The civil registration system plays an important role in state management as it provides basic information on vital events such as births, deaths and marriages. Data from this system helps determine the legal registration of citizens, provides a basis for compiling statistics to inform policymaking and used for further research and studies.

Under the project titled “Support in production, utilization of high quality population data and evidence for the evaluation, formulation, implementation of the socioeconomic development policies, strategies, programmes and monitoring of SDGs in Viet Nam” for the period 2022–2026 (VNM10P04), the United Nations Population Fund (UNFPA) and Vital Strategies (a global public health organization) collaborated with the National Statistics Office of Viet Nam (Ministry of Finance) and the Department of Public Records Administration (Ministry of Justice) to develop a “National Report on Civil Registration and Vital Statistics in 2021–2024”.

This report which is based on birth, death and marriage registration data provides analyses on the registration of vital events and compiles important statistics related to fertility, mortality and marriage registration. By doing so, the report presents a comprehensive overview on the effectiveness of the civil registration system as well as the level of completeness, timeliness and accuracy of civil registration data, and provides important recommendations to improve the management and use of civil registration data in the future.

The report benefits from effective support provided by the Department of Public Records Administration (Ministry of Justice) as well as collaboration and inputs of experts from Vital Strategies and the United Nations Population Fund (UNFPA). In addition, the NSO highly appreciates the collaboration and support from other national and international organizations for their contribution to completion of this report.

This is the first National Report on Civil Registration and Vital Statistics; therefore, shortcomings and limitations are inevitable. All comments are welcomed to improve the quality of future editions.
