In the morning, November 12, 2019, in Hanoi, the General Statistics Office (GSO) in coordination with the Asian Development Bank (ADB) held the dissemination workshop on the 2017 labor force pilot survey applying CAPI (Computer-Assisted Personal Interviews). Mr. Pham Quang Vinh, Deputy Director General of GSO chaired the workshop. Attendants were Mr. Lakshman Nagraj Rao, Statistician, Project Coordinator of ADB and statisticians from ADB; representatives of leaders and staffs of units under the GSO; leaders of Ho Chi Minh City’s Statistical Office and its Population, Cultural-Social Statistics Bureau.
In the framework of cooperation between the GSO and ADB, in the third quarter of 2017, the ADB supported the GSO in implementing the labor force pilot survey applying CAPI at 4 provinces including Thai Binh, Nghe An, Ho Chi Minh City and Binh Phuoc. To assess the effectiveness of CAPI relative to PAPI (the Pen-and-Paper Personal Interviews) in collecting information, the ADB in collaboration with the GSO made a report to compare CAPI with PAPI in Vietnam’s labor force survey in the 3rd quarter of 2017.

At the workshop, the GSO presented the results of the 2017 labor force pilot survey applying CAPI – results from survey data of Ho Chi Minh City’s Statistical Office and the information technology application in the 2019 Population and Housing Census in Vietnam.
Comparing the two methods of data collection, in the qualitative term, PAPI was absolutely manual, costly, time-consuming and makes the data announcement slower. In contrast, CAPI helps enumerators to limit the amount of documents that they need to carry out when surveying in the fieldwork. With CAPI, the information is obtained as soon as the enumerator completes collecting the information. The data quality is improved because non-sampling errors are reduced by introducing test statements into the CAPI program and taking advantage of modern technologies such as photography, recording, and GPS (Global Positioning System). The survey process applying CAPI reduces 3 stages compared to the old method.
From the pilot survey in the third quarter of 2017, the GSO proposed the application of CAPI in the population change and family planning survey at April 1st, 2018 time-point. This is the foundation for effectively applying CAPI in the 2019 Population and Housing Census. Benefits from applying CAPI in the 2019 Population and Housing Census are clearly seen: enhancing data quality, shortening the time to publish the data, saving the costs, and other effects: reducing interviewers’ burden of carrying survey documents to the fieldwork, lessening supervisors pressure of direct supervision, etc.
At the end of the workshop, Ms. Pamela Lapitan, Social Statistician, ADB introduced the online training courses on CAPI.
Participants also discussed and learned from experiences of applying CAPI for Vietnam’s current surveys and censuses.
