a) Agriculture
Agricultural production in the month focused mainly on harvesting winter paddy, autumn-winter paddy in the country and planting winter annual crops in Northern provinces. As of mid-November, the country harvested 1,232.5 thousand hectares of winter paddy, accounted for 69.9% of cultivated area, equal to 99.4%, in comparison with that over the same period last year, of which localities in the North harvested 1,106.3 thousand hectares, made up 7.6%, an equal to 98.5%; Southern provinces harvested 126.2 thousand hectares, made up 20%, an equal to 107%.
Production of winter paddy in the North this year faced challenges because the effects of weather and pests, heavy rain occurred in wide area at the sowing period, black stunted disease spreaded during the period of paddy growing and at the end of the crop affected by two storms No. 10 and No. 11 those caused serious flood. This year the area of winter paddy in the North was estimated at 1,133.9 thousand hectares, a decrease of 18.7 thousand hectares, in comparison with that over the previous year, mainly due to the localities partially converted paddy area into to other purposes[1]. There was a sharp decline of paddy area in some localities: Hanoi by 4.7 thousand hectares; Nghe An by 3 thousand hectares; Thanh Hoa by 2.2 thousand hectares; Hung Yen by 2 thousand hectares; Bac Giang, Hai Phong, Bac Ninh and Son La each province saw a decrease of over 1,000 hectares. According to preliminary reports, this year yield of winter paddy in Northern provinces was estimated at 46.1 quintals/hectare, a decline of 3.8 quintals/hectare, in comparison with that over the previous year; production reached 5.2 million tons, a decrease of 527.1 thousand tons, particularly in the Red River Delta there was a decrease of 455.8 thousand tons, of which some localities fell sharply: Nam Dinh by 130.2 thousand tons; Thai Binh by 107.3 thousand tons; Hai Duong by 63.7 thousand tons; Hanoi by 46.4 thousand tons. In the southern provinces, cultivated area of winter paddy reached 629.6 thousand hectares, an increase of 1.2 thousand hectares, in comparison of with that over the same period last year; yield was estimated at 47 quintals/ha, an increase of 3.1 quintals/ha; production reached nearly 3 million tons, a growth of 199.8 thousand tons. Generally, cultivated area of winter paddy in the country this year was estimated at 1,763.5 thousand hectares, a decrease of 17.5 thousand hectares compared with that over the previous year; yield reached 46.4 quintals/ha, a slide down of 1.4 quintals/hectare; production reached nearly 8.2 million tons, a decline of 327.3 thousand tons.
As of November 15, 2017, localities in the Mekong River Delta cultivated 769.4 thousand hectares of autumn-winter paddy, an equal to 99.6%, in comparison with that over the same period last year. So far, the region harvested 442.1 thousand hectares of winter-autumn paddy, made up 57.4% of the total cultivated area and equaled to 93.9%, in comparison with that over the same period last year. The progress of harvesting winter-autumn paddy was slower compared with that over the same period last year due to the rains at the beginning of the crop, early floods and flood water, and there was two leap months occurred in lunar February and June, so the crop calendar of summer-autumn paddy lasted long and that affected the cultivation of autumn – winter paddy. Total yield of the crop was estimated at 52.2 quintal/hectare, an increase of 1.8 quintals/ha, in comparison with that of the winter-autumn crop last year; production was estimated at 4 million tons, an increase of 3.2%. At the same time, southern provinces sowed 223.1 thousand hectares of early winter-spring paddy, an equal to 57.5%, in comparison with that over the same period last year, of which the Mekong River Delta sowed 221.3 thousand hectares, an equal to 61.5%.
There was a drop in cultivation of winter crops this year, in comparison with that over the same period last year, mainly due to low economic efficiency and negative effects of rains, storms at the beginning of the crop; several areas were flooded and unarable. As of November 15, 2017, the country cultivated 95.3 thousand hectares of maize, an equal to 79%, in comparison with that over the same period last year; 19.2 thousand hectares of sweet potatoes, an equal to 66.2%; 7.3 thousand hectares of soybean, an equal to 41.2%; 6.2 thousand hectares of groundnut, an equal to 98.4%; 132.5 thousand hectares of vegetables and beans, an equal to 86.4%.
Cattle, buffalo and poultry husbandry generally witnessed stability, particularly pig faced difficulties of consumption market in the month because that was not changed. According to livestock survey results, as of October 1, 2017, buffalo population in the country reached 2.5 million heads, a decrease of 1.1%, in comparison with that over the same period in 2016; cattle reached 5.6 million heads, an increase of 2.6%; pigs reached 27.3 million heads, a decline of 6.2%; poultry reached 385.2 million heads, a growth of 6.5%.
As of November 26, 2017, there was no avian influenza and blue ear swine disease in the whole country; foot-and-mouth epidemic was over 21 days and did not record any cases occurred again in Ha Tinh and Dak Lak.
b) Forestry
In November, areas of concentrated forests was estimated at 24.5 thousand hectares, a rise of 2.1%, in comparison with that over the same period last year; number of scattered trees reached 4.3 million trees, an equivalent to that over the same period last year; wood production reached 986 thousand m3, an increase of 10.4%; firewood production reached nearly 1.5 million ste, a decrease of 3.3%. Wood production in the month increased due to harvested from plantation areas and collected from the damage area after the storm No. 10 in central provinces, of which: Ha Tinh reached 54.5 thousand m3, increased by 3.4 times, in comparison with that over the same period last year; Thanh Hoa reached 49.2 thousand m3, a growth of 8.6%; Nghe An reached 47.3 thousand m3, an increase of 19.5%; Quang Binh reached 34.5 thousand m3, an increase of 51.3%. Generally in 11 months, area of concentrated forests was estimated at 207.5 thousand hectares, an increase of 0.7%, in comparison with that over the same period last year; number of scattered trees reached 93.1 million, an increase of 0.1%; wood production reached 9,758 thousand m3, an increase of 7.6%; firewood production reached 24.2 million ste, an equal to the same period in 2016.
Due to rains in the month, there was no forest fires occurred; the whole country recorded 123 hectares of forest forests cuts and damages. Generally in 11 months, the damaged area was 1,489 hectares, a drop of 56%, in comparison with that over the same period last year, of which forest fire area was 471 hectares, a decrease of 79.8%; forest cut area was 1,018 hectares, a decrease of 3.1%.
c) Fishery
In November, fishery production was estimated at 677.6 thousand tons, a growth of 7.5%, in comparison with that over the same period last year, of which fish reached 485.3 thousand tons, an increase of 7.8%; shrimp reached 91.7 thousand tons, an increase of 12.2%; other fisheries reached 100.6 thousand tons, an increase of 4%.
Aquaculture production in the month was estimated at 381.8 thousand tons, an increase of 11.9%, in comparison with that over the same period last year of which fish recorded 260.8 thousand tons, an increase of 13%; shrimp reached 78.1 thousand tons, an increase of 14%. Pegasus farming was favorable because the demand for consumption and processing raw materials of export orders from fishery factories and price of commercial pangasius went up from 1,500-2,000 VND/kg, in comparison with that over the previous month[2]… Pegasus production in the month was estimated at 101.9 thousand tons, an increase of 12%, in comparison with that over the same period last year, of which An Giang recorded 26.5 thousand tons, an increase of 6.9%; Dong Thap recorded 25.5 thousand tons, an increase of 31.9%; Can Tho recorded 15.5 thousand tons, a growth of 1.7%. Brackish shrimp farming was favorable because the weather was in the rainy season; the salinity decreases that helped shrimp grew well, shrimp prices was stable and high. Production of brackish shrimp in the month was estimated at 74 thousand tons, an increase of 13.5%, in comparison with that over the same period last year, of which: tiger shrimp reached 23.2 thousand tons, an increase of 1.3%; White leg shrimp recorded 50.8 thousand tons, an increase of 20.1%.
The weather in the month did not show favorable condition for catching activities, especially marine catching due to many storms and tropical low pressures occurred in the East Sea and as a result of the typhoon No. 12, many vessels were damaged, not yet repaired so fishermen could not conduct catching. Fishery production in the country was estimated at 295.8 thousand tons, an increase of 2.4% compared with that over the same period last year, of which fish recorded 224.5 thousand tons, an increase of 2.3%; shrimp recorded 13.6 thousand tons, a rise of 3%. Particularly, marine production recorded 277.5 thousand tons, an increase of 1.8%, of which fish reached 212.7 thousand tons, a growth of 2%; shrimp recorded 12.5 thousand tons, an increase of 2.5%.
Generally, in 11 months, aquaculture production was estimated at 6,478.3 thousand tons, an increase of 4.8% compared with that over the same period last year, of which aquaculture production recorded 3,422.3 thousand tons, a growth of 5.1% ; fishery production recorded 3,056 thousand tons, an increase of 4.5% (the production of marine fisheries reached 2,874.5 thousand tons, a growth of 4.6%).
- Industrial production
Industrial production continued to rise higher than that in the same period last year. The index of industrial production in November was estimated to increase by 17.2% compared to the same period in 2016, of which the manufacturing increased by 24.3%; production and distribution of electricity spread 13%; water supply, waste and sewerage remediation went up 10%; however, the mining and quarrying fell decreased by 4.1%.
Generally, for 11 months of 2017, the index of industrial production increased by 9.3% over the same period last year, higher than the increase of 8.7% in the first 10 months of this year and much higher than the increase of 7.4% in the same period last year[3]. In industrial activities, the manufacturing continued to rise with an increase of 14.4%, contributing 10.1 percentage points to the overall growth; production and distribution of electricity rose 9.6%, contributing 0.6 percentage points; water supply, waste and sewerage remediation expanded 7.7%, contributing 0.1 percentage points; the mining and quarrying decreased by 7.1%, reducing 1.5 percentage points of the overall growth.
In 2-digit industries, some industrial activities witnessed a 11-month high index in comparison with the same period of last year, such as: the manufacture of electronic, computer and optical products increased by 31.5%[4]; the manufacture of metal went up 15.4%; the manufacture of rubber and plastic products spread 13.7%; the manufacture of fabricated metal products (except machinery, equipment) rose 13.2%. These economic activities enjoyed a high growth rate in recent months, contributing mainly to the significant growth rate of the manufacturing in the last months of the year. Meanwhile, some industrial activities experienced a slight increase or decrease, specifically: the manufacture of leather and related products increased by 4.7%; other mining and quarrying (mainly stone, sand and gravel) rose 3.9%; the manufacture of motor vehicle decreased by 0.2%; mining of hard coal, lignite and tobacco production fall 1%; the extraction of crude oil and natural gas declined 9%.
In the 11 months of this year, a number of main industrial products increased highly over the same period last year: Television increased by 30.1%; iron and crude steel grew 26.7%; rolled steel spread 16.9%; fabric from natural yarn increased by 14.5%; urea fertilizer rose 13.4%. At the same time, some main industrial products possessed a moderate rise or reduction, particularly: textiles made of synthetic or artificial fibers increased by 3.6%; cigarettes rose 1%; leather shoes and sandals rose 0.8%; coal decreased by 1%; automobile decreased by 6.3%; gaseous natural gas decreased 7.2%; liquefied petroleum gas (LPG) decreased by 9.5%; crude oil fell 10.6%.
The index of industrial production in 11 months compared to the same period last year of some localities with a large share of the industrial sector was as follows: Bac Ninh increased by 35.5%; Hai Phong increased by 20%; Thai Nguyen increased by 18.3%; Binh Duong increased by 10.4%; Hai Duong increased by 9.6%; Da Nang increased by 9.5%; Dong Nai increased by 8.6%; Ho Chi Minh City increased by 7.9%; Vinh Phuc increased by 7.5%; Can Tho increased 7.2%; Ha Noi increased by 7%; Quang Ninh increased by 3.1%; Ba Ria – Vung Tau decreased by 3.8%; Quang Nam declined by 4.8%.
The index of industrial shipment of the manufacturing in October 2017 increased by 0.8% over the previous month and by 18.2% over the same period last year. Generally for 10 months, the index of industrial shipment of the manufacturing expanded 12.6% compared to the first 10 months of 2016 (the figure in the same period last year increased by 8.3%), of which some industries enjoyed the higher index: textile increased by 30.5%; the manufacture of metal increased by 26.6%; the manufacture of pharmaceuticals, medicinal chemical and botanical products increased by 23.7%; the manufacture of leather and related products increased by 18.7%; the manufacture of beds, wardrobes, tables and chairs went up 18.2%; the manufacture of garments increased by 15.4%; the manufacture of rubber and plastic products rose 15.3%. Some industries experienced lower index of industrial shipment, such as: the manufacture of electricity equipment increased by 6.5%; tobacco production increased by 5.2%; the manufacture of motor vehicle increased by 4.3%.
The index of industrial inventory of the manufacturing as of 1st November, 2017 increased by 9.3% compared to the same period last year (same period in 2016 increased by 8.8%), of which some industrial activities experienced a lower rise or decrease in the index of industrial inventory than general growth: the manufacture of fabricated metal products (except machinery, equipment) increased by 5.7%; the food production and processing increased by 3.9%; the manufacture of beds, wardrobes, tables, chairs went up 3.2%; textile increased by 1.2%; the manufacture of leather and related products increased by 0.1%; the manufacture of pharmaceuticals, medicinal chemical and botanical products declined 1.8%; the manufacture of rubber and plastic products decreased by 21.7%. Some industrial activities possessed a remarkable increase in the index of industrial inventory over the general increase: the manufacture of beverage increased by 48.2%; the manufacture of motor vehicle increased by 46.9%; the manufacture of products from other non-metallic minerals (mainly cement) increased by 28.3%; the manufacture of electronic, computers and optical products increased by 21.2%; the manufacture of chemicals and chemical products increased by 19.3%.
The average index of industrial inventory of manufacturing in the first 10 months of 2017 was 65.6% (the figure was 66.9% in same period last year), of which some industries had the high rate, particularly: the manufacture of pharmaceuticals, medicinal chemical and botanical products, the manufacture of motor vehicles, the manufacture of chemicals and chemical products and food production and processing increased by 116.1%; 84.4%; 84.3%; and 75.1%, respectively.
The number of employees working in industrial enterprises as of 1st November, 2017 increased by 5% compared to the same period last year, of which the employees in State owned enterprises decreased by 0.5%; in non-state enterprises increased by 3.2%; in FDI enterprises increased by 7%. At the same time, the number of employees working in the mining and quarrying decreased by 5.6% compared to the same period last year; in the manufacturing increased by 5.5%; in production and distribution of electricity decreased by 1.6%; in water supply, waste and sewerage remediation decreased by 0.1%.
The number of employees in enterprises as of 1st November, 2017 compared to the same period last year of some localities with the large share of industrial sector was as follows: Bac Ninh increased by 20.3%; Da Nang increased by 17.2%; Hai Duong increased by 8.7%; Vinh Phuc increased by 7.6%; Thai Nguyen increased by 7.4%; Hai Phong increased by 6.6%; Dong Nai increased by 4.2%; Ha Noi increased 3.5%; Binh Duong increased by 3%; Can Tho increased by 2.4%; Ho Chi Minh City increased by 0.6%; Ba Ria – Vung Tau increased by 0.5%; Quang Nam increased by 0.3%; Quang Ninh decreased by 2.2%.
- Enterprise registration status[5]
In November, there were 10,920 newly established enterprises with total registered capital of 109.9 trillion VND, went down 2.1% in the number of enterprises and 7.8% in the registered capital compared to the previous month[6]; the average registered capital of an enterprise reached 10.1 billion VND, fell of 5.8%; the total number of registered employees in the month of newly established enterprises was nearly 88.6 thousand persons, declining by 1.5%.
In the month, there were 1,338 re-operated enterprises in the whole country, increasing by 0.7% over the previous month; there were 5,314 temporarily ceased enterprises (including: 1,567 enterprises registered to cease for a certain period of time and 3,747 enterprises temporarily ceased without registration or awaited dissolution), rose by 31.4%; 1,020 enterprises completed dissolution procedures, went down 3.6%.
Generally for 11 months of this year, the whole country had 116,045 newly registered enterprises with a total registered capital of 1,131.8 trillion VND, an increase of 14.1% in the number of enterprises and 41.9% in registered capital compared to the same period in 2016; the average registered capital of a newly established enterprise reached 9.8 billion VND, rose by 24.3%[7]. If including 1,582.6 trillion VND of more than 32.2 thousand enterprises that recorded upward adjustment of capital, the total additional registered capital in the economy in 11 months of 2017 was 2,714.4 trillion VND. In addition, there were 24,349 re-operated enterprises, a downturn of 0.9% compared to the same period last year, bringing the total number of newly registered enterprises and re-operated enterprises in 11 months to 140,4 thousand enterprises. The total number of registered employees of newly established enterprises in 11 months was 1,065 thousand person, a fall of 8% compared to the same period last year.
By main economic activities, for 11 months of 2017, there were 41,6 thousand newly established enterprises in the wholesale and retail (accounting for 35.9% of the total number of newly established enterprises), a growth of 15.7% over the same period last year; 14.8 thousand manufacturing enterprises (accounting for 12.8%), a rising by 8.3%; 14.7 thousand construction enterprises (making up 12.7%), an upturn of 9.1%; 8.7 thousand enterprises in the science, technology, consultation service, designing, advertisement and others (sharing 7.5%), going up by 10.9%; 6.2 thousand enterprises in the employment services, travel, renting and leasing of machinery, equipment and other support services (forming 5.3%), a growth of 21.2%; 5.7 thousand enterprises in the accommodation and catering services (making up 4.9%), a rise of 16.9%; 4.5 thousand enterprises in the real estate activities (accounting for 3.9%), an increase of 60.5%; 3.2 thousand enterprises in the education and training (sharing 2.7%), rose by 23.2% …
In the first 11 months of this year, some economic regions in the whole country recorded an increased in the number of newly established enterprises compared to the same period last year. In which: the South East gained 49.2 thousand enterprises, an increase of 13% (the registered capital was 579.2 trillion VND, a rise of 73%); Red River Delta had 34.9 thousand enterprises, went up 13.2% (registered capital of 271.6 trillion VND, a decreased of 0.6%); North Central and Central Coast areas reached 15.7 thousand enterprises, going up by 14.5% (registered capital of 147.9 trillion VND, climbing by 80.7%); Mekong River Delta had 8.3 thousand enterprises, a growth of 14.5% (registered capital of 60.3 trillion VND, a rising by 17.3%); Northern Midlands and Mountains had 4.9 thousand enterprises, went up 26.8% (registered capital of 50.8 trillion VND, jumping by 26.5%); the Central Highlands achieved 3,000 enterprises, an increase of 21.9% (registered capital of 22 trillion VND, rose by 34.6%).
The number of enterprises completed dissolution procedures in 11 months of 2017 was 10.814 enterprises, surged 3.3% compared to the same period last year, of which 9,905 the enterprises with capital size of less than 10 billion VND, accounting for 91.6%. By kinds of enterprise, there were 4,627 one-member limited liability companies of the total number of enterprises completed dissolution procedures (making up 42.8%); 3,141 two-member limited liability companies (sharing 29.1%); 1,647 private enterprises (accounting for 15.2%) and 1,396 joint stock companies (made up 12.9%) and 3 partnership companies.
The number of temporarily ceased enterprises in 11 months was 55,664 enterprises, an increase of 3% over the same period last year, including 20,821 enterprises ceased for a certain period of time, rose by 10.2% and 34,843 enterprises temporarily ceased without registration or awaited dissolution, a reduction of 0.9%. Of the total number of enterprises registered to cease for a certain period of time, there were 8,823 one-member limited liability companies (accounting for 42.4%); 6,606 two-member limited liability companies (sharing 31.7%); 3,563 joint stock companies (making up 17.1%); 1,826 private enterprises (constituted 8.8%) and 3 partnerships companies. For enterprises temporarily ceased without registration or awaited dissolution, there were 15,412 one-member limited liability companies (making up for 29.3%); 6,784 joint stock companies (sharing 19.5%) and 2,456 private enterprises (forming 7%).
- Investment
The realized investment of the State budget in 11 months of the year showed positive changes. Ministries, line-ministries and localities urgently implemented solutions to solve difficulties and speeded up the implementation and disbursement of works and investment projects. The realized investment from the State budget in November was estimated at 31.4 trillion VND, of which: the central capital was 6.6 trillion VND; the local capital was 24.8 trillion VND. Generally for 11 months of this year, the realized investment of the State budget reached 252.8 trillion VND, equaling 82.9% of the yearly plan and up 7.7% over the same period in 2016, including:
– The capital under central management reached 56.9 trillion VND, equaling 80.5% of the yearly plan and increasing by 4% over the same period last year, of which, the implemented investment under management of the Ministry of Transportation reached 27 trillion VND, equaling 85.4% and expanding 34%; Ministry of Agriculture and Rural Development: 5,364 billion VND, equaling 86.1% and decreasing by 15.6%; Ministry of Health 3,285 billion VND, equaling 63.9% and rising 29.1%; Ministry of Education and Training: 535 billion VND, equaling 75.1% and decreasing by 71.3%; Ministry of Natural Resources and Environment 420 billion VND, equaling 70.7% and reducing 31.2%; Ministry of Culture, Sports and Tourism 417 billion VND, equaling 71% and decreasing by 16.7%; Ministry of Construction 410 billion VND, equaling 84.8% and falling 50.8%; Ministry of Industry and Trade 218 billion VND, equaling 89.2% and decreasing by 46.3%; Ministry of Information and Communications 88 billion VND, equaling 90.8% and reducing 22.8%; Ministry of Science and Technology 84 billion VND, equaling 88.3% and decreasing by 63.3%.
– The capital under local management reached 195.9 trillion VND, equaling 83.6% of the yearly plan and rising 8.8% over the same period last year, of which: the state budget capital at provincial level reached 134.2 trillion VND, equaling 77.7% and increasing by 5.7%; the state budget capital at district level gained 51.4 trillion VND, equaling 97.5% and increasing by 17.4%; the state budget capital at the commune level witnessed 10.3 trillion VND, equaling 118.2% and increasing by 9.7%. The realized investment capital from the State budget of some provinces and cities directly under the Central Government of 11 months in 2017 was as follows: Ha Noi reached 29.9 trillion VND, equaling 92.3% of the yearly plan and rising 4.4% compared to with the same period last year; Ho Chi Minh City 17.9 trillion VND, equaling 52.5% and increasing by 12.2%; Quang Ninh 7,308 billion VND, equaling 99.9% and increasing by 17.4%; Hai Phong 6,502 billion VND, equaling 88.5% and rising 66.9%; Binh Duong 6,198 billion VND, equaling 86.6% and expanding 11.5%; Nghe An 5,934 billion VND, equaling 90.7% and going up 15.1%; Vinh Phuc 5,532 billion VND, equaling 92.2% and increasing by 16.1%; Thanh Hoa 4,326 billion VND, equaling 90.5% and rising 10.3%; Can Tho 4,270 billion VND, equaling 90.6% and going up 41.1%.
Foreign direct investment from the beginning of the year to 20th November, 2017 attracted 2,293 newly licensed projects with registered capital of 19.8 billion USD, an increase of 2.4% in number of projects and a growth of 52 % of registered capital compared to the same period in 2016. Besides, 1,100 projects which were licensed in the previous year registered to adjust investment with an additional capital of 8 billion USD, a rise of 57.6% compared to the same period last year. Thus, the total newly registered and additional capital in 11 months of 2017 gained 27.8 billion USD, a rise of 53.5% over the same period in 2016.
In the first 11 months of this year, there were 4,535 turns of capital contributions and share purchases of foreign investors with a total capital contribution of 5.3 billion USD. Thus, in 11 months, the total registered capital of newly granted projects, additional capital and investment in the turns of capital contributions and share purchases reached 33.1 billion USD, an increase of 53.4% over the same period last year. The realized FDI in 11 months was estimated at 16 billion USD, a rise of 11.9% over the same period in 2016.
In 11 months, the electricity, gas, steam and air conditioning supply attracted the largest foreign direct investment with the registered capital of newly licensed projects gained 8.4 billion USD, accounting for 42.3% of the total newly registered capital; the manufacturing activities reached 6.3 billion USD, comprising of 31.7%; the other sectors reached 5.1 billion USD, making up 26%. If including additional registered capital of projects which were licensed in the previous years, capital contributions and share purchases, the foreign direct investment in the manufacturing activities in the first 11 months reached 14.9 billion USD, accounting for 45.2% of the total registered capital; the electricity, gas, steam and air conditioning supply reached 8.4 billion USD, representing 25.3%; the other sectors gained 9.8 billion USD, sharing of 29.5%.
In the whole country, there were 58 provinces and centrally-run cities having newly licensed foreign direct investment projects in the 11 months of this year, of which Thanh Hoa had the largest registered capital with 3,146.8 million USD, accounting for 15.9% of the total newly registered capital; followed by Khanh Hoa with 2,583.6 million USD, accounting for 13.1%; Nam Dinh 2,130.1 million USD, accounting for 10.8%; Ho Chi Minh City 1,932.5 million USD, accounting for 9.8%; Kien Giang 1,342.3 million USD, making up 6.8%; Binh Duong 1,304.8 million USD, accounting for 6.6%; Ha Noi 1,073.5 million USD, accounting for 5.4%; Tay Ninh 719.4 million USD, accounting for 3.6%; Bac Giang 602.3 million USD, accounting for 3%; Dong Nai 586.2 million USD, accounting for 3%; Hung Yen 352.3 million USD, making up 1.8%.
Among 79 countries and territories had newly licensed investment projects in Vietnam in 11 months, Japan ranked the top with 7,659.1 million USD, accounting for 38.7% of the total newly registered capital; followed by South Korea with 3,789.6 million USD, making up 19.1%; Singapore 3.248.3 million USD, comprising 16.4%; China 1,352.7 million USD, accounting for 6.8%; Hong Kong Special Administrative Region (China) with 679.3 million USD, making up 3.4%; Germany 337.5 million USD, accounting for 1.7%.
- State budget revenue and expenditure
The state budget revenue from the beginning of the year to November 15th, 2017 was estimated at 999.1 trillion VND, equaling 82.4% of the yearly estimate, of which: domestic revenue was 790.4 trillion VND, equaling 79.8%; crude oil revenue reached 39.5 trillion VND, equaling 103.2%; budget balance revenue from export and import activities gained 164.8 trillion VND, equaling 91.5%. In domestic revenue, revenue from land use reached 92.1 trillion VND, equaling 144.5% of the yearly estimate; tax on personal income recorded 68.6 trillion VND, equaling 84.7%; environmental protection tax was 35.9 trillion VND, equaling 79.6%; taxes on trade and non-state services gained 152.3 trillion VND, equaling 78.3%; tax on foreign direct investment enterprises (excluding crude oil) was 139.8 trillion VND, equaling 69.5%; tax on State-owned enterprises reached 184.7 trillion VND, equaling 64.5%.
Total state budget expenditure from the beginning of the year to November 15th , 2017 was estimated at 1,065.7 trillion VND, equaling 76.6% of the yearly estimate, of which recurrent expenditures reached 773 trillion VND, equaling 86.2%; interest payment was 84.7 trillion VND, equaling 85.7%; Particularly, development investment expenditure recorded 203.1 trillion VND, equaling 56.9% of the yearly estimate only (of which expenditure for construction was 198.1 trillion VND, equaling 56.2%). Principal payment from the beginning of the year to November 15th, 2017 was estimated at 145.7 trillion VND, equaling 88.9% of the yearly estimate.
- Trade, price, transportation and tourism
a. Gross retail sales of goods and services
Retail and service business activities continued the upward trend compared to the same period last year. Gross retail sales of consumer goods and services in November were estimated at 344.8 trillion VND, up 1.8% over the previous month and 11.7% over the same period in 2016, of which : Retail sales of goods reached 258.3 trillion VND, up 1.7% and up 12.3%; revenue from accommodation and catering services reached 41.8 trillion VND, up 2.2% and up 7.3%; tourism and traveling revenue reached 3.5 trillion VND, up 2.3% and up 22.5%; revenue from other services reached 41.2 trillion VND, an increase of 1.7% and of 11.3%. Generally for 11 months, gross retail sales of consumer goods and services were estimated at 3,600.7 trillion VND, up 10.7% over the same period last year, if excluding price factor, increasing by 9.5% (the rate of the same period in 2016 increased by 8.9%)
By kinds of economic activities, retail sales of goods for 11 months were estimated at 2,697.5 trillion VND, accounting for 74.9% of the total and increasing by 10.8% over that in the same period last year, of which retail sales of automobiles increased by 17.8%; precious metals and gems increased by 15.2%; wood and construction materials rose by 12.5%; petrol and oil of all kinds expanded by 11.8%; food and foodstuff increased by 10.4%; cultural and educational items increased by 9.7%; apparel increased by 9.2%; household appliances, tools and equipment increased by 8.2%; vehicles increased by 8.5%. Some provinces gained a good increase: Quang Ninh by 19.2%; Binh Duong by 18.7%; Lao Cai by 18.5%; Binh Phuoc by 17.9%; Gia Lai by 16.3%; Long An by 16.1%; Ha Nam by 15.9%; Thanh Hoa by 14.7%; Vinh Phuc by 14.2%; Bac Giang by 14.2%; and Bac Lieu by 13.4%.
Revenue of accommodation and catering services for 11 months was estimated at 445.3 trillion VND, accounting for 12.4% of the total and increasing by 11.2% over that in the same period last year, of which revenue of Thanh Hoa increased by 16.7%; Ba Ria – Vung Tau rose by 13.1%; Lam Dong expanded by 11.9%; Hanoi went up by 9.8%; Ho Chi Minh City rose by 8.3%.
Revenue from traveling and tourism for 11 months was estimated at 33.7 trillion VND, accounting for 0.9% of the total and increasing by 16.2% over that in the same period last year, of which revenue of Thanh Hoa increased by 20.3%; Khanh Hoa went up by 19.3%; Ho Chi Minh City rose by 18.4%; Hai Phong expanded by 17.6%; and Hanoi increased by 11.5%.
Revenue from other services for 11 months was estimated at 424.2 trillion VND, accounting for 11.8% of the total and increasing by 9.6% over that in the same period in 2016. Some provinces had a good growth in revenue: Thanh Hoa by 17.8%; Khanh Hoa by 15.5%; Lam Dong by 12.4%; Bac Giang by 11.7%; Ho Chi Minh City by 10.5%; Thai Binh by 9.2%; and Ha Noi by 5.6%.
b. Export and Import of goods
Export turnover in October 2017 reached 20,292 million USD, 892 million USD higher than the estimated figure, the highest month since the beginning of the year, of which phones and their parts increased by 257 million USD ; footwear rose by 132 million USD; means of transport and spare parts grew by 111 million USD; electronic goods, computers and their parts climbed up by 102 million USD; machinery, instrument and accessory went up by 85 million USD; iron and steel edged up by 61 million USD; fishery products increased by 56 million USD; rice rose by 56 million USD; wood and wooden products grew by 26 million USD; crude oil jumped up by 15 million USD; coal decreased by 11 million USD; chemicals declined by 10 million USD; Rubber dropped 9 million USD.
Export turnover in November 2017 was estimated at 19.2 billion USD, went down by 5.4% against the previous month, of which the domestic sector gained 5.0 billion USD, edged down by 2.2%; FDI sector (including crude oil) reached 14.2 billion USD, fell by 6.5%. Some export products decreased compared to the previous month: Iron and steel declined by 25.4% (volume dropped 27.4%); rice edged down by 15.5% (volume decreased by 13.1%); phones and their parts decreased by 14.4%; means of transport and spare parts declined by 13.4%; fishery products decreased by 12.4%; cashew nuts fell by 6.4% (volume went down by 4.7%); textile and garment declined by 3.5%. In addition, export turnover of some products increased: Coal soared by 53.3% (volume surged up by 50.4%); vegetables and fruits increased by 20.7%; petroleum rose by 13% (volume went up by 8.4%); chemicals climbed up by 9.5%; Rubber jumped up by 7.1% (volume increased by 11.5%). Compared to the same period last year, export turnover in November 2017 increased by 19.2%, of which the domestic economic sector rose by 16.3%, the FDI sector (including crude oil) ) grew by 20.3%. Some products gained high export turnover over the same period in 2016: Phones and their part soared by 37.7%; electronic goods, computers and their parts surged up by 28.7%.
Generally for 11 months, export turnover was estimated at 193.8 billion USD, went up by 21.1% over the same period last year, of which the domestic economic sector reached 53.1 billion USD, climbed up by 16.8%; FDI sector (including crude oil) gained 140.7 billion USD, jumped up by 22.8%. Export turnover of some main products continued to increase significantly over the same period last year: Phones and their parts reached 41.3 billion USD, climbed up by 30.6%; electronic goods, computers and their parts attained 23.6 billion USD, an augment of 38.1%; textile gained 23.6 billion USD, increased by 9.5%; footwear achieved 13 billion USD, climbed up by 11.6%; machinery, instrument and accessory reached 11.5 billion USD, went up by 27%; fishery products reached 7.6 billion USD, edged up by 18.7%; wood and wooden products attained 6.9 billion USD, jumped up by 10.5%; means of transport and spare parts reached 6.4 billion USD, rose by 16.2%; cashew nuts gained 3.2 billion USD, grew by 23.3% (volume increased by 1.1%); vegetables and fruits attained 3.2 billion USD, soared by 43.1%. Some products had lower export turnover compared to the same period last year: Coffee reached 2.9 billion USD, went down by 3.6% (volume edged down by 22.4%); pepper attained 1.1 billion USD, dropped 21.4% (volume increased by 20.5%); cassava and cassava products achieved 896 million USD, went down by 1.2% (volume increased by 3.9%).
Regarding the 11-month export goods market, the US was still the leading market with 38.1 billion USD, jumped up by 9.5% against the same period in 2016; the following was EU with 35 billion USD, an increase of 13.9%; China reached 30.3 billion USD, soared by 54.2%; ASEAN market attained 19.8 billion USD, jumped up by 25.8%; Japan gained 15.2 billion USD, climbed up by 14.9%; Korea reached 13.6 billion USD, surged up by 30.4%.
Import turnover in October 2017 reached 18,111 million USD, 389 million USD lower than the estimated figure, of which: Electronic goods, computers and their parts decreased by 328 million USD; machinery, instrument and accessory declined by 70 million USD; metals fell by 35 million USD; plastic dropped 18 million USD; iron and steel went down by 10 million USD; fertilizer increased by 27 million USD; medicine rose by 20 million USD; fabric grew by 17 million USD.
Import turnover in November was estimated to reached 19.0 billion USD, went up by 4.9% over the previous month, of which the domestic economic sector gained 7.6 billion USD, climbed up by 7.1%; FDI sector gained 11.4 billion USD, jumped up by 3.5%. Turnover of some imported goods for production increased: metal augmented by 14%; machinery, instrument and accessory climbed up by 12.6%; electronic goods, computers and their parts increased by 7%; iron and steel rose by 6.1%; fabric went up by 5.3%; plastic products jumped up by 5.2%; petroleum increased by 4.7%. Import turnover of some products reduced: medicine decreased by 15.2%; phones and their parts declined by 15.7%. Compared to the same period last year, import turnover in November jumped up by 15.8%, of which the domestic economic sector went up by 10%; FDI sector climbed up by 20%. Some imported products achieved high turnover over the same period last year: Phones and their parts soared by 58%; electronic goods, computers and their parts surged up by 38.1%; metals increased by 26%; petroleum went up by 25.2%.
Generally for 11 months of 2017, import turnover was estimated to reach 191.0 billion USD, climbed up by 21% over the same period last year, of which the domestic economic sector reached 76.5 billion USD, jumped up by 17.9%; FDI sector attained 114.5 billion USD, edged up by 23.2%. Import turnover of some products for domestic production increased over the same period last year: Electronic goods, computers and their parts gained 34 billion USD, went up by 34%; machinery, instrument and accessory reached 30.7 billion USD, rose by 20.7%; phones and their parts attained 14.4 billion USD, soared by 50.2%; fabric achieved 10.3 billion USD, edged up by 8%; iron and steel attained 8.3 billion USD, increased by 14.3% (volume decreased by 16.7%); plastics reached 6.7 billion USD, went up by 17.8% (9% increase in volume); petroleum attained 6.3 billion USD, augmented by 39.3% (volume increased by 9.9%); materials for textile and footwear reached 5 billion USD, climbed up by 8.1%; metals gained 5 billion USD, jumped up by 13.9% (19.2% reduction in volume); plastic products attained 4.9 billion USD, went up by 22.3%; chemical products reached 4.1 billion USD, grew by 19.8%; chemicals achieved 3.7 billion USD, rose by 27%; cotton reached 2.2 billion USD, soared by 44.6% (volume increased by 26.2%).
Regarding the market of imported goods in 11 months of 2017, China was still the largest import market of Vietnam with a turnover of 52.1 billion USD, went up by 15.5% over the same period last year[8]; the following was South Korea with 42.4 billion USD, an augment of 46%[9]; ASEAN reached 25.4 billion USD, went up by 17.5%; Japan gained 14.7 billion USD, edged up by 7.5%; EU achieved 11 billion USD, climbed up by 10.5%; The United States attained 8.4 billion USD, jumped up by 7%.
Trade balance of goods made in October witnessed a trade surplus of 2.2 billion USD[10]. Trade surplus in November 2017 was estimated at 200 million USD, generally for 11 months of 2017, trade surplus was 2.8 billion USD, of which domestic economic sector saw a trade deficit of 23.4 billion USD; FDI sector witnessed an export surplus of 26.2 billion USD.
c. Consumer price index, gold price index and US dollar price index
The consumer price index (CPI) in November 2017 increased by 0.13% over the previous month, of which the transportation group increased the most with 0.68% due to the impact of the increase in petroleum and oil prices at the time points of 04/11/2017 and 20/11/2017 (causing an augment of CPI of about 0.07%); medicine and health care services increased by 0.2%, of which, health care services went up by 0.23% because in 2 months, 2 provinces adjusted up the health service prices for people without health insurance; group of garment, headwear and footwear rose by 0.15%; other goods and services increased by 0.14%. Price index of some groups of goods and services had lower growth rate than general growth rate or decreased: Food and catering services increased by 0.11% (food increased by 1.12%[11]; foodstuff reduced by 0.06%[12]); equipment and household appliances grew by 0.09%; beverages and cigarettes rose by 0.05%; education increased by 0.03% (education service increased by 0.04%); culture, entertainment and tourism decreased by 0.01%; postal service and telecommunication fell by 0.03%; housing and construction materials reduced by 0.04%[13].
The average consumer price index for the first 11 months of this year increased 3.61% compared to the same period in 2016; CPI in November 2017 rose by 2.38% over December 2016 and increased by 2.62% over the same period in 2016.
Core inflation in November 2017 increased by 0.06% over the previous month and rose by 1.28% compared to the same period last year. 11-month core inflation increased by 1.42% compared to the same period in 2016.
Gold price index in November 2017 decreased by 0.3% compared to the previous month; increased by 4.86% compared to December 2016 and grew by 2.22% compared to the same period last year. USD price index in November 2017 reduced by 0.01% over the previous month; decreased by 0.07% compared to December 2016 and grew by 1.45% over the same period in 2016.
d. Passenger and freight transport
Passenger transport in November was estimated at 355.1 million passengers, up 1.1% over the previous month and 16 billion passengers-kilometers, rising by 3.5%. Generally for 11 months, passenger carriage reached 3.717.2 million passengers, an increase of 10.8% over the same period last year and 165.9 billion passengers-kilometers, an increase of 8.9%, of which passengers carried by roadways reached 3,502.9 million passengers, a rise of 11.2% and 113.5 billion passengers.km, a rise of 8.4%; Inland waterways reached 157.7 million passengers, an increase of 3.5% and 2.9 billion passengers-kilometers, an increase of 8.6%; Seaways gained 6.2 million passengers, up 12.7% and 331.3 million passengers.km, up 17.1%. Airways increased significantly, reaching 41.6 million passengers, increasing by 13.8% and 45.7 billion passengers-kilometers, increasing by 10.3% because domestic airlines boosted inland market exploitation. Railway transport gained 8.8 million passengers, falling by 3.7% and 3.4 billion passengers.km, going up by 6.6% compared to that in the same period in 2016 because the train fare was not unable to compete with budget airways and road car transport.
Freight carriage in November was estimated at 125.2 million tons, up 1.6% over the previous month and 23.5 billion tons-kilometers, up 1.7%. Generally for 11 months, freight carriage reached 1.314.7 million tons, up 10.3% over the same period last year and 244.9 billion tons.km, up 7%, of which domestic transport reached 1,284.6 million tons, up 10.6% and 123.8 billion tons.km, up 12.2%; foreign transport reached 30.2 million tons, up 0.5% and 121.1 billion tons.km, up 2.1%. By kinds of transport, the roadways reached 1.019 million tons, up 10.9% and 65.5 billion tons.km, up 11.4% over the same period last year; inland waterways gained 227 million tons, up 7.9% and 48.2 billion tons.km, up 8.3%; seaways reached 63.4 million tons, up 9.8% and 127.1 billion tons.km, up 4.3%; railways achieved 5 million tons, up 7.3% and 3.2 billion tons.km, up 9.8%; Airways reached 289.8 thousand tons, up 7.8% and 748.3 million tons.km, up 8.6%.
e. Foreign visitors to Viet Nam
Foreign visitors to Viet Nam in November were estimated at 1,172.6 thousand persons, an increase of 14.4% over the previous month due to the fact that in addition to the regular activities, in that month, Viet Nam held the 2017 APEC Conference successfully. Simultaneously, this had been also the 8th month since the beginning of the year witnessing over 1 million of visitors to our country. Compared to the same period last year, foreign visitors to our country in November increased by 25.2%, of which visitors from Asia increased by 30.6%; from Europe rose by 9.6%; from America went up by 15.7%; from Australia expanded by 18.2%; from Africa increased by 14%.
Generally for 11 months, foreign visitors to Viet Nam were estimated at 11,645.8 thousand, increasing by 27.8% compared to the same period in 2016, of which arrivals by airways were 9,881.4 thousand, up 31%; by roadway reached 1,533.9 thousand, increasing by 16.2%; by seaways reached 230.5 thousand persons, a reduction of 7.7%.
For 11 months, visitors from Asia reached 8,765 thousand, increasing by 32.6% compared to the same period last year, of which visitors from most major markets increased: visitors from China reached 3,594.4 thousands persons, an increase of 44.9%; South Korea 2,158.1 thousand persons, up 55.3%; Japan 729 thousand persons, a rise of 7.7%; Taiwan 562.3 thousand persons, an increase of 20.9%; Malaysia 418.6 thousand persons, an expansion of 16.5%; Thailand 268.3 thousand persons, an increase of 12.1%; Singapore 239.7 thousand persons, an acceleration of 7.4%.
Visitors from Europe were estimated at 1,718.5 thousand persons, up 17% over the same period last year, of which: Visitors from the Russian Federation were 517.2 thousand persons, up 34.8%; United Kingdom 262.1 thousand persons, an increase of 11.3%; France 235.4 thousand, a rise of 6.7%; Germany 183.3 thousand persons, an increase of 14.1%; Netherlands 66.5 thousand persons, an expansion of 11.7%; Spain 64.4 thousand persons, an increase of 19.8%; Italy: 53.2 thousand persons, an acceleration of 12.8%.
Visitors from the Americas reached 745.5 thousand, an increase of 10.9% over the same period last year, of which US visitors reached 560.3 thousand, an increase of 10.7%. Visitors from Oceania reached 384.9 thousand persons, a rise of 13.7%, of which visitors from Australia reached 337.5 thousand, increasing by 14.9%. Visitors from Africa reached 31.9 thousand, increasing by 27.1% compared to the same period in 2016.
- SOCIAL ISSUES
a. Food shortage among farmers
In November, the whole country witnessed nearly 10.5 thousand households suffering from food shortage a year on year increase of 10.5%, corresponding to 42.6 thousand persons suffering from food shortage, rose by by 6.5%. Generally, for 11 months of 2017, the whole country witnessed 175.6 thousand households suffering from food shortage a year on year fall of 33.2%, corresponding to 720.7 thousand persons suffering from food shortage, declined by 33.8%. In order to overcome food shortage, from the beginning of the year, all administrative levels, sectors and organizations from central to local level supported these households with 21.7 thousand tons of food and more than 1.1 billion VND.
b. Epidemic diseases and food poisoning
In November 2017, the whole country witnessed 15.2 thousand cases of hemorrhagic fever; 13.4 thousand cases of hand, foot and mouth disease; 40 cases of typhoid; 64 cases of viral encephalitis (1 deaths); 20 cases of meningococcal meningitis; 10 cases of Japanese encephalitis (2 deaths); 2 cases of Zika virus infection, 9 cases of whooping cough; 10 cases of human streptococcus suis infection (1 death). Generally for 11 months of 2017, the whole country witnessed 163.7 thousand cases of hemorrhagic fever (30 deaths); nearly 95 thousand cases of hand, foot and mouth disease; 574 cases of typhoid; 680 cases of viral encephalitis (22 deaths); 51 cases of meningococcal meningitis (3 deaths); 213 cases of Japanese encephalitis (10 deaths); 34 cases of of Zika virus infection; 552 cases of whooping cough (5 deaths); and 157 cases of human streptococcus suis infection (13 deaths).
As of 17 November 2017, the total number of alive HIV-infected persons over the country was 209.7 thousand persons and the number of cases turned to AIDS was 90.3 thousand persons; the number of persons died of HIV/AIDS nationwide was 93.6 thousand persons.
There were 9 cases of food poisoning in the month with 295 poisoned persons, of which 2 deaths. From 18 December 2016 to 17 November 2017, there were 102 severe food poisoning cases, poisoned 3,169 persons, of which 22 deaths.
c. Traffic accidents
In this month (from 16 October to 15 November), there were 2,217 traffic accidents occurred nationwide, including 1,012 traffic accidents from less serious to more and 1,205 traffic collisions, causing 777 deaths, 602 injuries and 1,306 slight injuries. Compared to the same period last year, the number of traffic accidents in November increased by 1.7% (the number of traffic accidents from less serious to more increased by 1.4% and the number of traffic collisions went up 1.9%); the number of deaths declined by 1.3%; the number of injuries dropped 4.9% and the number of slight injuries decreased by 2%.
Generally, for the first 11 months of 2017, there were 18,384 traffic accidents occurred nationwide, including 8,906 traffic accidents from less serious to more and 9,478 traffic collisions, causing 7,604 deaths, 4,654 injuries and 10,535 slight injuries. Compared to the same period last year, the number of traffic accidents in 11 months of this year decreased by 5.4% (traffic accidents from less serious to more decreased by 3.9%; the number of traffic collisions declined by 6.7%); the number of deaths decreased by 3.8%; the number of injuries dropped 14.5% and the number of slight injuries decreased by 10.3%. Of the total of 8,906 traffic accidents from less serious to more over the last 11 months, 8,651 cases (accounted for 97.1%) occurred on the road, causing 7,427 deaths and 4,592 injuries. There were 144 cases of railway traffic accident, causing 125 deaths and 42 injuries; 111 cases of waterway and maritime traffic accidents, causing 52 deaths and 20 injuries. On average 55 traffic accidents occurred a day in 11 months of 2017 nationwide, including 27 traffic accidents from less serious to more and 28 traffic collisions, caused 23 deaths, 14 injuries and 31 slight injuries.
d. Damages caused by natural disasters
In November 2017, heavy rains, storms, floods, thunderstorms, lightning strikes, high tides occurred, causing serious damage to people and properties for many localities in the country. According to preliminary reports, natural disasters caused 109 deaths and missing, 374 injuries; over 3.7 thousand houses were collapsed and swept away; 298.6 thousand houses were flooded, hit by landslide, roof ripped-off; 10.4 thousand hectares of rice and 30.4 thousand hectares of arable crops were damaged. Total value of loss caused by natural disasters in the month was estimated at 22.1 trillion VND. Major damage in the month was caused by the typhoon No. 12, the biggest typhoon hit the South Central Coast in the past 20 years. Typhoon No. 12 left 108 deaths, missing and 364 injuries (of which Khanh Hoa suffered the heaviest damage with 45 deaths, missing and 299 wounded); more than 3.7 thousand houses collapsed, 155.5 thousand houses were flooded and 143 thousand houses were damaged, hit by landslides, roof ripped-off, more than 10.3 thousand hectares of rice and 30.3 thousand hectares of crops were flooded and damaged; 510 buffaloes and cows and 8.5 thousand pigs, 745 thousand birds killed; over 3.3 thousand hectares of aquaculture was damaged, 1.8 thousand boats sunk; 955 bridges were destroyed and damaged and more than 2.6 thousand electric poles were broken. Damage caused by typhoon No. 12 was estimated at 22 trillion VND.
Generally, for the 11 months of 2017, natural disasters caused 390 deaths and missing, 657 injuries; over 8.5 thousand houses were collapsed and swept away; 611.1 thousand houses were flooded, hit by landslide, roof ripped-off; nearly 176 thousand hectares of rice and 133 thousand hectares of arable crops were damaged. Total value of loss caused by natural disasters in the month was estimated at 53.2 trillion VND. According to preliminary reports, the total amount of relief allocated for localities affected by natural disasters from the beginning of the year was over 700 billion VND.
e. Environment protection, fire and explosion prevention
In November 2017, 1,120 cases of violating regulations of environment protection were found, of which 982 cases were addressed with total fine of 13 billion VND. Generally, for the 11 months of 2017, 15,935 cases of environmental violations across the country were found, of which 13,321 cases were addressed with a total fine of nearly 194.7 billion VND.
In November, there were 295 cases of fire and explosion across the country, causing 14 deaths and 29 wounded, with an estimated damage of 243.2 billion VND. Generally, for the 11 months of 2017, there were 3,759 fires and explosions nationwide, causing 99 deaths and 249 injuries, with an estimated loss of 1.7 trillion VND.

[1] Of which: area conversion into non-agricultural land (construction of infrastructure, irrigation works …) was 4 thousand hectares; conversion into other annual crops was 3.7 thousand hectares; conversion into perennial crops was 2.4 thousand hectares; 1.6 thousand hectares for aquaculture; fallow was 2.9 thousand hectares and 1.9 thousand hectares cannot be planted due to effects of storms at the beginning of the crop.

[3] In the 11 months of 2016, the mining and quarrying decreased by 5.8%; the manufacturing increased by 11%; production and distribution of electricity rose 11.6%; water supply, waste and sewerage remediation expanded 7%.

[6] Compared to the same period last year, the number of enterprises increased by 10.1%; the registered capital rose by 26.2%; the average registered capital of an enterprise went up 14.7%.
[7] In 11 months of 2016, the number of newly registered enterprises increased by 17.1% over the same period last year; the registered capital rose by 48.1%; the average registered capital of an enterprise went up 26.5%.
[8] The trade deficit from China in 11 months of 2017 was 21.8 billion USD, went down by 14.3% compared to the same period in 2016.
[9] The trade deficit from Korea in 11 months of 2017 was 28.8 billion USD, went up by 54.8% over the same period in 2016.
[10] The estimated trade surplus was 900 million USD.
[11] That was because rain and floods cause an augment of rice prices in the northern provinces and the demand for rice export contracts increased in the southern provinces.
[12] Mainly because the pork price decreased by 1.78% compared to the previous month, although the price of fresh fishery products and fresh vegetables, processed vegetables increased (by 0.83% and 1.96%, respectively) due to the impact of rain and storm in early November in the Central and Central Highlands provinces.
[13] Mainly due to the heavy rain and cold weather in the northern provinces, the demand for electricity consumption decreased, causing a decrease of 0.69% in the electricity price and a reduction of 300 -700 VND/kg in the price of iron and steel in domestic factories, making housing maintenance material price go down by 0.05%.
