1. College of Statistics is a public service organization under the National Statistics Office and is subject to the state management of education of the Ministry of Education and Training and also subject to the territorial management of the People’s Committee of Bac Ninh province; The college operates in accordance with the College Charter. 2. College of Statistics is a public vocational education institution under the national education system performing the following functions: a) Training and fostering human resources in the professional fields at the college level and intermediate levels for the Statistics agency and meeting social demands. b) Conducting scientific research to serve the requirement of statistics development and needs of socio-economic development. 3. College of Statistics has legal status, its own seal and is allowed to open accounts at the State Treasury and Commercial Banks in accordance with the provisions of law. | Duties and powers: | |
|
1. Developing and implementing the college development plan in accordance with the Statistics development strategy and vocational education development strategy and master plan for the network of state universities and colleges of the State. 2. Developing training programs, compiling textbooks, and developing training curriculums that are appropriate for each level and form of training for each discipline and major, as regulated by the Ministry of Education and Training. 3. Recruiting students; organizing training in various disciplines and majors, recognizing graduation, and granting diplomas and certificates; providing career counseling for students in accordance with the regulations of the Ministry of Education and Training. 4. Organizing training in state management knowledge for civil servants and public employees in the Statistics sector. 5. Providing professional training in statistical expertise and activities at the commune/ward level for commune/ward civil servants and in accordance with social demands. 6. Conducting scientific research to serve the improvement of the training quality of the College, the development requirements of the Statistics sector and socio-economic development. 7. Being protected by intellectual property rights; transfering, assigning, and publishing the results of scientific and technological activities; protecting the interests of the State and society, as well as the legal rights and interests of individuals in the College’s training, scientific, and technological activities. 8. Undertaking accreditation of educational quality and being subject to quality management by educational quality accreditation agencies. 9. Publicizing the College’s commitments on training quality, conditions for ensuring training quality, annual financial revenue and expenditure. 10. Managing and utilizing assigned public employees and workers in accordance with legal regulations and the management decentralization of the Ministry of Finance and the National Statistics Office. 11. Managing budget, assets, and autonomy of public service provider in line with the provisions of law and the guidance of the Ministry of Finance and the National Statistics Office. 12. Receiving sponsorship from organizations and individuals; mobilizing and using assets, budget and other resources to cooperate and form partnerships for training with domestic and foreign organizations; being allowed to borrow capital and be exempt from or have taxes reduced in accordance with the law. 13. Using revenue from activities to build the College’s facilities; sponsoring activities to implement preferential policies for students from policy-beneficiary families, social, humanitarian and charitable activities. 14. Organizing the College’s activities at registered facilities approved by the Ministry of Education and Training and the superior management agency. 15. Performing other duties and powers as prescribed by law, the Ministry of Finance and the National Statistics Office. |
