and improve statistical indicator systems; statistical classification. c) Develop plans and guidelines for collecting, integrating and processing statistical survey information; recommending methods for acquiring and processing information from statistical reports, administrative records, and other information sources d) Appraise the statistical indicator system; statistical reporting regime; national statistical survey program; annual statistical survey plan; census survey plan, statistical survey in the national statistical survey program and statistical survey outside the national statistical survey program; classification of sectoral and field statistics; statistical data of ministries and line ministries in the national statistical indicator system; regulations on coordination mechanism of using administrative data for the national statistical activities and other documents on management of the national statistical activities. đ) Examine, monitor and evaluate the quality of statistical activities of relevant units in implementing assigned sectors and fields. e) Scientific research; application of information technology; Human resources; training for civil servants and public- employees; international cooperation; inspection and professional appraisal; emulation and rewards; financial and administrative office. 6. | Duties and powers: | |

1. Develop strategies, planning, annual and long-term plans and programs, projects, regulations and rules on organizational structure, personnel and training to the Director General for consideration and decision or to submit competent authorities for promulgation. 2. Develop action programs, plans, regulations, rules and to organize the implementation of emulation and commendation on Statistics. 3. Develop regulations on management decentralization of organizational structure, civil servants and public employees; regulations on standards for leader title and management positions under the management of the National Statistics Office. 4. Define the functions, tasks, powers and organizational structure of the National Statistics Office and bodies under the National Statistics Office a) Specify the functions, tasks, powers and organizational structure of the Provincial Statistics Offices in order to submit the Minister of Finance for promulgation. b) Regulate functions, tasks, powers and organization of bodies under the Provincial Statistics Offices in order to submit the Director for promulgation or submit to competent authorities for promulgation. 5. Organize the implementation of legal documents, strategies, policies, planning, projects, and schemes that were promulgated or approved within the scope of management of the National Statistics Office on administrative organization, public non-business units, and staff reduction. 6. Organizational structure and payroll a) Develop a project on the organizational structure arrangement and consolidation, to establish, merge, dissolve, and rename organizations and bodies under the National Statistics Office in order to submit competent authorities for decision. b) Develop projects, plans for payroll, staff reduction, annual payroll allocation for bodies under the National Statistics Office; projects on job position and management of job position lists in accordance with assignment and decentralization. 7. Management and usage of civil servants, public employees and contract workers a) Develop plans for management and usage of civil servants, public employees and contract workers of the National Statistics Office. b) Develop plans and projects for recruitment, examination for promotion of civil servant rank, promotion of public employee professional titles, change of civil servant ranks, change of public employee professional titles in accordance with assignment, management decentralization and to organize implementation after approval. c) Consult the Director General on decision about regular and early salary increases, appointment of civil servant ranks, appointment of public employee professional titles in accordance with the provisions of the law and decentralization of civil servants and public employees management of the Minister of Finance. d) Organize and provide guidance for bodies under the National Statistics Office to make planning, mobilization, appointment, reappointment, dismissal, discipline, rotation and change of job position of civil servants, public employees, and contract workers of the National Statistics Office in accordance with the provisions of the law and management decentralization. đ) Resolve retirement regime, termination, social insurance, leave, and unpaid leave for civil servants, public employees, and contract workers; resolve policy regime for national devotees. e) Submit labor contracts to the Director General to sign for cases in accordance with the Director General’s decision-making competence. g) Provide guidance on comment, evaluation and classification of civil servants, public employees and contract workers in accordance with regulations. h) Manage codes and cards of civil servant and public employee in accordance with regulations. i) Manage records of civil servants, public employees, and contract workers under the management competence of the Director General; to provide guidance for bodies under the National Statistics Office to manage, exploit, and archive the records of civil servants and public employees in line with the provisions of the law, the National Statistics Office, and the decentralization of the Minister of Finance. 8. Training and further education a) Develop long-term and medium-term plans for training and human resource development on statistics; to make annual plans for training and further education for civil servants and public employees of the National Statistics Office. To organize the implementation after approval. b) Consult Director General about civil servants and public employee nomination to participate in training courses, study tours, abroad conferences and workshops; to manage official passports of civil servants and public employees; Coordinate with Projects in monitor and management of training and study tours. c) Preside over and coordinate with bodies to evaluate the content, training programs and provide further education in terms of statistics profession for civil servants and public employees of the National Statistics Office. d) Manage and evaluate training targets and plans for further education and development; to coordinate with other training institutions in the implementation. đ) Coordinate with the Financial Planning Department in allocation the funds provided by the State for training and further education civil servants and public employees. e) Manage, inspect and supervise the printing and issuance of certificates of training institutions under the National Statistics Office. 9. Emulation and commendation a) Act as standing member of the Emulation and Commendation Council on Statistics; standing member of the Innovation Council of the National Statistics Office. b) Develop and propose working related to emulation, commendation for National Statistics Offices; to manage and archive the records related to emulation and commendation. c) Award and hand emulation titles and other forms of commendations; carry out the procedures for retrieval and exchange of damaged or lost tangible reward in accordance with the provisions of the laws and instructions of the National Statistics Office. 10. Examination a) Develop examination plans and programs on organization and personnel for bodies under the National Statistics Office b) Carry out regular or ad-hoc inspections of the implementation of State and National Statistics Office regulations on organization, personnel, emulation and commendations in the bodies under the National Statistics Office; promptly report on proposed measures to prevent violations. c) Provide guidance the decentralized bodies under the National Statistics Office on development of self-inspection plans; to synthesize plans, inspection results and supervise the organization of implementation in bodies under the National Statistics Office. d) Submit the cases of the State and National Statistics Office regulation violations on personnel to Director General to handle. đ) Preside over and coordinate with relevant units in handling recommendations and feedback on personnel; urge and inspect decentralized bodies under the National Statistics Office in implementation of legal regulations on personnel. To coordinate with functional bodies under the National Statistics Office in resolving complaints and denunciations on personnel organization in the bodies under the National Statistics Office. 11. Provide internal political protection on Statistics; to instruct and inspect the implementation of grassroots democracy regulations. 12. Consult and assist the Director General in carrying out the administrative reform in the National Statistics Office. 13. Coordinate with relevant bodies to carry out the following tasks: Scientific research, information technology application; international cooperation; professional inspection; financial planning and office. 14. Consult and assist the Party Committee; directly help the Secretary, Deputy Secretary to organize, operate and handle the work of the Party Committee of the National Statistics Office; to be focal point of the Party Committee with the higher-level Party Committee, mass organizations under the National Statistics Office and Party Cells, subordinate Party Committees below Party Organization, other organizations and individuals that want to contact. a) Consult and help the Standing Party Committee of the National Statistics Office – Develop term and annual working programs of the Party Committee; to draft resolutions on works of national defense, military, and self-defense militia. – Prepare meeting contents for the Standing Party Committee, the Party Executive Committee and conferences for preliminary and final reviews of Party work; to prepare content and documents of the Standing Party Committee to respond to the leaders of the National Statistics Office regarding personnel work prior to initial appointment, transfer, appointment, reappointment, extension of tenure, rotation, resignation, dismissal, and planning; to submit the consolidation of committees and Party organizations, establishment, merger, dissolution to the Party Secretary… basing on proposals from organizational department of the Party Committee. – Synthesize and monitor the evaluation and classification of Party organizations and Party members; annual and ad hoc commendation. – Coordinate in implementation of inspection and supervision of the Party Committee and the Party Committee’s Inspection Commission in accordance with the term, annual, and extraordinary working programs. – Consult and support the Party Committee in the inspection and supervision of Party discipline enforcement. To perform other coordination tasks requested by the Party Committee’s Inspection Commission – Implement documents and directives from higher authorities to Party cells and sub-level Party committees for implementation and urge their execution – Upon authorization from the Standing Party Committee to sign the directives of the Secretary, Deputy Secretary, Standing Party Committee, and Party Executive Committee when assigned. b) Administrative work – Organize the implementation of clerical, archival, and confidential work; to manage the records of Party member under the Party Committee; to provide guidance on Party procedures for subordinate Party committees and Party cells (clerical, archival, confidential, Party member admission, Party transfer, collection of Party fee, commendation, discipline, reporting…). – Manage the finances and assets of the Party Committee division; to serve as secretary for meetings of the Standing Party Committee and the Party Executive Committee. – Develop programs and organize the implementation of research and studying conferences, and grasping Party directives and resolutions; to prepare participation invitations/summons to conferences. To prepare logistics, materials, meeting rooms, and coordinate with Administration Department of the National Statistics Office’s in conference organization. To monitor and urge participants to participate in the meetings of the Party Executive Committee, Standing Party Committee, and Resolution dissemination conferences, training conferences… – Summarize and monitor the implementation of reports and participation in conferences of Party committees, Party cells year by year for the year-end classification, evaluation, and rating of Party organizations. – Coordinate with subordinate Party cells and Party committees in reviewing, summarizing, and making reports to the Standing Party Committee on the need for professional training in Party work, and nominating participants in training courses in Party member admission and new Party member (materials, venue, time, management of course attendees, summarizing and announcing results…) – Review, notify and instruct official Party members meeting the criteria to complete the procedures for requesting the Party Committee of the Bloc to issue Party membership cards; to guide subordinate Party committees to review, prepare documents and reports, and request the re-issuance of Party membership cards in cases of lost or damaged Party membership cards… – Summarize and monitor the increasing and decreasing number of Party members; lists of Party committees in each subordinate Party cell and Party committee. To synthesize resumes of the current Party Executive Committee and subordinate Party committees. – Receive and archive the official documents from the National Statistics Office. To record, update, and archive outgoing official documents (reports, decisions, submissions, introduction letters…). – Take responsibility for contacting the central committee’s organization commission and the Party journal to purchase Party materials and forms, and distribute materials, forms, and internal circulation newsletters. – Act as focal point for coordination in activities with the Trade Union and Youth Union of the National Statistics Office – Carry out other regular and ad-hoc tasks requested by the Ministry of Finance Party Committee. – Perform other tasks assigned by Secretary of Party Committee and the Standing Party Committee of the National Statistics Office 15. Develop programs, schemes, projects, planning, plans, and guidelines for the implementation of financial management, management and utilization of public asset and public investment management. a) Develop annual, medium-term, and long-term programs, schemes, projects, planning and plans for finances, public assets and public investments of the National Statistics Office. b) Compile regulatory documents regarding the regime, standards, and norms for the allocation of recurrent state budget expenditure estimates; funding norms for statistical surveys; norms for equipping machinery, equipment, and specialized assets; to specify state mechanisms and policies; to provide guidance on the implementation of financial management, management and utilization of public asset, and management of public investment for unified application throughout statistics. c) Estimate annual state budget revenue and expenditure; 3-year state budget financial plan; plans for allocation, assignment, adjustment of state budget revenue and expenditure estimates to subordinate bodies within the assigned estimates; to organize the implementation of estimates and settlement of the assigned annual state budget revenue and expenditure and of the National Statistics Office. 2. Preside over the implementation of financial management tasks for the level 2 budget estimates a) Provide guidance for bodies on making annual state budget revenue and expenditure estimates; to review and synthesize the annual budget revenue and expenditure estimates of the National Statistics Office b) Allocate, assign budget estimates; to provide guidance for subordinate bodies on reviewing annual implementation expenditures that are the basis for appraisal, synthesis, and submission to competent authorities for budget adjustment and allocation c) Disclose publicly the budget estimates; the status of the implementation of the state budget estimate and settlement within statistics. To provide guidance for subordinate bodies on the implementation of the budget estimates disclosure; the status of the implementation of the state estimate and settlement in accordance with regulations. d) Organize the appraisal, approval of the budget settlement of subordinate bodies under the National Statistics Office. To consolidate annual financial settlement and statements within statistics from funding sources managed by the National Statistics Office.” đ) Appraise, consolidate the schemes for financial autonomy, and classify public non-business units by stable phases. e) Appraise and submit to the Director General for approval of budget estimates for information technology application, plan to outsource information technology services using recurrent expenditures; budget for training of employees; budget for publishing, printing and distributing statistical publications and documents; non-recurrent budget for public service delivery agencies; budget for projects and strategies; budget for scientific research and other specific tasks of the Statistics sector. g) Appraise and approve the Economic – Technical Report on construction investment, construction drawing and construction estimates; contractor selection plan; evaluate and approve the settlement of completed projects and works on renovation, repair, upgrading, expansion, and new construction of items in projects that have invested in building headquarters using allocated recurrent expenditure budget. h) Allocate and revise the budget under recurrent expenditure budget on the Treasury and Budget Management Information System (TABMIS). 3. Take the lead in the management and use of public assets a) Aggregate and propose plan for handling public assets of unit within the National Statistics Office in accordance with the provisions of law and the decentralization of the Ministe of Finance. b) Appraise and submit to the Director General for approval the duties of purchasing and equipping assets; estimates for purchasing assets; plans for selecting contractors for specific duties, purchasing assets and major repairs of assets, means and equipment for the purpose of the operations of entities in accordance with the norms. c) Aggregate and report to competent authorities for consideration and approval of the Project on using public assets for the purpose of leasing, joint ventures and associations of public service delivery agencies in accordance with the provisions of law. d) Provide guidance for units in inventory, declaration and report on the annual management and use of public assets and prepare ad-hoc reports upon request of competent state agencies. đ) Aggregate, input data, follow-up and manage the public asset database of the entire Statistics sector in the National Database on Public Assets. 4. Take the lead in public investment management a) Carry out public investment management in the entire Statistics sector in compliance with legal regulations and the Minister’s decentralization. b) Provide guidande for entities in the Statistics sector to prepare Investment in-principle Proposal; review and aggregate medium-term public investment plan of the entire Statistics Sector to submit to competent authorities for approval. c) Prepare annual public investment plan, allocation plan, and adjustment plan on public budget disbursement from the State budget of the National Statistics Office to submit to competent authorities for approval. d) Inform the medium-term and annual state budget public investment plan to project investors and the State Treasury of the provinces and cities where the project accounts are opened. đ) Submit to the Director General for decision on the investor and the modality of organization and management of the investment project in compliance with regulations. e) Evaluate, appraise and submit to the Director General for decision on project investment, approve the contractor selection plan, and approve the settlement of completed projects under the investment decision authority of the Director General of the National Statistics Office. g) Address outstanding problem emerged during the implementation of project investment within the total investment approved by the competent authorities. h) Prepare adjustment plan, list of implementation period and disbursement extension of the State budget public investment plan. i) Aggregate and report periodically and ad-hoc on the implementation status of public investment and the annual budget settlement; bidding, report on investment monitoring and evaluation of the entire Statistics sector in compliance with regulations. k) Allocate and revise the estimates under public investment capital sources on the Treasury and Budget Management Information System (TABMIS). 5. Organize the implementation of management of specific funding sources a) Coordinate with stakeholders to develop plans, make estimates and manage the use of funding for projects and strategies serving the specific professional tasks of the National Statistics Office. b) Guide stakeholders in organizing the implementation of management and use of aid, support and other capital sources from foreign programs and projects. Propose competent authorities to handle assets of programs and projects that have ended or have not ended but have assets that need to be handled according to the provisions of law and the decentralization of the Minister of Finance. c) Manage and guide units to perform public service activities according to the provisions of law. Guide and organize the implementation of assigning tasks, placing orders or bidding for the provision of public career services using the state budget according to the provisions of law. 6. Bidding management a) Appraise plans for selecting contractors for projects and bidding packages; monitor and urge the organization of bidding for projects and bidding packages under the decision-making authority of the Director General. b) Guide, inspect, supervise and summarize the implementation of legal provisions on bidding within the scope of management of the National Statistics Office. 7. Preside over organizing internal audit activities for all accounting entities that must prepare financial reports of the National Statistics Office. 8. Organize training and professional development in the fields of financial management, accounting; management, use of public assets and public investment management for civil servants, public employees and accountants in the whole sector. 9. Guide, inspect and supervise the implementation of mechanisms and policies of the State and the National Statistics Office in the management of finance, public assets and public investment. 10. Guide budget-using entities through declaration procedures; review, summarize and send to competent authorities to issue codes for entities related to the budget, budget relationship codes for public investment projects. 11. Participate in developing, reviewing and giving opinions on projects and draft documents related to professional expertise in finance, accounting, public asset management and public investment in the management field. 12. Participate in giving opinions on standards, expertise and professional skills in appointing and dismissing chief accountants and accountants in charge of budget entities under the National Statistics Office according to the provisions of law. 13. Develop plans to apply information technology to financial management, public asset management and public investment of the National Statistics Office. 14. Organize the assessment of the implementation of plans, programs, projects, planning, legal documents and other professional and technical guidance documents under the management of the Department. 15. 1. Advisory and integration a) Develop and submit to the Director General for promulgation the working regulations of the National Statistics Office; internal rules and regulations of the National Statistics Office ; integrate, monitor, urge and inspect the implementation of the regulations after promulgation. b) Develop and submit to the Director General the program and work plan, conference and workshop plan, annual anniversary plan of the National Statistics Office; integrate, monitor and urge bodies to implement work programs, plans, administrative documents of the National Statistics Office, tasks as assigned by the National Statistics Office ’s top leaders; synthesize and develop periodic or ad-hoc reports to serve the direction and administration of the National Statistics Office’s top leaders; arrange and organize the weekly and monthly work schedules of the National Statistics Office’s top leaders. c) Develop and submit to the Director General for approval the annual plans for publishing, printing, and distributing statistical publications and statistical documents of the National Statistics Office. Act as the focal point of managing the publishing, printing, and distributing of statistical publications and documents of the National Statistics Office. d) Preside over and coordinate with relevant bodies to organize meetings, seminars, conferences, and press conferences of the National Statistics Office. Take charge or coordinate with relevant bodies to prepare documents, take minutes, and notify the conclusions of meetings chaired by the National Statistics Office’s top leaders. đ) Take the control of document formatting; reviewing the contents of documents drafted by bodies under the National Statistics Office before submitting them to the National Statistics Office’s top leaders for promulgation. e) Research and propose handling directions for documents within the scope of responsibility of the National Statistics Office. 2. Correspondence, clerk and archives a) Organize the implementation of correspondence, clerk and archive and confidentiality to manage the use of seals, digital certificates and digital signatures of the National Statistics Office; review the formatting of documents issued by the National Statistics Office; ensure communication to serve professional work requirements. b) Guide and inspect the implementation of Correspondence, clerk and archive and confidentiality for bodies under the National Statistics Office; provide documents and archives according to the provisions of laws and regulations of the National Statistics Office. c) Implement administrative reform within the scope of management of the Administrative Office. Take the lead in researching and applying the quality management system according to TCVN ISO 9001:2015 standards in the statistics sector. Take the application of information technology in administration. 3. Finance and asset management a) Organize the management of state budget funds and other funding sources. Perform accounting and finance in accordance with laws and regulations of the National Statistics Office. b) Carry out registration for participation in social insurance, health insurance, unemployment insurance; coordinate with relevant agencies and bodies to resolve maternity, sickness and other priorities and rights for officials and employees of the National Statistics Office in accordance with laws; perform tax settlement for officials and employees. c) Perform the task of Investor of public investment projects using the medium-term public investment capital of the National Statistics Office. 4. Logistics management a) Take charge of administrative tasks at the National Statistics Office: Organize military affairs, militia and self-defense, protection, security and order protection and assurance; fire prevention and fighting safety; manage, renovate, repair, maintain facilities and assets; ensure electricity and water supply; environmental sanitation and landscaping. b) Deploy and monitor the implementation of internal regulations of the office; manage and track the electronic attendance system of the National Statistics Office. c) Manage assets and facilities; purchase assets, machinery, equipment, office stationaries to ensure working conditions for officials and employees of the National Statistics Office and assigned by the Director. d) Organize reception, welcome domestic guests and coordinate the reception of foreign partners of the National Statistics Office; preside over the celebration, ensure logistics for conferences and seminars of the National Statistics Office and manage the online conference system of the Statistics sector; prepare business trips of the National Statistics Office’s top leaders; manage the guest house and the traditional room of the National Statistics Office. đ) Organize and manage vehicles to serve the work requirements of the National Statistics Office. e) Preside over and coordinate with bodies to carry out medical work. g) Preside over and coordinate with bodies to organize funerals and arrange visiting delegations for official and employees of the National Statistics Office who are working, retired and some other cases when they pass away. 5. staff welfare and the organization of cultural, sports, and social activities a) Communication – Coordinate with agencies and enterprises with communication functions to carry out the communication tasks of the National Statistics Office. – Take the lead and coordinate with bodies to propagate the activities of the National Statistics Office. – Take the lead in developing a general legal communication plan. – Develop a plan for communicating statistical knowledge and activities of the Statistics sector; organize the implementation of the plan after approval, including: + Disseminate statistical laws and statistical knowledge; + Disseminate Censuses, statistical surveys, projects, and key tasks of the Statistics sector. – Organize to urge, inspect, and supervise bodies to implement assigned communication work plans. b) Library Serve and guide readers to exploit, search, and effectively use documents and information and library services on-site and online in accordance with the regulations of the National Statistics Office and the provisions of laws. c) Staff welfare and the organization of cultural, sports, and social activities Advise the NSO’ Leadership on improving living standards and overall welfare for civil servants and employees of the NSO’s Headquarters. Serve as the focal point, coordinating with relevant departments to ensure the material and spiritual well-being, improve working conditions, and promote the health of all civil servants, public employees, and other workers. Serve as the focal point for initiating and proposing arts performance and sports activities within the NSO and the Ministry of Finance. Serve as the focal point for mobilizing and aggregate donations to support those affected by natural disasters across the entire statistics sector. 6. | The Agriculture, Forestry and Fishery Statistics Department is an administrative unit under the National Statistics Office, performing the functions of advising and assisting the Director General in directing, managing and organizing the implementation of assigned statistical activities in the sectors of agriculture, forestry, fishery and the field of national food security and the rural statistics. | |
| Duties and powers: | |
| 1. Research and apply advanced statistical methodologies; compile, guide and disseminate statistics in assigned sectors and fields in line with international standards and practices, as well as Vietnam’s practical conditions.
2. Comple output statistical information; define input statistical information a) Compile output statistical information including: Statistical indicators belonging to statistical indicator systems; monthly, quarterly, annual reports; thematic reports; ad hoc reports in assigned sectors and fields. b) Define input statistical information for the compilation of output statistical information. c) Promote the implementation of reporting forms prescribed in statistical reporting regimes assigned to the responsible unit. 3. Integrate and compile statistical information; analyze and statistics forecast a) Integrate and compile statistical indicators in the national statistical indicator system and other assigned statistical indicator systems. b) Integrate and compile other statistical indicators on national food security. c) Compile statistical reports and statistical publications. d) Implement statistical analysis, statistics forecast and policy recommendations. 4. Dissemination and provision of statistical information a) Prepare information content, census results and sectoral surveys assigned for publication and dissemination of statistical information. b) Provide statistical information to units within the National Staistics Office and other statistics users in line with the provisions of law and the National Staistics Office. 5. Coordinate with stakeholders to perform tasks a) Develop long-term and annual programs and plans and regulations on the statistical information collection system: National statistical survey program; statistical reporting regime; regulations on coordination in using administrative data for national statistical activities in assigned sectors and fields. b) Develop and improve statistical indicator systems; statistics clasification. c) Develop plans and guidelines for collecting, integrating and processing statistical survey information; recommending methods for acquiring and processing information from statistical reports, administrative records, and other information sources. d) Appraisal of the statistical indicator system; statistical reporting regime; national statistical survey program; annual statistical survey plan; cencus survey plan, statistical survey in the national statistical survey program and statistical survey outside the national statistical survey program; classification of sectoral and field statistics; statistical data of ministries and line ministries in the national statistical indicator system; regulations on coordination mechanism of using administrative data for the statistical activities and other documents on management of the national statistical activities. đ) Examine, monitor and evaluate the quality of statistical activities of relevant units in implementing assigned sectors and fields. e) Scientific research; application of information technology; Human resources; training for civil servants and public- employees; international cooperation; inspection and professional appraisal; emulation and rewards; financial and administrative office. 6. | Duties and powers: | |

1. Preside over the development of legal normative documents, regulations, procedures, professional measures for inspection, handling of administrative violations; citizen reception; settlement of complaints, denunciations and reflections; anti-corruption and negative acts prevention, thrift practice and combating wastefulness in the field of statistics and submit to the competent authorities for approval. 2. Specialized statistical inspection and internal inspection. a) Preside over and coordinate with relevant units under the National Statistics Office in developing the annual sectoral and internal inspection plans of the National Statistics Office and submit to the Director General of the National Statistics Office for approval. b) Organize the implementation of specialized statistical inspection and internal inspection of the National Statistics Office annually in accordance with the approved plans. c) Conduct other inspections as assigned by the Director General of the National Statistics Office or the Minister of Finance. d) Monitor, urge and inspect the implementation of approved specialized statistical inspection plans of the National Statistics Office and Provincial statistical Offices. đ) Monitor, urge and inspect the implementation of inspection result notifications issued by the National Statistics Office and carried out under the presiding responsibility of the Department of Inspection. 3. Citizen reception, handling of petitions, settlement of complaints, denunciations and reflections. a) Preside over and advise the Director General of the National Statistics Office on state management of citizen reception, settlement of complaints and denunciations, reflections, and feedback in accordance with laws. b) Perform duties and powers in citizen reception, settlement of complaints, denunciations, reflections, and feedback in accordance with the provisions of laws as assigned by the Director General of the National Statistics Office. 4. Anti-corruption, negative acts prevention, thrift practice and combating wastefulness. a) Preside over and advise the Director General of the National Statistics Office on guiding and directing the anti-corruption, negative acts prevention, thrift practice and combating wastefulness under the management of the National Statistics Office. b) Preside over and advise the Director General of the National Statistics Office on asset and income control of position holders and leaders within agencies, organizations, and units under the management of the National Statistics Office, in accordance with legal provisions and decentralization by the Minister of Finance. 5. Advise and assist the Director General of the National Statistics Office in handling administrative violations within the management scope. 6. Propose and recommend measures for handling violations of law; report to the Director General of the National Statistics Office on the revision, supplementation, and issuance of regulations to meet management requirements; recommend the competent state agencies to suspend, repeal, or annul unlawful regulations detected through specialized statistical inspections, internal inspections, citizen reception, settlement of complaints, denunciations, reflections, feedback, anti-corruption, thrift practice, and combating wastefulness activities; and propose other agencies to take appropriate actions. 7. Direct, guide, and inspect the implementation of legal regulations on inspection, administrative violation handling; citizen reception; petition handling; settlement of complaints, denunciations, reflections, and feedback; and anti-corruption and negative acts prevention, thrift practice, and combating wastefulness for units, organizations, and individuals under the management of the National Statistics Office. 8. Serve as the focal point for receiving, urging, and consolidating reports on the implementation of inspection conclusions, settlement of complaint and denunciation, reflections and feedback by competent agencies toward the National Statistics Office. 9. Submit to the competent authorities for the issuance of documents providing guidance and clarification on issues related to specialized statistical inspections, internal inspections; citizen reception; settlement of complaints and denunciations; anti- corruption and negative acts prevention, thrift practice and combating wastefulness. 10. Coordinate with the competent authorities in conducting specialized statistical inspections in accordance with legal regulations. 11. Implement reporting regimes in accordance with regulations. 12. Coordinate with bodies to implement: scientific research, information technology application; digital transformation; administrative reform; dissemination, popularization, and education of the law; personnel resources, training, and fostering of civil servants; emulation and commendation; international cooperation; financial planning and office administration. 13. Perform other duties and exercise powers as assigned by the Director General of the National Statistics Office and other inspection duties and powers in accordance with the laws. |

| 1. Integrated Statistics work
a) Compile monthly, quarterly, and annual socio-economic statistical reports; thematic and ad-hoc reports; aggregate and compile socio-economic statistics. b) Compile the Statistical Yearbook and other domestic and international socio-economic statistical products and publications. c) Lead the implementation of statistical analysis and forecasting reports and thematic studies at the request of the National Statistics Office’s leaders, serving the development and evaluation of the implementation of Party resolutions, strategies, plans, and socio-economic development policies of the Government, line ministries, and localities. d) Take the lead in giving comments on the Political Report of the Party Congress at all levels; comments on the national, provincial and municipal planning reports. 2. Foreign Statistics work a) Implement quarterly world economic situation reports and ad-hoc reports as required by the National Statistics Office’s leaders. b) Exploit and compile foreign socio-economic statistics and information for the regular and ad-hoc work of the National Statistics Office. c) Implement reports and thematic studies on methodology and international experience in statistics to serve the requirements of the National Statistics Office’s leaders. 3. Statistical information provision and dissemination a) Develop and organize the implementation of the State statistical information dissemination schedule of the National Statistics Office. b) Organize the publication, dissemination, and provision of statistical information under the National Statistical Indicator System, information under the Statistical indicators system of the statistics sector, and assigned statistical indicators; other statistical information to domestic and international information users in accordance with regulations. c) Take the lead in providing socio-economic statistics to serve the Party, National Assembly, and Government in developing and evaluating annual socio-economic development resolutions, 5-year socio-economic development plans, and 10-year socio-economic development strategies of the whole country, socio-economic regions, key economic regions, and localities. d) Organize press conferences to publish socio-economic statistical information. đ) Take the lead in developing, editing, updating content, and coordinating with relevant units to manage and operate the National Statistics Office’s website. e) Compile published statistical information according to prescribed standards to meet the needs of statistical information exploitation on the National Statistics Office’s website. 4. International Cooperation on Statistics a) Develop and implement annual, medium-term, and long-term plans for international cooperation in the field of statistics. b) Implement foreign affairs activities, prepare contents for the National Statistics Office’s leaders to work with foreign partners, and receive foreign partners to work with the National Statistics Office in accordance with the regulations. c) Provide English interpretation for the National Statistics Office’s leaders; support English translation and interpretation for units within the National Statistics Office; translate international reports and guidance documents on statistics. d) Act as the focal point for negotiating, developing content, organizing the signing of bilateral and multilateral agreements and commitments on statistics; organizing the implementation, monitoring, and evaluation of the implementation of signed documents. đ) Act as the focal point for ASEAN statistical cooperation and integration; coordinate the activities of ASEAN statistical working groups at the National Statistics Office and relevant line ministries. e) Take the lead in or guide the organization of international conferences, seminars, and forums on statistics in Viet Nam in accordance with regulations; co-organize international conferences, seminars, and forums on statistics in the region and the world. g) Advise the National Statistics Office’s leaders on the implementation of the member state role at international conferences, seminars, and forums on statistics; participate in international statistical working groups. h) Act as the focal point for receiving and exchanging information with other national statistics offices, international organizations, foreign partners, and statistical working groups in the region and the world. i) Implement foreign affairs and international cooperation reports in accordance with regulations. k) Perform the standing tasks of the National Statistics Office (Viet Nam’s coordinating agency) in participating in the General Data Dissemination System. 5. Management of foreign programs and projects a) Act as the focal point for fund raising and technical assistance to enhance the capacity of the National Statistics Office. b) Take the lead in coordinating with donors and stakeholders to develop documents, organize the signing, receipt, and management of programs, projects, and technical assistance using foreign funding for the National Statistics Office. c) Implement assessment reports on programs, projects, and technical assistance using foreign funding of the National Statistics Office in accordance with regulations. d) Advise the National Statistics Office’s leaders to manage in a consistent and effective manner of programs, projects, and technical assistance using foreign funding for the National Statistics Office. 6. Preside over and coordinate with bodies under the National Statistics Office, ministries, line-ministries and localities to implementation the statistical censuses and surveys within the national statistical survey program; implementation the statistical censuses and surveys outside the national statistical survey program assigned by competent authorities; exploit and process administrative data and other data sources for surveys and censuses. 5. Coordinate with relevant bodies to carry out: Scientific research; human resouces; training of civil servants and public employees; international cooperation; inspection and professional appraisal; emulation and rewards; financial and administrative office. 6. Self-assess the quality of statistics under its designation. 7. Manage the organizational structure, civil servant and contract worker payroll; manage assigned finance and assets as decentralized by the Director General of the National Statistics Office and stipulated by the law. 8. 1. Developing and implementing the college development plan in accordance with the Statistics development strategy and vocational education development strategy and master plan for the network of state universities and colleges of the State. 2. Developing training programs, compiling textbooks, and developing training curriculums that are appropriate for each level and form of training for each discipline and major, as regulated by the Ministry of Education and Training. 3. Recruiting students; organizing training in various disciplines and majors, recognizing graduation, and granting diplomas and certificates; providing career counseling for students in accordance with the regulations of the Ministry of Education and Training. 4. Organizing training in state management knowledge for civil servants and public employees in the Statistics sector. 5. Providing professional training in statistical expertise and activities at the commune/ward level for commune/ward civil servants and in accordance with social demands. 6. Conducting scientific research to serve the improvement of the training quality of the College, the development requirements of the Statistics sector and socio-economic development. 7. Being protected by intellectual property rights; transfering, assigning, and publishing the results of scientific and technological activities; protecting the interests of the State and society, as well as the legal rights and interests of individuals in the College’s training, scientific, and technological activities. 8. Undertaking accreditation of educational quality and being subject to quality management by educational quality accreditation agencies. 9. Publicizing the College’s commitments on training quality, conditions for ensuring training quality, annual financial revenue and expenditure. 10. Managing and utilizing assigned public employees and workers in accordance with legal regulations and the management decentralization of the Ministry of Finance and the National Statistics Office. 11.
