Prime Minister Nguyen Xuan Phuc addressed at the Conference
On the morning of August 7th, 2019, in Hanoi, the Vietnam Government Office held a Conference on improving national labor productivity. Mr. Nguyen Xuan Phuc – Prime Minister of the Government and Mr. Vu Duc Dam – Deputy Prime Minister co-chaired the Conference. Attending this event were Mr. Umeda Kunio – the Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam; representatives of international organizations in Vietnam, research institutes, universities, associations, corporations, enterprises in Vietnam; and press agencies.
According to the General Statistics Office (GSO), the factors affecting Vietnam’s labor productivity include the economy’s small size; labor structure shifting in a positive direction but slowly; outdated machinery, equipment and technology; limited quality of human resources; poor level of organization, management and use of resources; the business sector not really be the driving force to decide the growth of the economy’s labor productivity.

The Conference’s program focused on the following main contents: (1) Showing a video on Labor productivity in Vietnam; (2) Report on overview of labor productivity and solutions for enhancing Vietnam’s labor productivity; (3) Report on science and technology innovation with labor productivity; (4) Report on new economic model and its impacts on labor productivity; (5) Participants’ speech to engage in discussion on labor productivity.
In the session of discussion, participants gave positive suggestions for enhancing the country’s labor productivity.
In the concluding remarks, Prime Minister Nguyen Xuan Phuc outlined six key tasks to raise the labor productivity in Vietnam: (1) Promoting stronger reforms of institutional foundations so that all resources, including human resources, can be mobilized, allocated and used in the most effective way; (2) Focusing on improving the efficiency of the labor market on both supply and demand; (3) Establishing an incentive mechanisms to attract talents, experts and excellent managers at home and abroad to Vietnam; (4) Developing an open mechanism for cadres to attract talents joining in the State apparatus, and create a competitive working environment to select and promote talented people; (5) Paying attention to improve the quality of education and human resource training system, with priority given to talented individuals and emerging skills that are always the top national policy for Vietnam during the development period; (6) Providing the labor with professional knowledge and approach to new technology to promote their capabilities.

Prime Minister Nguyen Xuan Phuc launched the national labor productivity movement, and affirmed that the Government and the Prime Minister would always accompany and wish the enterprise business community, businessmen, investors and people of all strata to make more efforts, try harder, actively participate in and implement tasks and solutions in order to increase labor productivity as well as create a new breakthrough in labor productivity to make Vietnam rise, develop quickly and sustainably.
