1. Agriculture, forestry and fishery

      a) Agriculture

Agricultural production in the month focused on tending winter-spring crops in Northern provinces; harvested paddy and vegetables in winter-spring crop and cultivated summer-autumn paddy in southern localities. As of April 15, the country cultivated 3,073 thousand hectares of winter-spring paddy, an equal to that in 2016. Northern provinces basically completed cultivating an area of ​​1,144.1 thousand hectares, an equal to 99.9%, in comparison with that of over the same period last year, of which the Red River Delta reached 540.8 thousand hectares, an equal to 99.2%, due to conversion of some localities a part of paddy growing area into building industrial parks, new urban areas or planting fruits and aquaculture for higher economic efficiency. Some localities decreased in winter-spring paddy area, in comparison with that of over the same period last year: Hanoi by 2,139 ha[1]; Hai Duong by 1,000 hectares[2]; Thai Binh by 195 hectares. Localities in the South cultivated 1,928.9 thousand hectares, an equal to 100.2%, in comparison with that of over the same period in 2016. Currently, the weather recorded favorable, sufficient water sources for irrigation and winter-spring paddy saw a good growth.

As of mid-April, southern provinces harvested 1,571 thousand hectares of winter-spring paddy, accounted for more than 81% of the cultivated area and an equal 99.1%, in comparison with that of over the same period last year, of which Mekong River Delta reached 1,418.5 thousand hectares, made up 92.2% of cultivated area and equaled to 99.5%. It was expected that at the end of April, Mekong River Delta completed harvesting winter-spring paddy, other areas continued to harvest in May. According to preliminary reports, yield of winter-spring paddy in the Mekong Delta this year was estimated at 63.5 quintals/ hectare, a decline of 0.7 quintals/hectare, in comparison with that of over the previous winter-spring crop; production was estimated at 9.8 million tons, a decline of 220 thousand tons. Some localities recorded a decrease in winter-spring paddy production, in comparison with that of over the winter-spring crop of 2016: Dong Thap by 104 thousand tons; Can Tho by 59 thousand tons; Kien Giang by 50 thousand tons; Tien Giang by 32 thousand tons.

In harvested areas of winter-spring paddy, localizes enlisted cleaning the fields, plowing, and dry soil to cultivate the summer-autumn crop. Remarkably, pests and diseases witnessed widespread in many localities. As of mid-April, the country recorded 77.8 thousand hectares of paddy affected by pest, of which 20.3 thousand hectares suffered from leaf blight; 14 thousand hectares affected by brown plant hopper; 3.4 thousand hectares by blast of paddy disease. According to preliminary reports, area of paddy affected by pests in the North Central areas was 21.9 thousand hectares, of which Nghe An by 9.5 thousand hectares; Mekong River Delta by 39.3 thousand hectares, of which Bac Lieu by 21 thousand hectares; Dong Thap by 8.3 thousand hectares; Long An by 5.8 thousand hectares. Localities needed to actively monitored and control the situation in order to provide effective measures to prevent pests and diseases.

As of mid-April, localities in the country cultivated 442.8 thousand hectares of maize, an equal to 100.7%, in comparison with that of over the same period last year; sweet potatoes reached 71.8 thousand hectares, an equal to 95.4%; peanuts reached 138.1 thousand hectares, an equal to 99.1%; soybean reached 29.3 thousand hectares, an equal to 79.6%; vegetables and beans reached 559.7 thousand hectares, an equal to 103.9%.

Husbandry generally witnessed stability, there recorded no epidemics occur. Buffalo population in month was estimated to decrease by 0.1%, in comparison with that of over the same period last year; cattle increased by 2.3%. Thanks to the implementation of big-scale livestock projects and stable consumption markets; poultry increased by 3.1%. Pig continued to face difficulties in consumption, price of pig living weight decreased sharply, farmers suffered from heavy losses. Pig population in the nationwide in April decreased by 0.2%, in comparison with that of over the same period in 2016.

As of April 25, 2017, the whole country no longer recorded blue ear pig disease and foot and mouth disease; avian influenza was not over 21 days in Cao Bang, Can Tho, Vinh Long, Dak Lak, Quang Ninh, Thua Thien – Hue.

         b) Forestry

In April, area of concentrated forests in the country was estimated at 23.5 thousand hectares, an increase of 2.6%, in comparison with that of over the same period last year; number of scattered trees reached 8.3 million, an increase of 1.2%; wood production reached 870 thousand m3, a decline of 7.5%; firewood production reached 1.6 million ste, an equal to that of over the same period in 2016. Generally, in 4 beginning months of the year, area of concentrated was estimated at 52 thousand hectares, an increase of 5.3%, in comparison with that of over the same period last year. Of which some provinces recorded good in some areas: Yen Bai reached 7.3 thousand hectares, by 8%; Tuyen Quang reached 5.2 thousand hectares, gained twice, in comparison with that of over the same period last year; Phu Tho reached 4.9 thousand hectares, an increase of 30%. Number of scattered trees reached 24.4 million, an increase of 1.7%; wood production reached 2,554 thousand m3, an increase of 0.6%; firewood production reached 9.4 million ste, an increase of 1.1%.

Although forest protection and forest fire prevention measures was implemented by relevant agencies and authorities, forest fires and deforestation still occurred. In April, there were 237.1 hectares of damaged forest, a decline of 61.6%, in comparison with that of over the same period last year, of which forest fire area was 57.6 hectares (particularly the forest fire recorded in An Giang on 21 April 2017 that made 34.4 hectares fire of melaleuca forest; area of ​​deforested was 179.5 hectares. Generally, in 4 beginning months this year, damaged forest area was 437.4 hectares, a decrease of 69.6%, in comparison with that of over the same period last year, of which area of forest area was 155.3 hectares, a decline of 86.5% ; deforested area was 282.1 ha, a drop of 3.1%.

         c) Fishery

Fishery production in April was estimated at 581.4 thousand tons, an increase of 3.8%, in comparison with that of over the same period last year, of which fish reached 430 thousand tons, a growth of 3.4%; shrimp reached 56.9 thousand tons, a growth of 3.1%. Aquaculture production was estimated at 297.8 thousand tons, an increase of 2%, in comparison with that of over the same period last year, of which fish reached 223.6 thousand tons, an increase of 0.9%; shrimp reached 40 thousand tons, a growth of 5%.

Pegasus farming recorded an improvement in price[3], nevertheless, there was as shortage of supply due to many areas was not for harvesting. Pegasus production in the month was estimated at 103.4 thousand tons, a decline of 1%, in comparison with that of over the same period last year, of which Dong Thap reached 34.7 thousand tons, an increase of 0.2%; Can Tho reached 16.1 thousand tons, a drop of 14.6%; An Giang reached 12.4 thousand tons, a decline of 22.5%; Ben Tre reached 9.7 thousand tons, a decline of 0.2%.

Shrimp farming in the first months of the year was quite favorable, high and stable shrimp prices that encouraged farmers in some localities such as Ca Mau, Soc Trang and Bac Lieu to convert paddy area to shrimp farming. Production of black tiger shrimp in April was estimated at 17.4 thousand tons, an increase of 3.6%, in comparison with that of over the same period last year, of which Ca Mau reached 7.2 thousand tons, an increase of 2.9%; Bac Lieu reached 4.3 thousand tons, an increase of 6%; Tien Giang reached 1.3 thousand tons, an increase of 6.7%. Production of white leg shrimp was estimated at 20.5 thousand tons, an increase of 7.9%, in comparison with that of over the same period, of which Soc Trang reached 3.3 thousand tons, a growth of 143.2%; Tra Vinh reached 1 thousand tons, an increase of 12.9%.

In month, the weather recorded favorable weather for fishery catching; fishermen in coastal provinces entered the South fishery catching. Fishery production in April was estimated at 283.6 thousand tons, an increase of 5.7%, in comparison with that of over the same period last year, of which production of marine catching reached 270.3 thousand tons, an increase of 5.5% (production tuna reached 4.7 thousand tons, an increase of 6.8%).

Generally in 4 beginning months of the year, fisheries production was estimated at 1,902.2 thousand tons, a growth of 3.1%, in comparison with that of over the same period last year, of which aquaculture production reached 864.5 thousand tons, an increase of 2%; fishery production reached 1,037.7 thousand tons, an increase of 4.1% (marine catching reached 990.3 thousand tons, an increase of 4.2%).

  1. Industrial production

The index of industrial production (IIP) in April was estimated to increase by 7.4% over the same period last year, of which the IIP of the mining and quarrying decreases by 5.6%; the IIP of the manufacturing, the  production and distribution of electricity, the water supply, sewerage, waste management and remediation activities increased by 11.1%, 9.9%, 6.5%, respectively.

Generally for the first 4 months of 2017, the IIP increased by 5.1% compared to the same period last year, which was much lower than the increase of the same period in 2016[4], but higher than the increase of 4.2% in the first quarter this year. In industrial activities, the IIP of the manufacturing, the production and distribution of electricity, the water supply, sewerage, waste management and remediation activities increased by 9.2%, 9.3%, 6.3%, respectively, which contributing 6.5, 0.6, 0.1 percentage points to the overall growth; the IIP of the mining industry decreased by 9.7%, reducing 2.1 percentage points to the overall growth.

In the 2-digit industrial activities, the IIP of some industrial activities in the first 4 months remarkably increased compared to the same period last year, such as the manufacture of basic metals (47.5%); the manufacture of fabricated metal products (except machinery and equipment) (13.3%); the manufacture of textile (12.5%); the manufacture of motor vehicles (10.9%); the manufacture of chemicals and chemical products (10.7%); the manufacture of beverages (10.3%). Some industrial activities experienced a moderate increase, specifically: the manufacture of food products (6.4%); the manufacture of pharmaceuticals, medicinal chemical and botanical products (4.5%); the manufacture of electronic, computers and optical products (4.2%); the manufacture of leather and related products (3%); the manufacture of furniture (1.5%); the extraction of hard coal and lignite (0.8%); the manufacture of tobacco products (0.5%). Only the IIP of the extraction of crude oil and natural gas decreased by 12.9%.

In the first 4 months, some main industrial products increased sharply over the same period last year, for instance: Television (42%); crude iron and steel (30.1%); rolled steel (29.3%); urea fertilizer (23.9%); animal feed and chemical paint (13.8%); shampoo and conditioner (10.9%); sodium glutamate (10.6%); fresh milk (10.3%); beer (10.1%). Several products moderately increased, e.g.: processed seafood (7.8%); running water (7%); cement (6.8%); aquatic feed (5.3%); motorcycles (4.1%); coal (0.8%). A number of products saw a decrease, including mobile phones (1.6%); natural gas (8.4%); crude oil (14.2%).

Some localities with large share of the industry sector in 4 months showed an increase in the IIP compared to the same period last year: Hai Phong (20.4%); Thai Nguyen (17.7%); Da Nang (12.1%); Hai Duong (9%); Binh Duong (8%); Dong Nai (7.4%); Ho Chi Minh City (7.1%); Ha Noi (5.9%); Quang Nam (5.3%); Can Tho (3.7%); Vinh Phuc (2.6%); Quang Ninh (2.2%); Bac Ninh (1.6%). Otherwise, the IIP of Ba Ria – Vung Tau decreased by 4.8%.

The index of industrial shipment (IIS) of the manufacturing activities in March 2017 increased by 15.1% over the previous month and by 7.4% compared to the same period last year. Generally for the first 3 months of this year, the IIS of the manufacturing increased by 7.5% over the same period last year (the figure of the same period in 2016 was 10.2%), of which some industrial activities saw a significant increase: the manufacture of other transport vehicles (15.5%); the manufacture of motor vehicles (13.4%); the manufacture of basic metals (9.5%); the manufacture of electrical equipment (9.4%). Some industrial activities experienced a modest increase of the 3-month IIS: the manufacture of textile (6.9%); the manufacture of electronic, computers and optical products (5.4%); the manufacture of food products (4.7%); the manufacture of pharmaceuticals, medicinal chemical and botanical products (2.4%); the manufacture of tobacco products (0.5%). The IIS of the manufacture of furniture decreased by 3.8%.

The index of industrial inventory of the manufacturing as of 1st April, 2017 increased by 12.7% compared to the same period in 2016 (the same period last year increased by 8.9%), of which some industrial activities showed lower rise compared to the average increase of the index of industrial inventory: the manufacture of textile (7.2%); the manufacture of food products (4.5%); the manufacture of pharmaceuticals, medicinal chemical and botanical products (3.8%); various industrial activities witnessed a decrease in the index of industrial inventory, including the manufacture of wearing apparel (6.4%); the manufacture of tobacco products (23.5%); the manufacture of other transport vehicles (50.2%). Some industrial activities possessed a remarkable increase in the index of industrial inventory compared to the average increase: the manufacture of motor vehicles (158.9%), mainly due to Truong Hai Automobile Company’s sharp decrease in consumption; the manufacture of basic metals (54.5%); the manufacture of beverages (45.4%); the manufacture of other non-metallic mineral products (mainly cement) (39.7%); the manufacture of paper and paper products (32.8%); the manufacture of electronic, computers and optical products (29.9%); the manufacture of rubber and plastic products (23%); the manufacture of electrical equipment (14.9%).

The average index of industrial inventory of the manufacturing in the first 3 months of the year was 71.9%, of which some industrial activities had high index of industrial inventory: the manufacture of chemicals and chemical products (111.4%); the manufacture of fabricated metal products (except machinery and equipment) (107.3%); the manufacture of chemicals and chemical products (98.2%); the manufacture of food products (86.3%).

The number of employees working in industrial enterprises as of 1st April, 2017 increased by 2.4% compared to the same period last year (the same period in 2016 increased by 6%), of which the number of employees in state-owned enterprises reduced 2.2%; in non-state enterprises decreased by 0.3%; in FDI enterprises increased by 4.9%. At the same time, the number of employees working in the mining and quarrying decreased by 4.8% compared to the same period last year; in the manufacturing increased by 2.9%; in the production and distribution of electricity declined 0.4%; in the water supply, sewerage, waste management and remediation activities went up 1.3%.

Some localities with large share of the industry sector witnessed an increase in the number of employees working in enterprises as of 1st April, 2017 compared with the same period last year, e.g.: Bac Ninh (14.2%); Hai Phong (13.5%); Binh Duong (5.9%); Hai Duong (5.8%); Vinh Phuc (5.4%); Da Nang (4.3%); Thai Nguyen (2.4%); Can Tho (0.8%); Dong Nai (0.8%); Ho Chi Minh City (0.6%); However, the number of employees working in enterprises in Ba Ria – Vung Tau decreased by 8.4%.

  1. Enterprises registration status[5]

In April, there were 13,102 newly established enterprises (which had been the largest number of newly established enterprises in the last 12 months) with a registered capital of 98.4 trillion VND, an increase of 8.9% in number of enterprises and a reduction of 17.1% in registered capital compared to the previous month[6]; the average registered capital of an enterprise reached 7.5 billion VND, a downturn of 23.9%; the total number of registered employees in the month of newly established enterprises was 132.4 thousand persons, rose by 5.9%.

In the month, there were 2,274 re-operated enterprises, an upturn of 75.7% over the previous month; 6,305 temporarily ceased enterprises (including: 1,744 enterprises ceased for a certain period of time and 4,561 enterprises temporarily ceased without registration or awaited dissolution), an increase of 37.3%; 789 enterprises completed dissolution procedures, a growth of 6%.

In the first 4 months of the year, there were 39,580 newly registered enterprises in the whole country with a total registered capital of 369.6 trillion VND, an increase of 14% in number of enterprises and 48.9% in registered capital compared to the same period in 2016[7]; the average registered capital of a newly established enterprise achieved 9.3 billion VND, rising by 30.6%. If including 455.7 trillion VND of  enterprises that recorded upward adjustment of capital, the total additional registered capital in the economy in the first 4 months of 2017 was 825.3 trillion VND. Besides, there were 11,545 re-operated enterprises, going up by 1.9% compared to the same period last year, bringing the total number of newly registered enterprises and re-operated enterprises in the first 4 months to more than 51 thousand enterprises. The total number of registered employees of newly established enterprises in 4 months was 424 thousand persons, equaling 99.2% of the same period last year.

Some economic activities saw an increase in new established enterprises and registered capital in 4 months this year compared to the same period last year: Information and communication increased by 237.2% in number of enterprises and 44.9% in registered capital; real estate activities rising by 66% and 49.9%; education and training an upturn of 30.4% and 84.2%; employment services, travel, renting and leasing of machinery, equipment and other support services rose by 18.2% and 145%; science, technology, consultation service, designing, advertisement and others went up 16.2% and 21.5%; construction a growth of 15.7% and 54.7%; accommodation and catering services climbing by 14.9% and 106.1% … Some economic activities had newly establishment enterprises increased but the registered capital decreased: electricity, water and gas supply increased by 34.4% (registered capital reduced 3.2%); agriculture, forestry and fishering a growth of 21.8% (registered capital a drop of 12.9%); other services activities rose by 19.9% ​​(registered capital a fall of 12.4%). Particularly, the newly established enterprises in the transportation and storage decreased 0.2%; the registered capital a declining of 13.5%.

In the first 4 months of this year, the number of newly registered enterprises in all regions increased compared to the same period last year, of which the Northern Midlands and Mountains area reached 1,724 enterprises, an increase of 29.9% (registered capital gained 20,305 billion VND, up 22.6%); Red River Delta had 12,028 enterprises, a growth of 18.9% (registered capital of 92,018 billion VND, an increase of 26.3%); The Central Highlands had 1,021 enterprises, rising by 14% (registered capital of 9.881 billion VND, jumping by 87.3%); Mekong River Delta had 2,888 enterprises, climbing by 12.2% (registered capital of 24,080 billion VND, an upturn of 35.2%); Southeast had 16,546 enterprises, extend 11.9% (registered capital of 170,049 billion VND, rising by 52.9%); North Central and Central Coast areas had 5373 enterprises, going up by 7.1% (registered capital was 53,302 billion VND, rose by 117.4%).

The number of enterprises completed dissolution procedures in the first 4 months of 2017 was 4,057 enterprises, went up 7.9% compared to the same period last year (the same period in 2016 increased by 15.7%), of which 3,745 enterprises with capital size of less than 10 billion VND, making up 92.3%. By kinds of enterprise, in the total number of enterprises completed dissolution procedures, there were 1,604 one-member limited liability companies (accounting for 39.5%); 1,203 two-member limited liability companies (accounting for 29.7%); 727 private enterprises (17.9%) and 523 joint stock companies (12.9%).

The number of temporarily ceased enterprises in the first 4 months was 27,400 enterprises, rose by 9% compared to the same period last year, including 11,491 enterprises ceased for a certain period of time, a rise of 21.6% and 15909 enterprises temporarily ceased without registration or awaited dissolution, an upturn of 1.4%.

The total number of enterprises ceased for a certain period of time, there were 4,691 one-member limited liability companies (accounting for 40.8%); 3,734 two-member limited liability companies (sharing 32.5%); 1,923 joint stock companies (making up 16.8%); 1,141 private enterprises (forming 9.9%) and 2 partnership companies. For enterprises temporarily ceased without registration or awaited dissolution, there were 6,875 one-member limited liability companies (accounting for 43.2%); 4,637 two-member limited liability companies (constituted 29.1%); 3,221 joint stock companies (making up 20.3%) and 1,176 private enterprises (representing 7.4%). By economic activities, the number of enterprises temporarily ceased without registration or awaited dissolution of most economic activities decreased compared to the same period last year, of which the mining decreased by 15%; agriculture, forestry and fishing a a drop of 31.2%; electricity, water and gas supply a decline of 6.7%; arts, entertainment and recreation a cut down of 34.3%.

  1. Investment

The realized investment from the State budget in April was estimated at 19,463.1 billion VND, of which: Central capital was 4,358 billion VND; local capital 15,105.1 billion VND. For the first 4 months of the year, the implemented investment from the state budget reached 64.4 trillion VND, equaling 22.2% of the yearly plan and a rise of 3.6% compared to the same period in 2016, including:

– The capital under central management reached 14.1 trillion VND, equaling 21% of the yearly plan and an increase of 3.7% compared to the same period last year, of which the investment of the Ministry of Transportation gained 7,850 billion VND, equaling 25.1% and increasing by 47.5%; Ministry of Health 914.5 billion VND, equaling 17.8% and rising 23.1%; Ministry of Agriculture and Rural Development 838.8 billion VND, equaling 21.9% and reducing 31.9%; Ministry of Construction 127.5 billion VND, equaling 26.4% and decreasing by 40.7%; Ministry of Education and Training 120.7 billion VND, equaling 21.6% and decreasing by 69.1%; Ministry of Culture, Sports and Tourism 109 billion VND, equaling 18.8% and going down 15.8%; Ministry of Natural Resources and Environment 82.6 billion VND, equaling 18.9% and falling 51.8%; Ministry of Industry and Trade 54 billion VND, equaling 22.1% and decreasing by 44.6%; Ministry of Science and Technology 19.1 billion VND, equaling 20.9% and reducing 61.4%; Ministry of Information and Communications 17.4 billion VND, equaling 19.2% and falling 42.2%.

– The capital under local management gained 50.3 trillion VND, equaling 22.6% of the yearly plan and an increase of 3.5% compared to the same period in 2016. Of which, the state budget capital at provincial level reached 35,047.2 billion VND, equaling 21.3% and going up 1%; the state budget capital at district level achieved 12,597.5 billion VND, equaling 25.1% and increasing by 10.3%; the state budget capital at commune level recorded 2,651.1 billion VND, equaling 31.5% and increasing by 8%. The realized investment from the State budget of some provinces and cities directly under the Central Government was as follows: Ha Noi reached 7,836.2 billion VND, equaling 24.2% of the yearly plan and going down 2.3% compared to in the same period last year; Ho Chi Minh city 3,952.7 billion VND, equaling 11.6% and rising 2.4%; Nghe An 1,874.6 billion VND, equaling 29% and increasing by 12.1%; Vinh Phuc 1,651 billion VND, equaling 27.5% and expanding 35.6%; Thanh Hoa 1,377.5 billion VND, equaling 28.8% and spreading 4.2%; Ba Ria – Vung Tau 1,364.4 billion VND, equaling 25.9% and decreasing by 12.6%; Binh Duong 1,290.2 billion VND, equaling 18% and going up 8.3%.

In general, disbursement and implementation of investment from the state budget in the early months of the year showed slowly. In the coming time, ministries, line-ministries and localities should make efforts to focus on implementing solutions to solve difficulties and speed up the disbursement progress under the direction of the Government.

Foreign direct investment from the beginning of the year to April 20th, 2017, attracted 734 newly licensed projects with a registered capital of 4,881.6 million USD[8], an increase of 5.3% in the number of projects and a decrease of 4% in registered capital compared to the same period in 2016. Besides, 345 licensed projects from previous years registered to adjust investment capital with an additional capital of 4,361.2 million USD[9].

In the first 4 months of 2017, there were 1,687 turns of capital contribution and share purchase of foreign investors with a total capital contribution of 1,355.2 million USD. Thus, the total registered capital of new projects, additional capital and investment in the form of capital contribution and share purchase in the first four months of the year reached 10,598 million USD, a rise of 40.5% over the same period last year. Realized FDI capital in 4 months was estimated at 4.8 billion USD, an increase of 3.2% compared to the same period in 2016.

In the first 4 months, the manufacturing activity attracted the largest foreign direct investment with the registered capital of newly licensed projects of 2,581.4 million USD, accounting for 52.9% total newly registered capital; the mining industry reached 1.279 million USD, making up 26.2%; the other sectors gained 1,021.2 million USD, representing 20.9%. If including additional registered capital of projects licensed from previous years and capital contribution and share purchase, total FDI in the manufacturing activity in the first 4 months of 2017 recorded 7,369.3 million USD, accounting for 69.5% of the total registered capital; the mining industry reached 1,280.1 million USD, making up 12.1%; the other sectors gained 1,948.6 million USD, comprising 18.4%.

In the whole country, 48 provinces and cities directly under the Central Government had newly foreign direct investment projects licensed in the first 4 months, of which Kien Giang had the largest registered capital of 1,304.7 million USD, accounting for 26.7% of total newly registered capital; followed by Binh Duong 861.7 million USD, making up 17.7%; Tay Ninh 326 million USD, comprising 6.7%; Bac Giang 301 million USD, representing 6.2%; Binh Phuoc 282.3 million USD, sharing 5.8%; Ho Chi Minh city 212.5 million USD, accounting for 4.4%; Dong Nai 152.5 million USD, making up 3.1%; Bac Ninh 142.5 million USD, sharing 2.9%; Ha Noi 132.8 million USD, accounting for 2.7%; Nghe An 122.7 million USD, representing 2.5%; Ba Ria – Vung Tau 113.2 million USD, sharing 2.3%; Hai Duong 97.6 million USD, comprising 2%.

Among 46 countries and territories had newly licensed investment projects in Viet Nam in the first 4 months, Japan ranked the top with 1.521.6 million USD, accounting for 31.2% total newly registered capital; followed by South Korea 1,092.1 million USD, making up 22.4%; China 735.2 million USD, sharing 15.1%; Singapore 498.9 million USD, representing 10.2%; Hong Kong Special Administrative Region (China) 283.1 million USD, comprising 5.8%; British Virgin Islands 128.2 million USD, accounting for 2.6%[10].

  1. State budget revenue and expenditure

The state budget revenue from the beginning of the year to April 15th, 2017 was estimated at 316.7 trillion VND, equaling 26.1% of the yearly estimate, of which domestic revenue was 253.8 trillion VND, equaling 25.6%; revenue from crude oil was 13 trillion VND, equaling 33.9%; budget balance revenue from import and export gained 49.9 trillion VND, equaling 27.7%. In domestic revenue, land use fee reached 29.5 trillion VND, equaling 46.3% of the yearly estimate; personal income tax achieved 26.2 trillion VND, equaling 32.5%; taxes on trade and non-state services was 52.1 trillion VND, equaling 26.8%; tax on FDI enterprises (excluding crude oil) recorded 47.3 trillion VND, equaling 23.5%; the revenue of environmental protection tax recorded 9.5 trillion VND, equaling 21%; tax on the state-owned sector was 49.4 trillion VND, equaling 17.3%.

The state budget expenditure from the beginning of the year to April 15th, 2017 was estimated at 336.8 trillion VND, equaling 24.2% of the yearly estimate, of which recurrent expenditure reached 246.7 trillion VND, equaling 27.5% of the yearly estimate; debt payment was 31.6 trillion VND, equaling 32%; Particularly, expenditure for new investment and development witnessed 57.8 trillion VND, equaling 16.2% of the yearly estimate. Principal payment from the beginning of the year to April 15th, 2017 recorded 54 trillion VND, equaling 33% of the yearly estimate.

  1. Trade, price index, transport and tourism

     a. Retail sales of goods and services

Gross retail sales of consumer goods and services in April were estimated at 317.5 trillion VND, up 1.7% over the previous month and up 11.1% over the same period last year, of which: retail sales of goods reached 237.5 trillion VND, up 1.7% and up 10%; revenue from accommodation and catering services reached 39.2 trillion VND, up 2% and up 19.8%; tourism and traveling revenue reached 2.4 trillion VND, up 4.2% and 1.8%; revenue from other services reached VND 38.4 trillion, up 1.6% and up 10.2%.

Generally for the first 4 months, gross retail sales of consumer goods and services were estimated at 1,267.9 trillion VND, up 9.6% over the same period last year, if excluding price factor, the growth rate was 6.7% (lower than the increase of 7.8% in the same period in 2016). By kinds of economic activity, retail sales of goods in the first 4 months were estimated at 955.8 trillion VND, accounting for 75.4% of the total and increasing by 9.7% over the same period last year, of which the food and foodstuff increased by 10.5%; garment expanded by 8.6%; vehicles rose by 8.3%; household appliances, tools and equipment increased by 7.3%; cultural and educational items went up by 4%.

Revenue from accommodation and catering services in the first 4 months was estimated at 153.4 trillion VND, accounting for 12.1% of the total and increasing by 11.3% over the same period last year, of which some provinces had revenue increased quite well: Quang Ninh by 18.6%; Dong Nai by 12.4%; Ho Chi Minh City by 11.5%; Ha Noi 10.5%; Binh Duong by 8.7%.

In 4 months, travelling and tourism revenue was estimated at 10.3 trillion VND, accounting for 0.8% of the total and increasing by 6.3% over the same period last year, of which revenue of Ho Chi Minh City increased by 8.6%; Ha Noi rose by 6.5%; Da Nang decreased by 8.9%; Can Tho reduced by 6.1%.

Revenue from other services in the first 4 months was estimated at 148.4 trillion VND, accounting for 11.7% of the total and increasing by 7% over the same period in 2016. Some provinces had a good increase in revenue: Binh Dinh by 14.6%; Da Nang by 12.8%; Ho Chi Minh City by 9.2%; Hai Phong by 6.9%; and Ha Noi by 5.1%.

          b. Export and import of goods

The export turnover of goods in March 2017 reached 17,245 million USD, 945 million USD higher than the estimated figures, of which phones and their parts were 392 million USD higher; electronic goods, computers and their parts were 190 million USD higher; machinery, instrument and accessory were 79 million USD higher; iron and steel were 61 million USD higher; wood and wooden products were 43 million USD higher; footwear was 42 million USD higher; rice was 41 million USD higher; fishery products were 33 million USD higher; vegetables were 30 million USD higher than estimated.

Export turnover in April was estimated at 16.70 billion USD, went down by 3.2% over the previous month[11], of which the domestic economic sector gained 4.60 billion USD, edged down by 7.4%; FDI sector (including crude oil) reached 12.10 billion USD, shrank by 1.4%. A number of main export products saw a significant decrease in turnover compared to the previous month, particularly: Textiles and garments by 12%; electronic goods, computers and their parts by 20.1%; wood and wooden products by 11.7%; iron and steel by 30.9%; pepper by 16%. Compared to the same period last year, the export turnover in April this year increased by 16.4%, of which the domestic economic sector rose by 9.6%; FDI sector (including crude oil) increased by 19.1%. Turnover of some products expanded significantly over the same period last year, such as: machinery, instrument and accessory by 42.5%; electronic goods, computers and their parts by 34.3%; phones and their parts by 17.4%.

In the first 4 months of the year, export turnover was estimated at 61.3 billion USD, went up by 15.4% compared to the same period in 2016, of which the domestic economic sector reached 17.3 billion USD, jumped up by 13.7%; FDI sector (including crude oil) gained 44.0 billion USD, climbed up by 16.1%. Export turnover of some main products continued to increase over the same period last year, such as: Textile and garment products made up 7.5 billion USD, went up by 9.1%; electronic goods, computers and their parts attained 7.3 billion USD, surged up by 44.3%; footwear reached 4.2 billion USD, rose by 9.6%; machinery, instrument and accessory gained 4 billion USD, soared by 38.8%; wood and wooden products attained 2.4 billion, went up by 14.4%; fishery products reached 2.1 billion USD, edged up by 9%; coffee attained 1.4 billion USD, augmented by 21.7% (volume decreased by 8.8%); vegetables and fruits made up 1 billion USD, jumped up by 32.1%; crude oil reached 933 million USD, edged up by 34.9% (volume declined by 6.1%). However, export turnover of some agricultural products decreased over the same period last year: Rice reached 823 million USD, went down by 8.1% (volume reduced by 8.8%); pepper gained 467 million USD, edged down by 16% (volume increased by 11.2%); Cassava and cassava products reached 416 million USD, dropped 1.6% (volume rose by 2%).

Regarding the exported goods market in the first 4 months of the year, the United States was still the largest export market of Vietnam with a turnover of 11.9 billion USD, an increase of 3.7% compared to the same period in 2016; the following was EU with 11.3 billion USD, climbed up by 8.8%; China reached 8.6 billion USD, surged up by 45.1%; ASEAN attained 6.7 billion USD, jumped up by 26%; Japan amounted to 5.2 billion USD, rose by 19.3%; South Korea reached 4.4 billion USD, grew by 32%.

The import turnover of goods in March 2017 was 18,349 million USD, 949 million USD higher than the estimated figure, of which machinery, instrument and accessory were 457 million USD higher; electronic goods, computers and their parts were 287 million USD higher; petroleum was 142 million USD higher; fabric was 96 million USD higher; wheat was 69 million USD higher; phones and their parts were 44 million USD higher than estimated.

Import turnover in April was estimated at 17.50 billion USD, went down by 4.6% over the previous month, of which the domestic economic sector reached 7.7 billion USD, edged down by 3.8%; FDI sector gained 10.50 billion USD, went down by 5.2%. Import turnover of some products decreased compared to the previous month, such as: Electronic goods, computers and their parts by 4.6%; phones and their parts by 8.2%; petroleum by 29.5%; wood and wooden products by 17.9%; fertilizer by 15.2%. Compared to the same period last year, April import turnover increased by 24.9%, of which the domestic economic sector grew by 18%; FDI sector rose by 29.9%.

Import turnover in April was estimated at 17.50 billion USD, edged down by 4.6% compared to the first 4 months, import turnover was estimated at 64.1 billion USD, went up by 24.9 % compared to the same period last year, of which the domestic economic sector gained 25.8 billion USD, jumped up by 24.4%; FDI sector gained 38.3 billion USD, rose by 25.3%. Import turnover of some products for production increased highly compared to the same period last year: machinery, instrument and accessory reached 11.3 billion USD, went up by 38.9%; electronic goods, computers and their parts gained 10.5 billion USD, climbed up by 24.7%; phones and their parts attained 4 billion USD, grew by 22.2%; iron and steel made up 3.3 billion, surged up by 45.4%; plastics reached 2.4 billion USD, grew by 32.2%; petroleum gained 2.1 billion USD, soared by 45.1% (volume decreased by 6.4%); metals reached 1.7 billion USD, went up by 19.8%; plastic products reached 1.6 billion USD, jumped up 19.8%; chemical products achieved 1.4 billion USD, grew by 22.8%; chemicals reached 1.3 billion USD, surged up by 37.6%; animal feed and raw materials gained 1.2 billion USD, rose by 30.9% over last month, of which the domestic economic sector reached US $ 7.00 billion, down 3.8%; FDI sector attained 10.50 billion USD, went down by 5.2%. Import turnover of some products decreased compared to the previous month, such as: Electronic goods, computers and their parts by 4.6%; phones and their parts by 8.2%; petroleum by 29.5%; wood and wooden products by 17.9%; fertilizer by 15.2%. Compared to the same period last year, import turnover in April increased by 24.9%, of which the domestic economic sector increased by 18%; FDI sector grew by 29.9%.

Regarding the import market in the first 4 months, China was still the largest import market of Vietnam with a turnover of 17.6 billion USD, climbed up by 19.4% compared to the same period in 2016[12]. The following was South Korea with 13.7 billion USD, an increase of 45.3%.[13]; ASEAN reached 8.9 billion USD, jumped up by 20.4%; Japan gained 5.1 billion USD, rose by 16.9%; EU achieved 3.8 billion USD, climbed up by 24.3%; United States reached 3 billion USD, grew by 23.1%.

Trade balance in March witnessed a trade deficit of 1.1 billion USD. Estimated trade deficit in April was 800 million USD. In the first 4 months of 2017, the trade deficit was 2.74 billion USD, equaled 4.5% of the total export turnover, of which the domestic economic sector saw a trade deficit of 8.49 billion USD; FDI sector (including crude oil) witnessed a trade surplus of 5.75 billion USD.

         c. Consumer price index, gold price index and US dollar price index

The consumer price index (CPI) in April 2017 remained unchanged over the previous month. Among 11 main groups of goods and services, 7 groups had increased CPI in April compared to the previous month, of which medicine and health care services rose the most with 8.05% (health care services increased by 10.59%) because there were 14 provinces and cities directly under the Central Government[14] adjusting the price of health care services on stage 2 according to the Joint Circular No. 37/2015/TTLT-BYT-BTC dated 29/10/2015 of the Ministry of Health and the Ministry of Finance (led to CPI increase of about 0.41%). Groups of culture, entertainment, tourism, machinery and household appliances increased by 0.1%; beverage and cigarettes rose by 0.06%; garments, hats and footwear grew by 0.02%; education increased by 0.01%; other goods and services went up by 0.08%. Price index of the remaining groups of goods and services decreased, of which the transport group dropped 1.38% due to the influence of 2 adjustments in petroleum and oil prices on 21/3/2017 and 05/4/2017 (causing a fell of 3.06% in prices of petreleum and oil), making the overall CPI drop 0.13%. Food and catering services decreased by 0.66% (food increased by 0.16%; food reduced by 1.11%); housing and construction materials went down by 0.24%; postal services and telecommunications fell by 0.03%.

The average consumer price index in the first 4 months of 2017 increased by 4.80% compared to the same period in 2016, lower than the average of 4.96 in the first quarter of 2017. Consumer price index in April 2017 increased by 0.90% compared to December 2016 and increased by 4.30% compared to the same period last year.

Core inflation in April 2017 increased by 0.09% over the previous month and rose by 1.50% year on year. The average core inflation in the first 4 months of 2017 grew by 1.62% year on year.

Gold price index in April 2017 went up by 1.01% compared to the previous month; increased by 3.01% compared to December 2016 and increased by 5.74% year on year. The US dollar price index in April 2017 reduced by 0.28% compared to the previous month; decreased by 0.02% over December 2016 and increased by 1.58% compared to the same period in 2016.

           d. Passenger and freight transport

Passenger transport in April was estimated at 333.1 million, up 9.3% over the same period last year and 15 billion passengers.kilometers, up 7.2%. In the first 4 months, passenger transport reached 1,302.9 million passengers, an increase of 9% over the same period last year and 59.1 billion passengers.km, an increase of 8.5%, of which passengers carried by roadways reached 1,227.3 million passengers, an increase of 9.4% and 40.1 billion passengers.kilometers, an increase of 8%; seaways reached 2.2 million passengers, up 7.7% and 110 million passengers.km, up 7.3%. Airways achieved quite good results with 14.2 million passengers, an increase of 10.1% and 16.7 billion passengers-kilometers, an increase of 11%. Railways reached 3.1 million passengers, a reduction of 9.1% and 1.2 billion passengers.km, a fall of 4% compared to the same period in 2016.

Freight carriage in April was estimated at 117.7 million tons, up 9.8% over the same period last year and 22 billion tons.km, up 8.2%. Generally for 4 months, freight carriage reached 467.8 million tons, up 9.1% over the same period last year and 86.4 billion tons.km, up 6%, of which domestic transport gained 456.8 million tons, up 9.3% and 42.5 billion tons.km, up 11%; overseas transport reached 11 million tons, up 0.6% and 43.9 billion tons.km, up 1.6%. By kinds of transport, the roadways reached 363.8 million tons, an increase of 9.5% over the same period last year and 22.6 billion tons-kilometers, an increase of 12.1%; inland waterway reached 79.7 million tons, up 7.1% and 17 billion tons.km, up 6.6%; seaways reached 22.4 million tons, up 10.3% and 45.5 billion tons.km, up 3%; railways reached 1.8 million tons, up 3.5% and 1.1 billion tons.km, up 7.1%.

          e. Foreign visitors to Viet Nam

Foreign visitors to Viet Nam in April were estimated at 1,071.7 increasing by 6.5% sover the previous month, (the fourth consecutive month from the beginning of the year to receive over 1 million visitors), of which: visitors coming by airway increased by 8.3%; by roadway decreased by 16.8%; by sea way increased sharply 2.2 times due to favorable weather conditions. Compared to the same period last year, foreign visitors to Viet Nam increased by 34%, of which visitors from Asia grew 38.3%; from Europe increased by 31.8%; from America expanded 12.2%; from Oceania increased by 12.9%; from Africa rose 24.5%.

Generally for 4 months, foreign visitors to Viet Nam were estimated at 4,284.1 thousand visitors, increasing by 29.9% compared to the same period last year, of which visitors coming by airway reached 3,511.5 thousand visitors, an increase of 32.6%; by roadway reached 610.8 thousand visitors, a rise of 11.1%; by seaway reached 161.8 thousand visitors, an upturn of 77.6%.

In 4 months, visitors from Asia reached 3,065.2 thousand visitors, an increase of 35.3% compared to the same period last year, of which visitors coming from main markets all increased: visitors from China reached 1,271.7 3 thousand visitors, an increase of 61.1%; from South Korea achieved 701.8 thousand visitors, an increase of 35.1%; from Japan attained 261.6 thousand visitors, a rise of  6.6%; from Taiwan reached 199 thousand visitors, an increase of 22.3%; from Malaysia achieved 152.8 thousand visitors, an increase of 19.6%; from Thailand reached 109.2 thousand visitors, an expansion of 15.8%; from Singapore reached 84.9 thousand visitors, an increase of 7%.

Visitors from Europe were estimated at 747.1 thousand visitors, an increase of 25.5% over the same period last year, of which: Visitors from the Russian Federation were 230.9 thousand visitors, up 60.3%; from United Kingdom reached 106.5 thousand visitors, an increase of 12.6%; from France reached 105.3 thousand visitors, an increase of 12.6%; from Germany reached 82.8 thousand visitors, an increase of 17.6%; from Sweden reached 24.6 thousand visitors, an increase of 24.5%; from the Netherlands reached 23.3 thousand visitors, an expansion of 18.6%; from Italy gained 21.9 an increase of, an expansion of 16.3%.

Visitors from the America reached 315 thousand, a rise of 11.1% over the same period last year, of which visitors from the United States reached 228.5 thousand visitors, a growth of 9.1%. Visitors from the Oceania reached 144.7 thousand, a rise of 6% over the same period last year, of which visitors from the Australia reached 130.3 thousand visitors, a growth of 5.7%. Visitors from Africa reached 12.1 thousand visitors, an increase of 33.3% over the same period in 2016.

  1. SOCIAL ISSUES

     a. Food shortage among farmers

In April, the whole country witnessed 17.6 thousand households suffering from food shortage a year on year fall of 26.5%, corresponding to 74.4 thousand persons suffering from food shortage, declined by 29%. Due to interval crops, the number of households as well as persons suffering from food shortage was 5.4 times higher than last month. Generally, for 4 months of 2017, the whole country witnessed 93.9 thousand households suffering from food shortage a year on year fall of 26.1%, corresponding to 386.7 thousand persons suffering from food shortage, declined by 26%. In order to overcome food shortage, from the beginning of the year, all administrative levels, sectors and organizations from central to local level supported these households with 13.4 thousand tons of food and about 1.1 billion VND, in April alone supported 2.1 thousand tons of food.

      b. Epidemic diseases and food poisoning

In April, the whole country witnessed 4.5 thousand cases of hand, foot and mouth disease; 6.9 thousand cases of hemorrhagic fever (2 death); 44 cases of typhoid; 56 cases of viral encephalitis (5 deaths); 1 cases of meningococcal meningitis (1 death); 5 cases of Zika virus infection, 14 cases of whooping cough; 9 cases of human streptococcus suis infection (2 deaths). Generally, for 5 months of 2017, the whole country witnessed nearly 10.8 thousand cases of hand, foot and mouth disease; 20.9 thousand cases of hemorrhagic fever (4 deaths); 131 cases of typhoid; 129 cases of viral encephalitis (5 deaths); 11 cases of meningococcal meningitis (1 deaths); 21 cases of Zika virus infection, 220 cases of whooping cough; 34 cases of human streptococcus suis infection (3 deaths).

As of 17 April 2017, the total number of alive HIV-infected persons over the country was 216.5 thousand persons and the number of cases turned to AIDS was 88.7 thousand persons; the number of persons died of HIV/AIDS nationwide was 90.7 thousand persons.

In the month, there were 8  food poisoning cases, poisoned 114 persons. From 18 December 2016 to 17 April 2017, there were 29 severe food poisoning cases, poisoned 755 persons, of which 15 deaths.

          c. Traffic accidents

In April (from 16 March to 15 April), there were 1.556 traffic accidents traffic accidents occurred nationwide, including 761 traffic accidents from less serious to more and 795 traffic collisions, causing 681 deaths, 408 injuries and 876 slight injuries. Compared to the same period last year, the number of traffic accidents in April 2017 decreased by 5.2% (the number of traffic accidents from less serious to more decreased by 1.3% and the number of traffic collisions went down by 8.6%); the number of deaths increased by 1.8%; the number of injuries rose by 23.3% and the number of slight injuries decreased by 12%.

Generally, for the first 4 months of 2017, there were 6,369 traffic accidents occurred nationwide, including 3,213 traffic accidents from less serious to more and 3,156 traffic collisions, causing 2,795 deaths, 1,440 injuries and 3,679 slight injuries. Compared to the same period last year, the number of traffic accidents in 4 months of this year decreased by 3.9% (traffic accidents from less serious to more decreased by 2.5%; the number of traffic collisions declined by 5.3%); the number of deaths decreased by 2.4%; the number of injuries dropped 26.8% and the number of slight injuries decreased by 5.2%. Of the total of 3,213 traffic accidents from less serious to more over the last 4 months, 3,124 cases (accounted for 97.2%) occurred on the road, causing 2,722 deaths and 1,407 injuries. There were 54 cases of railway traffic accident, causing 46 deaths and 23 injuries; 30 cases of waterway and maritime traffic accidents, causing 18 deaths and 10 injuries.

On average 53 traffic accidents occurred a day in the first 4 months of 2017 nationwide, including 27 traffic accidents from less serious to more and 26 traffic collisions, caused 23 deaths, 12 injuries and 30 slight injuries.

         d. Damages caused by natural disasters

According to preliminary reports, in April tornado accompanied by heavy rain caused by floods caused 2 deaths and 5 injuries; nearly 800 thousand houses collapsed, hit by landslides and roof ripped-off; 1,068 hectares of rice and nearly 475 hectares of arable crops were damaged; Total value of loss caused by natural disasters in the month was estimated at 47 billion VND. Generally, for the first 4 months of 2017, natural disasters caused 2 deaths and 13 injuries; nearly 4 thousand houses collapsed, hit by landslides and roof ripped-off; 4.4 thousand hectares of rice and 2.5 thousand hectares of arable crops were damaged; Total value of damage was estimated at over 213 billion VND.

Remarkably, there were serious landslides in My Hoi Dong commune, Cho Moi district, An Giang province, caused 16 houses to collapse completely; More than 100 affected households must be relocated to safe zone, inter-communal roads were severely affected leading to traffic congestion; the estimated damage value was about 8.8 billion VND. Forecasting of the landslide situation was still very complicated, local authorities should closely monitor evacuation activities, actively relocate households out of dangerous areas, with high risk of landslides to ensure safety, minimizing property damage.

         e. Environment protection, fire and explosion prevention

In April 2017, 2,435 cases of violating regulations of environment protection were found, of which 2,207 cases were addressed with total fine of over 46.5 billion VND. Generally, for the 4 months of 2017, 6,457 cases of environmental violations across the country were found, of which 5,634 cases were addressed with a total fine of over 86 billion VND.

In April 2017, there were 394 cases of fire and explosion across the country, causing 7 deaths (the fire in Da Nang alone on 5 April left 3 dead) and 18 injuries, with an estimated damage of over 180 billion VND. Generally, for the 4 months of 2017, there were 1,687 fires and explosions nationwide, causing 40 deaths and 87 injuries, with an estimated loss of 864 billion VND. Compared to the previous year, the number of fire and explosion cases increased by 37.8%, the number of deaths rose 2 times, the number of injuries decreased by 22.3%, and the loss was estimated to increase by 36.1%.

[10] ASEAN countries in the first 4 months had 87 newly licensed projects in Viet Nam with a total registered capital of 672.8 million USD; 39 projects with capital adjustment projects with total additional investment capital of 468.1 million USD; 196 turns of capital contribution, share purchase of investors from ASEAN countries with a total value of 422.8 million USD. Taking into account the newly registered capital, additional capital and capital contribution and share purchase of ASEAN into Viet Nam in the first 4 months of 2017 gained 1,563.7 million USD.
