Position and functions:

The Social and Environmental Statistics Department (SESD) is an administrative unit under the National Statistics Office, performing the functions of advising and assisting the Director General in directing, managing and organizing the implementation of assigned statistical activities in the following sectors and fields:

– Quantitative indicators of the following sectors: Education and training; healthcare and social assistance activities; professional, scientific and technological activities; arts, entertainment and recreation.

– Fields: living standards; social security; gender; children; youth; disabilities; social order and safety; culture, sports; environment and climate change.

Duties and powers:

1. Research and apply advanced statistical methodologies; compile, guide and disseminate statistical expertise in assigned sectors and fields according to international standards and practices, suitable to Vietnam’s practical conditions.

2. Develop output statistics; determine input statistics

a) Develop output statistical information including: Statistical indicators belonging to statistical indicator systems; monthly, quarterly, annual reports; thematic reports; ad-hoc reports in assigned sectors and fields.

b) Determine input statistical information to compile output statistical information.

c) Urge the implementation of reporting forms prescribed in statistical reporting regimes assigned to the responsible unit.

3. Integrate and compile statistical information; analyze and statistics forecast

a) Integrate and compile statistical information in the national statistical indicator system and other assigned statistical indicator systems.

b) Integrate and compile other statistical indicators on assigned industries and fields.

c) Compile statistical reports and statistical publications.

d) Implement statistical analysis, statistics forecast and policy recommendations.

4. Dissemination and provision of statistical information

a) Prepare information content, census results and sectoral survey assigned for publication and dissemination of statistical information.

b) Provide statistical information to bodies in the National Statistics Office and other statistics users according to the provisions of law and the National Statistics Office.

5. Coordinate with relevant bodies to perform tasks.

a) Develop long-term and annual programs and plans and regulations on the statistical information collection system: National statistical survey program; statistical reporting regime; regulations on coordination of the use of administrative data for the state statistical activities in assigned sectors and fields.

b) Develop and improve statistical indicator systems; statistical classification.

c) Develop survey plans, guide the collection, synthesis and processing of statistical survey information; exploiting and processing information from statistical reports, administrative records and other information sources.

d) Appraise the statistical indicator system; statistical reporting regime; national statistical survey program; Annual statistical survey plan; statistical census plan, statistical survey in the national statistical survey program and statistical survey outside the national statistical survey program; statistical classification of sectors and fields; statistical data of ministries and sectors in the national statistical indicator system; regulations on coordination in using administrative data for state statistical activities and other documents on management of state statistical activities.

d) Examine, monitor and evaluate the quality of statistical activities of relevant bodies in implementing assigned sectors and fields.

e) Scientific research; application of information technology; human resource; training and civil servants and public employees; international cooperation; inspection and professional appraisal; emulation and rewards; financial and administrative office.

6. Perform other tasks and powers assigned by the Director General of the National Statistics Office.
