- Agriculture, forestry and fishery
a) Agriculture
Agricultural production in the month focused on tending and harvesting winter and winter-autumn paddy in the country and cultivated winter crops in the North. As of middle of October, total area of winter paddy cultivation was 1,747.6 thousand hectares, an equal to 98.6%, in comparison with that of over the same period last year, of which Northern provinces recorded 1,133 thousand hectares, an equal to 98.4%; Southern provinces reached 614.6 thousand hectares, an equal to 99%. By this time, Northern provinces harvested 780.1 thousand hectares of winter paddy, made up 68.8% of the total cultivated area and equaled to 98.4%, in comparison with that of over the same period last year, of which the Red River Delta harvested 367.3 thousand hectares, made up 68.6% of cultivated area and equaled to 91.8%. The yield of winter paddy in harvested area was estimated at 49.7 quintals/hectare, a decrease of 0.2 quintal/hectare, in comparison with that of over the previous year. Severe weather and storms occurred during the process of cultivation, growth and harvest, so the yield of winter paddy in the North was forecasted to decrease compared with that in 2016. In Southern provinces, there was 84.5 thousand hectares of early winter paddy harvested, made up 13.8% of the sown area and equaled to 98.8%, in comparison with that of over the same period in 2016.
Along with tending and harvesting winter paddy, localities in the country harvested 2,104.5 thousand hectares of summer-autumn paddy, an equal to 99.9%, in comparison with that of over the same period last year; yield was estimated at 54.5 quintals/hectare, an increase of 0.6 quintals/hectare, in comparison with that of over the previous summer-autumn paddy; production reached 11.5 million tons, an increase of 127.5 thousand tons, of which Mekong River Delta reached 9.04 million tons, an increase of 20.1 thousand tons.
As of mid-October, localities in Mekong River Delta cultivated 753.7 thousand hectares of autumn-winter paddy, an equal to 99.3%, in comparison with that of over the same period last year, of which some localities saw a sharp decrease in cultivated areas: An Gang by 18.1 thousand hectares; Dong Thap by 12.1 thousand hectares; Kien Giang by 3.6 thousand hectares. So far, the region harvested 370.4 thousand hectares of winter-autumn paddy, made up 49.1% of total cultivated area and equaled to 90.3%, in comparison with that of over the same period last year. If the weather from now to the end of the crop was favorable, the total yield was estimated at 52 quintals/hectare, an increase of 1.6 quintals/hectare, in comparison with that of over the winter-autumn crop last year.
Progress of some winter crops cultivation was slower compared with that of over the same period last year due to the effects of storms in late September and early October. As of October 15, 2017, the country cultivated 81.5 thousand hectares of maize, an equal to 86.4% compared with that of over the same period last year; sweet potatoes reached 10.7 thousand hectares, an equal to 64.1%; soybean recorded 6.1 thousand hectares, an equal to 35.7%; groundnut reached 4.8 thousand hectares, an equal to 92.3%; vegetables and beans reached 70.9 thousand hectares, an equal to 83.1%.
Cattles, buffaloes and poultry husbandry generally witnessed stability, particularly pig farming faced difficulties because of pig living weight price still remained low while costs for livestock was high and that made a cease of farming in small households farms and farms and those also tended to reduce population size. Buffalo population in the country was estimated to decrease by 1%, in comparison with that of over the same period last year; cattle’s increased by 2.8%; poultry increased by 5.5%; pigs dropped 5.4%. As of October 26, 2017, the country no longer recorded diseases on cattle and poultry.
b) Forestry
In October, area of concentrated forests was estimated at 21.5 thousand hectares, an increase of 0.5%, in comparison with that of over the same period last year; wood production reached 946 thousand m3, a growth of 4.6%; number of scattered trees reached 4.5 million, firewood production reached 1.7 million ste, an equal to that of over the same period in 2016. Generally in 10 months, area of concentrated forest was estimated at 184 thousand hectares, an increase of 1.1% in comparison with that of over the same period last year; number of dispersed trees reached 88.8 million, an increase of 0.1%; wood production reached 8,832 thousand m3, an increase of 7.4%. Some localities recorded an increase of wood production: Phu Tho reached 491 thousand m3, by 17.8%, in comparison with that of over the same period last year; Bac Giang reached 472 thousand m3, by 11.3%; Nghe An recorded 421 thousand m3, by 22.6%; Ha Tinh recorded 265 thousand m3, by 22.7%. Production of firewood in 10 months was estimated at 23.3 million ste, an increase of 0.4%, in comparison with that of over the same period in 2016.
During the month, the weather was rainy, forest fires did not occur, the whole country recorded 50 hectares of forest damaged and forest cuts. Generally in 10 months, area of damaged forest was 1,366 hectares, a decline of 59%, in comparison with that of over the same period last year, of which recorded 471 hectares of forest fire, a decline of 79.5%; area of forest damage and forest cut was 895 hectares, a decline of 12.9%.
c) Fishery
Fishery production in October was estimated at 677.3 thousand tons, a growth of 4.9%, in comparison with that of over the same period last year, of which fish reached 476.5 thousand tons, an increase of 3.7%; shrimp reached 93.9 thousand tons, a growth of 8.7%.
Aquaculture production in the month was estimated at 366.9 thousand tons, an increase of 5.4%, in comparison with that of over the same period last year, of which fish reached 242.5 thousand tons, a growth of 2.9%; shrimp reached 80 thousand tons, an increase of 9.9%. Pegasus farming rose in both area and production. Pegasus farming area was estimated to go up from 1% -2%, in comparison with that of over the same period last year; Pegasus production in the month was estimated at 100.2 thousand tons, a rise of 2.8%, of which An Giang recorded 25.5 thousand tons, an increase of 1%; Dong Thap recorded 22.4 thousand tons, an increase of 38%; Can Tho recorded 12.4 thousand tons, an increase of 24%. Brackish shrimp farming witnessed favorable condition because the weather was in the rainy season, salinity decreased that help shrimp grew well, areas of shrimp – paddy production continued for harvest to improve saline washing to prepare area for paddy. Production of brackish shrimp in the month was estimated at 77.6 thousand tons, an increase of 10%, in comparison with that of over the same period last year, of which: tiger shrimp reached 22 thousand tons, a growth of 1.9%; White leg shrimp reached 55.6 thousand tons, a rise of 15.1%. Fishery production in the country was estimated at 310.4 thousand tons, a growth of 4.3%, in comparison with that of over the same period last year, of which marine catching reached 292.9 thousand tons, a growth of 4.1%.
Generally in 10 months, aquaculture production was estimated at 5,800.7 thousand tons, an increase of 4.5%, in comparison with that of over the same period last year, of which aquaculture production reached 3,040.5 thousand tons, a rise of 4.3%; Catching production reached 2,760.2 thousand tons, a growth of 4.7% (the production of marine catching reached 2,597 thousand tons, an increase of 4.9%).
- Industrial production
The index of industrial production (IIP) continued to rise higher than the same period last year. The IIP in October was estimated to increase by 17% over the same period last year, of which the mining and quarrying rose 2.1%; the manufacturing expanded 22.3%; the production and distribution of electricity went up 12%; the water supply, waste and sewerage remediation edged up 8%.
Generally, for 10 months of 2017, the IIP increased by 8.7% over the same period last year, higher than the increase of 7.3% in the same period in 2016[1] and higher than the increase 7.9% in 9 months this year. In industrial activities, the manufacturing continued to rise with a spread of 13.6%, contributing 9.6 percentage points to the overall growth; the production and distribution of electricity grew 9.3%, contributing 0.6 percentage points; the water supply, waste and sewerage remediation increased by 7.5%, contributing 0.1 percentage points; particularly, the mining and quarrying decreased by 7.4%, resulting in a reduction of 1.6 percentage points in the general growth.
In the 2-digit industrial activities, the IIP of some industries in 10 months rose sharply over the same period last year, specifically: the manufacture of electronic, computer and optical products increased by 29.3%[2] (concentrated in manufacturing of high-value smart phones and electronic components for global export); the manufacture of metal rose 18.6%; the manufacture of rubber and plastic products increased by 13%; the manufacture of fabricated metal products (except machinery, equipment) went up 12.8%. Some industrial activities possessed a moderate IIP increase or decrease: the food production and processing increased by 6.1%; the manufacture of garments rose 5.7%; other mining and quarrying (mainly stone, sand and gravel) increased 4%; the extraction of hard coal and lignite decreased by 0.3%; the manufacture of pharmaceuticals, medicinal chemical and botanical products went down 0.3%; the manufacture of motor vehicle decreased by 1%; tobacco production decreased by 1.7%; the extraction of crude oil and natural gas decreased by 9.6%.
In the 10 months of this year, a number of main industrial products increased highly over the same period last year, such as: Television increased by 30.9%; iron and crude steel expanded 28.4%; rolled steel spread 19.8%; fabrics from natural yarn increased by 16.3%; urea fertilizer rose 15.7%; steel bar, angle steel increased by 11.5%. Some products experienced a slight increase or fall, specifically: motorcycles increased by 6.2%; mobile phones rose 4.8%; leather shoes and sandals rose 1.6%; cigarettes increased by 0.3%; coal fell 0.4%; natural gas decreased by 8%; cars declined 8.3%; liquefied petroleum gas (LPG) fell 10.2%; crude oil diminished 11%.
The index of industrial production in 10 months of the same period last year of some localities with large share of industrial sector was as follows: Bac Ninh increased by 32% (because Samsung Group increased the volume of electronic components production); Hai Phong increased by 20%; Thai Nguyen increased by 17.9%; Hai Duong increased by 10.1%; Binh Duong increased by 9.7%; Da Nang increased 9.1%; Dong Nai increased by 8.5%; Ho Chi Minh City increased by 7.8%; Can Tho increased by 7%; Hanoi increased 6.9%; Vinh Phuc increased by 6.9%; Quang Ninh increased by 3.1%; Ba Ria – Vung Tau decreased by 3.8%; Quang Nam decreased by 4.5%.
The index of industrial shipment of the manufacturing in September 2017 increased by 3.7% over the previous month and by 17.8% over the same period last year. In 9 months, the index of industrial shipment of the manufacturing increased by 12% compared to 9 months of 2016 (the figure was 8.2% in the same period last year), of which some industrial activities recorded a significant increase in the index of shipment, specifically: textile increased by 32.8%; the manufacture of metal increased by 24.3%; the manufacture of pharmaceuticals, medicinal chemical and botanical products increased by 21.5%; the manufacture of leather and related products increased by 17.6%; the manufacture of fabricated metal products (except machinery and equipment) increased by 14.9%. Some industrial activities possessed a moderate increase in the index of shipment, particularly: the manufacture of beverage increased by 7.1%; the manufacture of electrical equipment increased by 6.1%; the manufacture of tobacco production increased by 5.6%; the manufacture of motor vehicle increased by 3.6%.
The index of inventory of the manufacturing as of 1st October, 2017 increased by 8.8% compared to the same period last year (going up 8.9% in the same period in 2016), of which some industrial activities experienced a lower rise or decrease in the index of industrial inventory than general growth: the manufacture of wearing apparel increased by 6.3%; the manufacture and processing of food increased by 4.7%; the manufacture of other transport vehicles increased by 2.3%; textile decreased by 0.2%; the manufacture of tobacco decreased by 3.2%; the manufacture of pharmaceuticals, medicinal chemical and botanical products decreased by 17.9%. Some industrial activities possessed a remarkable increase in the index of industrial inventory against previous year: the manufacture of beverage increased by 48.5%; the manufacture of motor vehicles increased by 45.2%; the manufacture of electronic, computers and optical products increased by 20.9%; the manufacture of products from other non-metallic minerals (mainly cement) increased by 19.5%; the manufacture of electrical equipment increased by 14.9%.
The average index of industrial inventory of manufacturing in the first 9 months of 2017 was 65.6% (the figure was 67.6% in the same period last year), of which some industrial activities possessed the high rate, particularly: the manufacture of pharmaceuticals, medicinal chemical and botanical products was 120.8%; the manufacture of motor vehicle was 85.1%; the manufacture of chemicals and chemical products was 84.4%.
The number of employees working in industrial enterprises as of 1st October, 2017 increased by 5.1% compared to the same period last year, of which the employees in State owned enterprises decreased by 0.5%; in non-state enterprises increased by 3%; in FDI enterprises increased by 7.2%. At the same time, the number of employees working in the mining and quarrying decreased by 5.2% compared to the same period last year; in the manufacturing increased by 5.8%; in the production and distribution of electricity decreased by 1.2%; in the water supply, waste and sewerage remediation decreased by 0.3%.
The number of employees in enterprises as of 1st October, 2017 compared to the same period last year of some localities with large share of the industry sector was as follows: Bac Ninh increased by 19.3%; Da Nang increased by 17.3%; Hai Duong increased by 9%; Vinh Phuc increased by 7.9%; Hai Phong increased by 5.3%; Thai Nguyen increased by 5.3%; Binh Duong increased by 4.8%; Dong Nai increased by 4.8%; Ba Ria – Vung Tau increased by 4.4%; Hanoi increased by 3.8%; Can Tho increased by 2.2%; Ho Chi Minh City increased by 0.9%; Quang Nam decreased by 0.2%.
- Enterprises registration status[3]
In October, there were 11,158 newly established enterprises with a registered capital of 119.2 trillion VND, an increase of 29.6% in number of enterprises and 48% in registered capital compared to the previous month[4]; the average registered capital of an enterprise reached 10.7 billion VND, a growth of 14.2%; the total number of registered employees in the month of new established enterprises was nearly 90 thousand persons, a rise of 40.5%.
In the month, there were 1,329 re-operated enterprises, a downturn of 31.7% compared to the previous month; there were 4,043 temporarily ceased enterprises (including: 2,550 enterprises ceased for a certain period of time and 1,493 enterprises temporarily ceased without registration or awaited dissolution), a decrease of 9%; 1,058 enterprises completed dissolution procedures, going up by 7.7%.
Generally for 10 months of this year, there were 105,125 newly registered enterprises in the whole country with a total registered capital of 1,021.9 trillion VND, an increase of 14.6% in number of enterprises and 43.8% in registered capital compare to the same period in 2016; the average registered capital of a newly established enterprise reached 9.7 billion VND, an upturn of 25.5%[5]. If including 1,414.5 billion VND of more than 29.5 thousand enterprises that recorded upward adjustment of capital, the total registered additional capital in the economy in 10 months of 2017 was more 2,436 trillion VND. In addition, there were 22,765 re-operated enterprises, went up 1.2% compared to the same period last year, bringing the total number of newly registered enterprises and re-operated enterprises in 10 months to nearly 128 thousand enterprises. The total number of registered employees of newly established enterprises in 10 months was 976.4 thousand persons, declining 8% compared to the same period last year.
By major economic activities, in the first 10 months of 2017, there were 37.8 thousand newly established enterprises in the wholesale and retail (accounting for 36% of the total newly established enterprises), an upturn of 16.1% over the same the previous year; 13.4 thousand manufacturing enterprises (making up 12.8%), a rising of 8.6%; 13.3 thousand construction enterprises (sharing 12.7%), a growth of 9.4%; 7.8 thousand enterprises in the science, technology, consultation service, designing, advertisement and others (accounting for 7.5%), a rise of 11.2%; 5.6 thousand enterprises in the employment services, travel, renting and leasing of machinery, equipment and other support services (accounting for 5.3%), an increase of 22.6%; 5.1 thousand enterprises in the accommodation and catering services (sharing 4.9%), went up 16.5%; 4 thousand enterprises in the real estate activities (accounting for 3.8%), expanded 62.5%; 2.9 thousand enterprises in the education and training (making up 2.7%), rose up 25.2% …
In the first 10 months of this year, some economic regions saw an increase in the number of newly established enterprises compared to the same period last year. In which: the Southeast had 44.5 thousand enterprises, going up by 13.1% (registered capital of 525.9 trillion VND, rose by 73.2%); Red River Delta had 31.6 thousand enterprises, made up 14.3% (registered capital of 246.3 trillion VND, went up 3.3%); North Central and Central Coast 14.3 thousand enterprises, rose by 14.1% (registered capital of 131.2 trillion VND, grew up 80.7%); Mekong River Delta had 7.5 thousand enterprises, an upturn of 15% (registered capital of 53.6 trillion VND, a rise of 14.2%); Northern Midlands and Mountains areas had 4.4 thousand enterprises, up 28% (registered capital of VND 44.9 trillion, spread 30.8%); Central Highlands had 2.7 thousand enterprises, an increase of 23.9% (registered capital of 20 trillion VND, a rising by 37.3%).
The number of enterprises completing dissolution procedures in the first 10 months of 2017 was 9,794 enterprises, went up 5.4% compared to the same period last year, of which 8,979 enterprises with capital size of less than 10 billion VND, accounting for 91.7%. By kinds of enterprise, in the total number of enterprises completed dissolution procedures, there were 4,145 one-member limited liability companies (accounting for 42.3%); 2,863 two-member limited liability companies (sharing 29.2%); 1,536 private enterprises (making 15.7%) and 1,248 joint stock companies (forming 12.7%).
The number of enterprises in 10 months was 52,782 temporarily ceased enterprises, rose up 4.1% over the same period last year, including 19,619 enterprises ceased for a certain period of time, went up 11.6% and 33,163 enterprises temporarily ceased without registration or awaited dissolution, a growth of 0.1%. The total number of enterprises ceased for a certain period of time, there were 8,301 one-member limited liability companies (accounting for 42.3%); 6,221 two-member limited liability companies (making up 31.7%); 3,370 joint stock companies (accounting for 17.2%); 1,724 private enterprises (sharing 8.8%) and 3 partnership companies. For enterprises temporarily ceased without registration or awaited dissolution, there were 14,690 one- member limited liability companies (forming 44.3%); 9,648 two-member limited liability companies (accounting for 29.1%); 6,459 joint stock companies (making up 19.5%) and 2,365 private enterprises (constituted 7.1%).
- Investment
In October, the realized investment from the State budget was estimated at 28.3 trillion VND, of which: the central capital was 6.4 trillion VND; the local capital was 21.9 trillion VND. Generally in 10 months of this year, the implemented investment from the State budget reached 221 trillion VND, equaling 72.5% of the year plan and rising 7.3% compared to the same period in 2016, including:
– The capital under central management reached 50.3 trillion VND, equaling 71.2% of the yearly plan and increasing by 4.2% compared to the same period last year, of which the investment under management of the Ministry of Transportation reached 24.5 trillion VND, equaling 77.4% and rising 37.8%; Ministry of Agriculture and Rural Development: 4,963 billion VND, equaling 79.7% and reducing 10.5%; Ministry of Health: 2,898 billion VND, equaling 56.4% and going up 27.1%; Ministry of Education and Training: 474 billion VND, equaling 66.5% and decreasing by 70.8%; Ministry of Construction: 369 billion VND, equaling 76.4% and decreasing by 50.9%; Ministry of Culture, Sports and Tourism: 368 billion VND, equaling 62.6% and going down 17.5%; Ministry of Natural Resources and Environment: 364 billion VND, equaling 61.2% and decreasing by 33.3%; Ministry of Industry and Trade: 196 billion VND, equaling 80.1% and decreasing by 46.1%; Ministry of Information and Communications: 78 billion VND, equaling 80.7% and going down 23%; Ministry of Science and Technology: 74 billion VND, equaling 77.8% and decreasing by 63.4%.
– The capital under local management witnessed 170.7 trillion VND, equaling 72.9% of the yearly plan and going up 8.3% compared to the same period last year, of which: the State budget capital at provincial level reached 116.3 trillion VND, comprising 67.3% and increasing by 4.8%; the State budget capital at district-level state gained 45.2 trillion VND, equaling 85.8% and rising 17.7%; the State budget capital at commune level reached 9.2 trillion VND, equaling 105.1% and increasing by 10.5%. The realized investment from the State budget of some provinces and cities directly under the Central Government was as follows: Ha Noi recorded 26.9 trillion VND, equaling 83% of the yearly plan and expanding 4.7% compared to the same period in the previous year; Ho Chi Minh city: 14.4 trillion VND, equaling 42.2% and increasing by 5.6%; Hai Phong 5.375 billion VND, equaling 73.2% and increasing by 61.8%; Quang Ninh 5.370 billion VND, equaling 73.4% and rising 15%; Nghe An 5,336 billion VND, equaling 81.5% and spreading 15.6%; Binh Duong 5,332 billion VND, equaling 74.5% and increasing by 12%; Vinh Phuc 4,902 billion VND, equaling 81.7% and going up 17.2%; Thanh Hoa 3,877 billion VND, equaling 81.1% and climbing up 10.6%; Can Tho 3,814 billion VND, equaling 80.9% and increasing by 39.6%.
Foreign direct investment from the beginning of the year to 20th October, 2017 attracted 2,070 newly licensed projects with registered capital of 16.3 billion USD, an increase of 0.4% in number of projects and a rise of 32.9% of registered capital compared to the same period in 2016. Besides, 1,001 projects which were licensed in the previous years, registered to adjust investment with an additional capital of 7.2 billion USD, an increase of 35.9% compared to the same period last year. Thus, the total newly registered and additional registered capital in the first 10 months of 2017 witnessed 23.5 billion USD, a rise of 33.8% over the same period in 2016.
In the first 10 months of 2017, there were 4,156 turns of capital contribution and share purchase of foreign investors with a total capital contribution of 4.7 billion USD. Thus, the total registered capital of new projects, additional registered capital, capital contribution and share purchase in 10 months reached 28.2 billion USD, a rise 37.4% over the same period last year. The realized FDI in 10 months was estimated at 14.2 billion USD, an increase of 11.8% over the same period in 2016.
In 10 months, the manufacturing activity attracted the most foreign direct investment with capital of newly licensed projects reaching 5.8 billion USD, accounted for 35.3% of the total newly registered capital; the electricity, gas, steam and air conditioning supply achieved 5.6 billion USD, accounting for 34.5%; the other sectors witnessed 4.9 billion USD, accounting for 30.2%. If including additional registered capital of licensed projects from previous years, capital contribution and share purchase, foreign direct investment in manufacturing activity in the first 10 months of this year reached 13.8 billion USD, accounting for 48.7% of the total registered capital; the electricity, gas, steam and air conditioning supply reached 5.6 billion USD, accounting for 20%; the other sectors achieved 8.8 billion USD, accounting for 31.3%.
In the whole country, 58 provinces and centrally-run cities had newly foreign direct investment projects licensed in 10 months, of which Thanh Hoa had the largest registered capital with 3,146.8 million USD, accounting for 19.3% of the total newly registered capital; followed by Nam Dinh with 2,129.9 million USD, accounting for 13.1%; Ho Chi Minh city 1,896 million USD, accounting for 11.6%; Kien Giang 1,342.3 million USD, making up 8.2%; Binh Duong 1,260.4 million USD, comprising 7.7%; Ha Noi 1,041.9 million USD, accounting for 6.4%; Tay Ninh 716.4 million USD, representating 4.4%; Bac Giang 594.2 million USD, sharing 3.6%; Dong Nai 397.9 million USD, accounting for 2.4%; Hung Yen 352.3 million USD, making up 2.2%.
Among 77 countries and territories had newly licensed projects in Vietnam in 10 months, Japan ranked the top with 4,970.6 million USD, accounting for 30.5% of the total newly registered capital; followed by South Korea with 3,501.4 million USD, making up 21.5%; Singapore 3.142 million USD, accounting for 19.3%; China 1,311.9 million USD, comprising 8%; Hong Kong Special Administrative Region (China) with 637.8 million USD, accounting for 3.9%; Germany 337 million USD, representating 2.1%.
- State budget revenue and expenditure
The state budget revenue from the beginning of the year to October 15th, 2017 was estimated at 865.6 trillion VND, equaling 71.4% of the yearly estimate, of which domestic revenue reached 679.2 trillion VND, equaling 68.6%; crude oil revenue was 35.2 trillion VND, equaling 91.8%; budget balance revenue from import and export gained 148.8 trillion VND, equaling 82.7%. In domestic revenue, revenue from land use fee reached 83.1 trillion VND, equaling 130.4% of the yearly estimate; personal income tax was 61.2 trillion VND, equaling 75.5%; environmental protection tax achieved 31.9 trillion VND, equaling 70.7%; taxes on trade and non-state services agained 130 trillion VND, equaling 66.9%; tax on FDI enterprises (excluding crude oil) was 121.2 trillion VND, equaling 60.3%; tax on state-owned enterprises was 148.4 trillion VND, equaling 51.8%.
The state budget expenditure from the beginning of the year to October 15th, 2017 was estimated at 960.3 trillion VND, equaling 69.1% of the yearly estimate, of which recurrent expenditure was 696 trillion VND, equaling 77.7%; interest payment was 79.9 trillion VND, equaling 80.8%; development investment expenditure reached 180.7 trillion VND, equaling 50.6% of the yearly estimate (of which, expenditure for construction reached 177.1 trillion VND, equaling 50.3%). Principal payment from the beginning of the year to October 15th, 2017 was estimated at 133.9 trillion VND, equaling 81.7% of the yearly estimate.
- Trade, prices, transportation and tourism
a. Gross retail sales of goods and services
Gross retail sales of consumer goods and services in October were estimated at 340.9 trillion VND, up 1.4% over the previous month and 12.7% over the same period last year, of which: retail sales of goods reached 253.8 trillion VND, up by 1.3% and by 11.4% respectively; revenue from accommodation and catering services reached 44.1 trillion VND, an increase of 3.1% and of 16.1%; tourism and traveling revenue gained 3.3 trillion VND, a reduction of 6.3% and an increase of 28.1% respectively; revenue from other services reached 39.7 trillion VND, an increase of 1.2% and of 11%. Generally for 10 months, total retail sales of consumer goods and services were estimated at 3,258 trillion VND, going up by 10.7% compared to the same period last year, if excluding price factor, increasing by 9.4% (the rate in same period in 2016 increased by 9%).
By kinds of economic activities, retail sales for 10 months were estimated at 2,439 trillion VND, accounting for 74.9% of the total and increasing by 10.6% over the same period last year, of which wood products and construction materials increased by 13.5%; food and foodstuff expanded by 10.5%; cultural and educational items increased by 9.9%; apparel rose by 9.8%; household appliances, tools and equipment went up by 8.8%; vehicles increased by 8.4%. Some provinces saw a good growth as follows: Binh Duong by 18.3%; Binh Phuoc by 17.7%; Lao Cai by 17.6%; Ha Nam by 16.2%; Long An by 15.9%; Quang Ninh by 14.6%; Hai Phong by 13.3%; Ho Chi Minh City by 12.5%; and Ha Noi by 11.6%.
Revenue from accommodation and catering services for 10 months was estimated at 406.7 trillion VND, accounting for 12.5% of the total and increasing by 12.5% over the same period last year, of which revenue of Bac Ninh increased by 18.6%; Hai Phong expanded by 15.3%; Ho Chi Minh City rose by 10.5%; and Ha Noi increased by 10.2%.
Revenue from tourism and traveling for 10 months was estimated at 30.1 trillion VND, accounting for 0.9% of the total and increasing by 15.2% over the same period last year because foreign and domestic tourists continued to increase, of which revenue of Thai Binh increased by 24.1%; Thanh Hoa expanded by 20.6%; Hai Phong increased by 22.1%; Ho Chi Minh City rose by 18.1%; and Ha Noi increased by 7.3%.
Revenue from other services for 10 months was estimated at 382.2 trillion VND, accounting for 11.7% of the total and increasing by 9.2% over the same period in 2016. Some provinces had a good increase in revenue as follows: Binh Duong by 19.2%; Dong Nai by 12.7%; Nam Dinh by 12%; Quang Tri by 11.4%; Ho Chi Minh City by 9.1%; Ha Noi by 5.6%.
b. Export, import of goods
Export turnover in September reached 19,342 million USD, 342 million USD higher than the estimated figure, of which phones and their parts were 552 million USD higher; footwear was 42 million USD higher; crude oil was 79 million USD lower; rubber was 49 million USD lower; vegetables and fruits were 40 million USD lower; coffee was 23 million USD lower; machinery, instrument and accessory and textiles and garments were 22 million USD lower; cashew nuts were 19 million USD lower than estimated.
Export turnover in October was estimated at 19.4 billion USD, went up by 0.3% from the previous month, of which the domestic economic sector gained 5.2 billion USD, edged up by 2.4%; FDI sector (including crude oil) attained 14.2 billion USD, went down by 0.4%. Some export products had increased turnover over the previous month: means of transport and spare parts grew by 8%; phones and their parts rose by 3.1%; fishery products increased by 1.7%; cashew nuts augmented by 1.5% (an increase of 2.4% in volume); wood and wooden products climbed up by 1.4%. Besides, a number of products had decreased export turnover: Rubber declined by 21.8% (volume decreased by 20.2%); rice reduced by 19.6% (volume dropped 22.4%); vegetables and fruits decreased by 14.3%; textile and garment edged down by 3.3%. Compared to the same period last year, export turnover in October increased by 26.2%, of which the domestic economic sector grew by 24.3%; FDI sector (including crude oil) rose by 26.9%. Export turnover of some products increased significantly compared to the same period in 2016: Phones and their parts went up by 76.4%; electronic goods, computers and their parts increased by 21.6%; textile and garment jumped up by 19.6%.
Generally, export turnover for 10 months was estimated at 173.7 billion USD, jumped up by 20.7% over the same period last year, of which the domestic economic sector was 48.2 billion USD, climbed up by 17.2%; FDI sector (including crude oil) reached 125.5 billion USD, grew by 22.1%. Export turnover of some processed and assembled goods (with a large proportion belonged to FDI enterprises) increased sharply over the same period last year: Phones and their parts gained 36.5 billion USD, jumped up by 28.8%; textile attained 21.5 billion USD, rose by 9.5%; electronic goods, computers and their parts achieved 21 billion USD, surged up 38.8%; footwear reached 11.7 billion USD, climbed up by 11.9%; machinery, instrument and accessory gained 10.4 billion USD, edged up by 28%; fishery attained 6.8 billion USD, went up by 18.7%; wood and wooden products achieved 6.2 billion USD, jumped up by 10.9%; means of transport and spare parts reached 5.7 billion USD, climbed up by 15.6%; cashew nuts gained 2.9 billion USD, rose by 24.4% (volume increased 0.7%); vegetables and fruits attained 2.9 billion USD, soared by 42.7%. Some agricultural products and raw materials had decreased export turnover over the same period last year: Coffee reached 2.7 billion USD, decreased by 1.8% (volume declined by 22%); pepper gained 1 billion USD, edged down by 20.6% (volume rose by 21.4%); cassava and cassava products reached 798 million USD, went down by 2.4% (volume increased by 4.6%).
In terms of the 10-month exported market, the US was still the leading market with 34.7 billion USD, went up by 10.1% compared to the same period in 2016; followed by EU with 31.8 billion USD, jumped up by 15.7%; China reached 25.6 billion USD, rose by 48%; ASEAN market achieved 18 billion USD, grew by 26.8%; Japan attained 13.7 billion USD, jumped up by 14.7%; South Korea reached 12.2 billion USD, increased by 28.6%.
The import turnover of goods in September 2017 reached 18,241 million USD, 359 million USD lower than the estimated figure, of which machinery, instrument and accessory were 260 million USD lower; iron and steel were 108 million USD lower; gasoline was 93 million USD lower; metals were 55 million USD lower; plastic was 30 million USD lower; phones and their parts were 190 million USD higher than estimated.
Estimated import turnover in October reached 18.5 billion USD, edged up by 1.4% over the previous month, of which the domestic economic sector gained 6.0 billion USD, climbed up by 26.5%; FDI sector achieved 12.5 billion USD, went down by 7.4%. Turnover of some imported goods for production increased: Petroleum increased by 20.9%; iron and steel rose by 19%; metals grew by 11.5%; fabric increased by 7.5%. Some products had reduced import turnover: Plastic products decreased by 7%; electronic goods, computers and their parts fell by 3.9%; phones and their parts dropped 2.1%. Compared to the same period last year, import turnover in October increased by 16.6%, of which the domestic economic sector decreased by 5.4%; FDI sector rose by 31.3%. Import turnover of some products increased sharply over the same period last year: Phones and their parts soared by 88.3%; electronic goods, computers and their parts surged up by 33%; machinery, instrument and accessory increased by 8.5%.
Generally for 10 months of 2017, import turnover reached 172.5 billion USD, went up by 22% over the same period last year, of which the domestic economic sector reached 64.6 billion USD, grew by 11.6% ; FDI sector achieved 107.9 billion USD, jumped up by 29.2%. Import turnover of some goods for domestic production increased over the same period last year: Electronic goods, computers and their parts reached 30.9 billion USD, climbed up by 35.3%; machinery, instrument and accessory attained 28 billion USD, rose by 23.1%; phones and their parts gained 12.8 billion USD, soared by 49.3%; fabric made up 9.2 billion USD, grew by 8.3%; iron and steel amounted to 7.5 billion USD, rose by 13.9% (volume decreased by 17%); plastics reached 6 billion USD, increased by 19.9% (volume jumped up by 11.6%); petroleum gained 5.6 billion USD, grew by 40.9% (volume increased by 11%); materials for textile and garment and footwear reached 4.5 billion USD, went up by 8.2%; metals reached 4.5 billion USD, augmented by 13.6% (volume edged down by 19.5%); plastic products gained 4.4 billion USD, jumped up by 22.3%; chemical products attained 3.7 billion USD, went up by 20.3%; chemicals reached 3.3 billion USD, rose by 30.1%; cotton achieved 2.0 billion USD, increased by 47.7% (volume increased by 27.9%).
Regarding the imported goods market in 10 months of 2017, China was still the largest import market of Vietnam with a turnover of 47.1 billion USD, went up by 16.7% over the same period last year[6]; the following was South Korea with 38.8 billion USD, surged up by 48.4%[7]; ASEAN reached 22.6 billion USD, went up by 17%; Japan gained 13.3 billion USD, climbed up by 8%; EU attained 9.9 billion USD, rose by 9.7%; United States reached 7.6 billion, grew by 10.5%.
The trade balance of goods in September witnessed a trade surplus of 1.1 billion USD[8]. Trade surplus in October was estimated at 900 million USD, in the first 10 months of 2017 the trade surplus was 1.23 billion USD, of which domestic economic sector saw a trade deficit of 16.40 billion USD; FDI sector witnessed a trade surplus of 17.63 billion USD.
c. Consumer price index, gold price index and US dollar price index
Consumer price index (CPI) in October 2017 increased by 0.41% over the previous month, of which medicine and health care services achieved the highest growth rate of 2.14% (health care service rose by 2.79%) Because in the month 9 provinces and cities under management of central government[9] adjusted the price of health care services (causing an augment of CPI of about 0.11%); housing and construction materials rose by 0.63%[10]; transport increased by 0.61% due to the impact of an increase in petroleum and oil price on September 20th, 2017, although in October, petroleum price was adjusted 2 times[11] making the fuel price index go up by 1.44%. The remaining groups of goods and services had lower growth rate in price index than the general growth rate: Food and catering services increased by 0.31%, of which food increased by 0.57%[12]; foodstuff rose by 0.37%[13]; education increased by 0.19% (education service increased by 0.21%) because there were 6 provinces in the month[14] implementing the schedule to increase tuition fees; garments, hats and footwear rose by 0.17%; household appliances grew by 0.10%; culture, entertainment and tourism edged up by 0.06%; group of beverages and tobacco and postal services and telecommunication increased by 0.01%; other goods and services rose by 0.12%.
The average consumer price index in 10 months of 2017 increased by 3.71% compared to the average of the same period in 2016; CPI in October 2017 rose by 2.25% compared to December 2016 and grew by 2.98% compared to the same period in 2016.
Core inflation in October 2017 increased by 0.06% over the previous month and by 1.32% over the same period last year. The average core inflation in 10 months of 2017 grew by 1.44% over the average of the same period in 2016.
Gold price index in October 2017 decreased by 0.88% over the previous month; increased by 5.18% compared to December 2016; rose by 1.39% over the same period last year. US dollar price index in October 2017 reduced by 0.03% over the previous month; declined by 0.07% compared to December 2016 and increased by 1.67% compared to the same period in 2016.
d. Passenger and freight transport
Passenger transport in October was estimated at 351.6 million passengers, increasing by 1.2% over the previous month and 15.9 billion passengers-kilometers, increasing by 1.8%. Generally for 10 months, passenger carriage reached 3,363.1 million passengers, an increase of 10.7% over the same period last year and 151.8 billion passengers.km, an increase of 9.3%, of which passengers by roadways reached 3,168.2 million passengers, an increase of 11% and 102.7 billion passengers.km, an increase of 8.2%; inland waterways gained 142.7 million passengers, a rise of 3.4% and 2.6 billion passengers.km, a rise of 8.4%; seaway gained 5.6 million passengers, up 12.8% and 297.4 million passengers.km, up 16.9%. Airways increased significantly, reaching 38.3 million passengers, expanding by 11.4% and 43 billion passengers-kilometers, rising by 12.4%. Particularly, railways reached 8.3 million passengers, decreased by 2.9% and 3.3 billion passengers.kilometers, increased by 7.1% compared to the same period in 2016 because the train fare was not unable to compete with budget airways and road car transport.
Freight transport in October was estimated at 123.3 million tons, up 1.5% over the previous month and 23.1 billion tons-kilometers, up 1.3%. Generally for 10 months, freight transport reached 1,189.4 million tons, up 10% over the same period last year and 221.3 billion tons.km, up 6.4%, of which domestic transport reached 1,162.1 million tons, up 10.3% and 111.4 billion tons.km, up 11.4%; oversea transportation gained 27.4 million tons, up 0.4% and 109.9 billion tons.km, up 1.8%. By kinds of transport, the roadways was 922.2 million tons, up 10.6% and 59.1 billion tons.km, up 11.8% over the same period last year; inland waterways achieved 205.2 million tons, up 7.4% and 43.6 billion tons.km, up 8%; seaways reached 57.3 million tons, up 9.6% and 115.1 billion tons.km, up 3.1%; railways reached 4.5 million tons, up 8.1% and 2.9 billion tons-kilometers, up 12.6%; airway gained 262.1 thousand tons, up 8.8% and 675.9 million tons.km, up 9.7%.
e. Foreign visitors to Viet Nam
Foreign visitors to Viet Nam in October were estimated at 1,024.9 thousand, increasing by 5% over the previous month. This month has been the 7th month since the beginning of the year witnessing over 1 million of visitors to our country. Compared to the same period last year, tourists to our country in October increased by 24.7%, of which visitors from Asia increased by 29.4%, from Europe rose by 8.3%, from America expanded by 8%, from Oceania increased by 20.7%, from Africa went up by 23.6%.
Generally for 10 months, foreign visitors to Vietnam were estimated at 10,473.2 thousand, increasing by 28.1% over the same period in 2016, of which arrivals by airways reached 8,877.1 thousand persons, up 31%; by roadways reached 1,391.4 thousand persons, an increase of 18%; by seaways gained 204.7 thousand persons, down 8.1%.
In 10 months, visitors from Asia reached 7,899.2 thousand, increasing by 32.8% over the same period last year, of which visitors from most major markets increased: Visitors from China reached 3,245.7 thousand persons, an increase of 45.6%; South Korea 1,934.1 thousand persons, up 53.9%; Japan 658.2 thousand persons, an increase of 7.7%; Taiwan 512.8 thousand persons, up 21.1%; Malaysia 375 thousand, up 17.2%; Thailand 239.2 thousand persons, an increase of 12.7%; Singapore 215.3 thousand persons, increasing by 7.8%.
Visitors from Europe were estimated at 1,521.3 thousand persons, an increase of 18.1% compared to the same period last year, of which: visitors from the Russian Federation were 457.3 thousand, an increase of 38.3%; United Kingdom 233.7 thousand persons, an increase of 11.8%; France 208.8 thousand, up 6.7%; Germany 158.7 thousand, an increase of 13.7%; Netherlands 60.1 thousand, up 12.7%; Spain 57.6 thousand, an increase of 20.6%; Italy 47 thousand, an increase of 12.3%.
Visitors from the Americas reached 671.2 thousand persons, up 10.4% over the same period last year, of which visitors from the United States reached 506.4 thousand, up 9.8%. Visitors from Oceania reached 352.5 thousand persons, an increase of 13.3%, of which visitors from Australia reached 308.5 thousand, increasing by 14.2%. Visitors from Africa reached 29 thousand, up 28.5% over the same period in 2016.
- SOCIAL ISSUES
a. Food shortage among farmers
In October, the whole country witnessed nearly 1.6 thousand households suffering from food shortage, down 30.4% over the same period last year, corresponding to 6.9 thousand persons suffering from food shortage, declined by 28.9%. Generally, for 10 months of 2017, the whole country witnessed 165.1 thousand households suffering from food shortage a year on year fall of 34.9%, corresponding to 678.1 thousand persons suffering from food shortage, declined by 35.5%. In order to overcome food shortage, from the beginning of the year, all administrative levels, sectors and organizations from central to local level supported these households with 21.3 thousand tons of food and more than 1 billion VND.
b. Epidemic diseases and food poisoning
In October 2017, the whole country witnessed 23.3 thousand cases of hemorrhagic fever (8 deaths); 19.5 thousand cases of hand, foot and mouth disease; 73 cases of typhoid; 63 cases of viral encephalitis (2 deaths); 4 cases of meningococcal meningitis; 10 cases of Japanese encephalitis (2 deaths); 2 cases of whooping cough and 5 cases of human streptococcus suis infection. Generally for 10 months of 2017, the whole country witnessed 148.5 thousand cases of hemorrhagic fever, of which 125.3 thousand cases hospitalized (30 deaths), nearly 81.6 thousand cases of hand, foot and mouth disease; 534 cases of typhoid; 616 cases of viral encephalitis (21 deaths); 31 cases of meningococcal meningitis (3 deaths); 203 cases of Japanese encephalitis (8 deaths); 32 cases of of Zika virus infection; 543 cases of whooping cough (5 deaths); and 147 cases of human streptococcus suis infection (12 deaths).
As of 17 October 2017, the total number of alive HIV-infected persons over the country was 209.8 thousand persons and the number of cases turned to AIDS was 90.5 thousand persons; the number of persons died of HIV/AIDS nationwide was 92.8 thousand persons.[15].
There were 9 cases of food poisoning in the month with 302 poisoned persons, of which 3 deaths. From 18 December 2016 to 17 October 2017, there were 93 severe food poisoning cases, poisoned 2,874 persons, of which 20 deaths.
c. Traffic accidents
In this month (from 16 September to 15 October), there were 1,805 traffic accidents occurred nationwide, including 873 traffic accidents from less serious to more and 932 traffic collisions, causing 702 deaths, 503 injuries and 992 slight injuries. Compared to the same period last year, the number of traffic accidents in October decreased by 1.8% (the number of traffic accidents from less serious to more increased by 9% and the number of traffic collisions went down by 10.1%); the number of deaths rose by 3.2%; the number of injuries decreased by 4.4% and the number of slight injuries decreased by 18.7%. Remarkably, there were several serious traffic accidents: The accident in Huong Tra town (Thua Thien-Hue province) on 18 September caused 24 injuries; the accident in Truong Mit (Tay Ninh) on 2 October caused 6 death and injured eight; the accident in O Mon district (Can Tho) on 6 October left 2 deaths and 14 injuries.
Generally, for the first 10 months of 2017, there were 16,167 traffic accidents occurred nationwide, including 7,894 traffic accidents from less serious to more and 8,273 traffic collisions, causing 6,827 deaths, 4,052 injuries and 9,229 slight injuries. Compared to the same period last year, the number of traffic accidents in 10 months of this year decreased by 6.3% (traffic accidents from less serious to more decreased by 4.6%; the number of traffic collisions declined by 7.8%); the number of deaths decreased by 4.1%; the number of injuries dropped 15.8% and the number of slight injuries decreased by 11.3%. Of the total of 7,894 traffic accidents from less serious to more over the last 10 months, 7,662 cases (accounted for 97.1%) occurred on the road, causing 6,663 deaths and 3,994 injuries. There were 130 cases of railway traffic accident, causing 112 deaths and 39 injuries; 102 cases of waterway and maritime traffic accidents, causing 52 deaths and 19 injuries. On average 53 traffic accidents occurred a day in 10 months of 2017 nationwide, including 26 traffic accidents from less serious to more and 27 traffic collisions, caused 22 deaths, 13 injuries and 30 slight injuries.
d. Damages caused by natural disasters
In October 2017, tropical depression, heavy rains, floods and landslides caused serious damage to people and properties for many localities in the country. According to preliminary reports, natural disasters caused 109 deaths and missing, 49 injuries; over 3.1 thousand houses were collapsed and swept away; 73.2 thousand houses were flooded, hit by landslide, roof ripped-off; 98.8 thousand hectares of rice and 53.1 thousand hectares of arable crops were damaged. Total value of loss caused by natural disasters in the month was estimated at 6.1 trillion VND. The majority of damage was due to the unusually heavy rainfall from 9 September to 10 October in the North and Northern Central provinces of which some localities suffered heavy losses: Hoa Binh suffered 34 deaths, missing and 12 injuries; 4.2 thousand houses were hit by landslide, roof ripped-off and collapsed; 13.5 thousand hectares of rice and arable crops were flooded and damaged; estimated damage was 802 billion VND. Yen Bai suffered 28 deaths, missing and 9 injuries; over 1 thousand houses were hit by landslide, roof ripped-off and collapsed; 878 ha hectares of rice and arable crops were flooded and damaged; estimated damage was 700 billion VND. Thanh Hoa suffered 19 deaths, missing and 7 injuries; 47 thousand houses were hit by landslide, roof ripped-off and collapsed; 15 thousand hectares of rice, arable crops and 10.6 thousand hectares of aquaculture were flooded and damaged; 17.3 thousand pigs and more than 600 thousand poultry of all kinds killed; estimated damage of about 2.9 trillion VND. Ninh Binh suffered nearly 11 thousand houses were hit by landslide, roof ripped-off and collapsed; 17 thousand hectares of rice and arable crops were flooded and damaged; estimated damage was about 842 billion VND.
Generally, for the 10 months of 2017, natural disasters caused 280 deaths and missing, 283 injuries; 4.9 thousand houses were collapsed and swept away; 308 thousand houses were flooded, hit by landslide, roof ripped-off; 163.7 thousand hectares of rice and 101.4 thousand hectares of arable crops were damaged. Total value of loss caused by natural disasters in 10 months was estimated at 29 trillion VND. According to preliminary reports, the total amount of relief allocated for localities affected by natural disasters from the beginning of the year was over 572 billion VND.
e. Environment protection, fire and explosion prevention
In October 2017, 954 cases of violating regulations of environment protection were found, of which 736 cases were addressed with total fine of 6.3 billion VND. Generally, for the 10 months of 2017, 14,815 cases of environmental violations across the country were found, of which 12,339 cases were addressed with a total fine of nearly 182 billion VND.
In October, there were 276 cases of fire and explosion across the country, causing 6 deaths and 16 wounded, with an estimated damage of 24.4 billion VND. Generally, for the 10 months of 2017, there were 3,464 fires and explosions nationwide, causing 85 deaths and 220 injuries, with an estimated loss of 1.5 trillion VND.
