Position and functions:
Human Resources Department is an administrative unit under the National Statistics Office of Viet Nam, performing the advisory function, to help Director General in direction, management and organization of the implementation of organizational structure, payroll, personnel, training, emulation and rewards, and performing the duties of the Party Committee office.
Duties and powers:

1. Develop strategies, planning, annual and long-term plans and programs, projects, regulations and rules on organizational structure, personnel and training to the Director General for consideration and decision or to submit competent authorities for promulgation.

2. Develop action programs, plans, regulations, rules and to organize the implementation of emulation and commendation on Statistics.

3. Develop regulations on management decentralization of organizational structure, civil servants and public employees; regulations on standards for leader title and management positions under the management of the National Statistics Office.

4. Define the functions, tasks, powers and organizational structure of the National Statistics Office and bodies under the National Statistics Office

a) Specify the functions, tasks, powers and organizational structure of the Provincial Statistics Offices in order to submit the Minister of Finance for promulgation.

b) Regulate functions, tasks, powers and organization of bodies under the Provincial Statistics Offices in order to submit the Director for promulgation or submit to competent authorities for promulgation.

5. Organize the implementation of legal documents, strategies, policies, planning, projects, and schemes that were promulgated or approved within the scope of management of the National Statistics Office on administrative organization, public non-business units, and staff reduction.

6. Organizational structure and payroll

a) Develop a project on the organizational structure arrangement and consolidation, to establish, merge, dissolve, and rename organizations and bodies under the National Statistics Office in order to submit competent authorities for decision.

b) Develop projects, plans for payroll, staff reduction, annual payroll allocation for bodies under the National Statistics Office; projects on job position and management of job position lists in accordance with assignment and decentralization.

7. Management and usage of civil servants, public employees and contract workers

a) Develop plans for management and usage of civil servants, public employees and contract workers of the National Statistics Office.

b) Develop plans and projects for recruitment, examination for promotion of civil servant rank, promotion of public employee professional titles, change of civil servant ranks, change of public employee professional titles in accordance with assignment, management decentralization and to organize implementation after approval.

c) Consult the Director General on decision about regular and early salary increases, appointment of civil servant ranks, appointment of public employee professional titles in accordance with the provisions of the law and decentralization of civil servants and public employees management of the Minister of Finance.

d) Organize and provide guidance for bodies under the National Statistics Office to make planning, mobilization, appointment, reappointment, dismissal, discipline, rotation and change of job position of civil servants, public employees, and contract workers of the National Statistics Office in accordance with the provisions of the law and management decentralization.

đ) Resolve retirement regime, termination, social insurance, leave, and unpaid leave for civil servants, public employees, and contract workers; resolve policy regime for national devotees.

e) Submit labor contracts to the Director General to sign for cases in accordance with the Director General’s decision-making competence.

g) Provide guidance on comment, evaluation and classification of civil servants, public employees and contract workers in accordance with regulations.

h) Manage codes and cards of civil servant and public employee in accordance with regulations.

i) Manage records of civil servants, public employees, and contract workers under the management competence of the Director General; to provide guidance for bodies under the National Statistics Office to manage, exploit, and archive the records of civil servants and public employees in line with the provisions of the law, the National Statistics Office, and the decentralization of the Minister of Finance.

 8. Training and further education

a) Develop long-term and medium-term plans for training and human resource development on statistics; to make annual plans for training and further education for civil servants and public employees of the National Statistics Office. To organize the implementation after approval.

b) Consult Director General about civil servants and public employee nomination to participate in training courses, study tours, abroad conferences and workshops; to manage official passports of civil servants and public employees; Coordinate with Projects in monitor and management of training and study tours.

c) Preside over and coordinate with bodies to evaluate the content, training programs and provide further education in terms of statistics profession for civil servants and public employees of the National Statistics Office.

d) Manage and evaluate training targets and plans for further education and development; to coordinate with other training institutions in the implementation.

đ) Coordinate with the Financial Planning Department in allocation the funds provided by the State for training and further education civil servants and public employees.

e) Manage, inspect and supervise the printing and issuance of certificates of training institutions under the National Statistics Office.

9. Emulation and commendation

a) Act as standing member of the Emulation and Commendation Council on Statistics; standing member of the Innovation Council of the National Statistics Office.

b) Develop and propose working related to emulation, commendation for National Statistics Offices; to manage and archive the records related to emulation and commendation.

c) Award and hand emulation titles and other forms of commendations; carry out the procedures for retrieval and exchange of damaged or lost tangible reward in accordance with the provisions of the laws and instructions of the National Statistics Office.

10. Examination

a) Develop examination plans and programs on organization and personnel for bodies under the National Statistics Office

b) Carry out regular or ad-hoc inspections of the implementation of State and National Statistics Office regulations on organization, personnel, emulation and commendations in the bodies under the National Statistics Office; promptly report on proposed measures to prevent violations.

c) Provide guidance the decentralized bodies under the National Statistics Office on development of self-inspection plans; to synthesize plans, inspection results and supervise the organization of implementation in bodies under the National Statistics Office.

d) Submit the cases of the State and National Statistics Office regulation violations on personnel to Director General to handle.

 đ) Preside over and coordinate with relevant units in handling recommendations and feedback on personnel; urge and inspect decentralized bodies under the National Statistics Office in implementation of legal regulations on personnel. To coordinate with functional bodies under the National Statistics Office in resolving complaints and denunciations on personnel organization in the bodies under the National Statistics Office.

11. Provide internal political protection on Statistics; to instruct and inspect the implementation of grassroots democracy regulations.

12. Consult and assist the Director General in carrying out the administrative reform in the National Statistics Office.

13. Coordinate with relevant bodies to carry out the following tasks: Scientific research, information technology application; international cooperation; professional inspection; financial planning and office.

14. Consult and assist the Party Committee; directly help the Secretary, Deputy Secretary to organize, operate and handle the work of the Party Committee of the National Statistics Office; to be focal point of the Party Committee with the higher-level Party Committee, mass organizations under the National Statistics Office and Party Cells, subordinate Party Committees below Party Organization, other organizations and individuals that want to contact.

a) Consult and help the Standing Party Committee of the National Statistics Office

– Develop term and annual working programs of the Party Committee; to draft resolutions on works of national defense, military, and self-defense militia.

– Prepare meeting contents for the Standing Party Committee, the Party Executive Committee and conferences for preliminary and final reviews of Party work; to prepare content and documents of the Standing Party Committee to respond to the leaders of the National Statistics Office regarding personnel work prior to initial appointment, transfer, appointment, reappointment, extension of tenure, rotation, resignation, dismissal, and planning; to submit the consolidation of committees and Party organizations, establishment, merger, dissolution to the Party Secretary… basing on proposals from organizational department of the Party Committee.

– Synthesize and monitor the evaluation and classification of Party organizations and Party members; annual and ad hoc commendation.

– Coordinate in implementation of inspection and supervision of the Party Committee and the Party Committee’s Inspection Commission in accordance with the term, annual, and extraordinary working programs.

– Consult and support the Party Committee in the inspection and supervision of Party discipline enforcement. To perform other coordination tasks requested by the Party Committee’s Inspection Commission

– Implement documents and directives from higher authorities to Party cells and sub-level Party committees for implementation and urge their execution

– Upon authorization from the Standing Party Committee to sign the directives of the Secretary, Deputy Secretary, Standing Party Committee, and Party Executive Committee when assigned.

b) Administrative work

– Organize the implementation of clerical, archival, and confidential work; to manage the records of Party member under the Party Committee; to provide guidance on Party procedures for subordinate Party committees and Party cells (clerical, archival, confidential, Party member admission, Party transfer, collection of Party fee, commendation, discipline, reporting…).

– Manage the finances and assets of the Party Committee division; to serve as secretary for meetings of the Standing Party Committee and the Party Executive Committee.

– Develop programs and organize the implementation of research and studying conferences, and grasping Party directives and resolutions; to prepare participation invitations/summons to conferences. To prepare logistics, materials, meeting rooms, and coordinate with Administration Department of the National Statistics Office’s in conference organization. To monitor and urge participants to participate in the meetings of the Party Executive Committee, Standing Party Committee, and Resolution dissemination conferences, training conferences…

– Summarize and monitor the implementation of reports and participation in conferences of Party committees, Party cells year by year for the year-end classification, evaluation, and rating of Party organizations.

– Coordinate with subordinate Party cells and Party committees in reviewing, summarizing, and making reports to the Standing Party Committee on the need for professional training in Party work, and nominating participants in training courses in Party member admission and new Party member (materials, venue, time, management of course attendees, summarizing and announcing results…)

– Review, notify and instruct official Party members meeting the criteria to complete the procedures for requesting the Party Committee of the Bloc to issue Party membership cards; to guide subordinate Party committees to review, prepare documents and reports, and request the re-issuance of Party membership cards in cases of lost or damaged Party membership cards…

– Summarize and monitor the increasing and decreasing number of Party members; lists of Party committees in each subordinate Party cell and Party committee. To synthesize resumes of the current Party Executive Committee and subordinate Party committees.

– Receive and archive the official documents from the National Statistics Office. To record, update, and archive outgoing official documents (reports, decisions, submissions, introduction letters…).

– Take responsibility for contacting the central committee’s organization commission and the Party journal to purchase Party materials and forms, and distribute materials, forms, and internal circulation newsletters.

– Act as focal point for coordination in activities with the Trade Union and Youth Union of the National Statistics Office

– Carry out other regular and ad-hoc tasks requested by the Ministry of Finance Party Committee.

– Perform other tasks assigned by Secretary of Party Committee and the Standing Party Committee of the National Statistics Office

15. Perform other duties and powers assigned by the Director General of the National Statistics Office.
