Mr. Vu Thanh Liem – Deputy Director General of GSO delivered the opening speech at the workshop
On the morning of November 22nd, 2018, in Hanoi, the General Statistics Office (GSO) in coordination with the United Nations Children’s Fund (UNICEF) held an in-depth workshop on child-related SDG indicators.
Mr. Vu Thanh Liem – Deputy Director General of GSO and Ms. Ngo Thi Quynh Hoa – representative of UNICEF co-chaired the workshop. Attending this event were representatives of statistical division of some ministries, line-ministries; representatives of some international organizations; representatives of leaders and specialists of units under GSO and national consultants.
At the workshop, Mr. Nguyen Dinh Khuyen – Deputy Director of the Statistical Methodology and Information Technology Department under GSO presented a summary of draft report with the basic contents related to the process of developing these indicators. In implementation of Decision No. 622/QD-TTg dated May 10th, 2017 by the Prime Minister on the issuance of the National Action Plan for the Implementation of the 2030 Sustainable Development Agenda; the Ministry of Planning and Investment (GSO) has defined the Set of SDG indicators, including: Indicators serving the monitoring and assessment of the National Action Plan to implement the 2030 Agenda for sustainable development; indicators under the global monitoring framework issued by the Economic and Social Commission of the United Nations (UN), which Vietnam has the ability to collect and aggregate in order to assess the implementation of global sustainable development goals. In recent years, Vietnam has made impressive progress in implementing the Millennium Development Goals, especially the goals related to children such as universalizing primary education, reducing child mortality, etc. This is the basis and motivation for Vietnam to continue the implementation of child-related SDGs because children are one of the important objectives that are directly and indirectly related to specific goals and targets in the Set of Global SDG Indicators.
Overview of the workshop
The draft report focuses on the following contents: (1) The need, goals, targets, objectives, scope, the way to approach, and the method of review; (2) Reviewing global SDG indicators related to children in Vietnam (Legal basis; Global SDG indicators related to children in Vietnam; feasibility of short-term/medium-term compilation of global SDG indicators for children in Vietnam and requirements for additional resources); (3) Proposing and standardizing the contents of child-related SDG indicators of Vietnam (Classification, standardization of contents: concept, calculation method, main disaggregation, releasing period, implementation roadmap, agencies in charge of collecting and aggregating), conclusions and recommendations.
According to this draft, the list of SDG indicators related to children is proposed with 27 indicators to bring into the Set of SDG indicators of Vietnam. Agencies in charge of collecting and aggregating include the GSO (11 indicators), the Ministry of Health (8 indicators), the Ministry of Labor, Invalids and Social Affairs (3 indicators); the Ministry of Education and Training (3 indicators); the Ministry of Public Security (2 indicators).
The workshop also spent time for participants to discuss relevant issues.
In his closing speech of the workshop, Mr. Vu Thanh Liem – Deputy Director General of GSO assigned the Drafting Board to receive suggestions from participants to complete the draft soon. The Deputy Director General of the GSO thanked representative of the UNICEF, representatives of international organizations and consultants for supporting the GSO in the process of developing the draft.
