In the morning, December 17, 2018, in Hanoi, the General Statistics Office (GSO) opened the training conference on professional skills and information technology for the Population and Housing Census 2019 (hereafter called the Census 2019). Mr. Nguyen Bich Lam, Director General of GSO and Deputy Head of the Central Steering Committee for the Census 2019, chaired the conference. Attending the conference were Mr. Le Bach Duong, representative of the United Nation Population Fund (UNFPA) in Vietnam; Ms. Valentina Barcucci, Labour Economist at the ILO Country Office for Vietnam; representatives of ministries, line-ministries; Heads, Deputy Heads and members of the Steering Committee for the Census 2019 of 63 provinces and centrally-run cities; members of Standing Team of the Central Steering Committee; representatives of units under the GSO.

The Census 2019 is the first Census in Vietnam to apply information and communication technology in all stages of the Census in order to improve data quality, shorten the time for processing information and early publish the results of the Census. In particular, two new forms of information collection applied are the use of mobile electronic devices and online questionnaires so that households can self-provide information via the Internet.

Although this is a large-scale census applying many new technologies, requiring careful preparation with the coordination of ministries and agencies, at present time, the preparation for the Census has been implemented as planned and ensured quality.

The information collection in enumeration areas is always the most important and complicated stage of a census. To ensure good implementation of this work, the Central Steering Committee for Population and Housing Census organized a 4-day training workshop with the following main purposes: (1) To introduce to the Steering Committee for Population and Housing Census at all levels, ministries, line-ministries and supervisors the main work contents, demands and general regulations of the enumeration at the fieldworks in order to organize united implementation from central to local levels, ensuring timeliness and quality of the collected information; (2) To introduce and guide in detail the professional issues of the Census; draw participants’ attention to different points or new regulations on professional issues from the annual sample surveys on Population Change and Family Planning; (3) To introduce and guide in detail the content of information technology application in the Census, including use of computer-assisted personal interviewing system (CAPI) in information collection at households and use of information page of task operating system to monitor, check and take over data. This is one of the very important contents of the Conference.

Speaking at the opening of the Conference, Mr. Nguyen Bich Lam, Director General of GSO and Deputy Head of the Central Steering Committee for the Census 2019, proposed the Central Steering Committee and the Statistical Computer Center I to play a role of conveying the training content and complete the assigned tasks well. Also according to him, participants should strictly implement the regulations of the Conference; enthusiastically and effectively join in the training contents in the Conference’s program serving the work of instructions for localities in the coming time.
