Viet Nam was the first country in Asia and the second in the world to ratify the United Nations Convention on the Rights of the Child, on 20 February 1990. In addition, to protect children, Viet Nam has ratified two fundamental International Labour Organization (ILO) Conventions related to child labour: the Minimum Age Convention, 1973 (No. 138) and the Worst Forms of Child Labour Convention, 1999 (No. 182). At the same time, Viet Nam has amended, supplemented and established its legal framework with specific programmes and policies tailored to protect children’s rights. Viet Nam’s efforts and responsibility in fulfilling international commitments to protect and care for children and eliminate child labour have been fully demonstrated. To update information and monitor developments in child labour, as well as to provide a scientific basis and practical evidence for policymaking and developing appropriate and effective intervention programmes to prevent and reduce child labour, in 2023 the General Statistics Office (GSO), with technical support from the ILO, integrated the collection of information on the participation of working children aged 5 to 17 years into the 2023 Labour Force Survey (LFS). The survey results have been used as a basis for compiling statistical indicators to assess the current situation of working children and some basic characteristics of child labour in Viet Nam. The results from the 2023 LFS, along with the child labour surveys conducted in 2012 and 2018, provide important evidence for policymaking and designing programmes to prevent and reduce child labour in Viet Nam. To provide a clearer overview of the current situation of working children and those in child labour in Viet Nam, the GSO, with technical support from the ILO Viet Nam Office, has compiled the present report. Based on data collected from the 2023 LFS, the report provides an in-depth analysis from various perspectives of the basic characteristics of these children. It presents several recommendations to reduce and ultimately eliminate child labour in Viet Nam, thereby creating opportunities for the comprehensive development of children. The structure of the report is in two parts.
