The year 2021 is forecasted to remain a difficult year for the world economy by Covid-19 epidemic. In order to create a good condition for startups in the context with difficulties, challenges and also neww copportunities, the Government of Vietnam has taken timely actions to encourage businesses to start a business in the year 2021. They are reforms, renewal and improvement of the business environment specified in Decree 01/2021/ND-CP issued on January 4, 2021 and Resolution 02/NQ-CP issued on January 1, 2021.
In the first 2 months of 2021, the number of newly established enterprises reached 18,129 enterprises, an increase of 4% compared to the same period in 2020, including: 15,864 enterprises with registered capital of 0-10 billion VND, increases by 1.3%. ; 1,092 enterprises with 10-20 billion VND of registered capital, increases by 24.9%; 565 businesses with registered capital from 20-50 billion, increases by 16.7%; 287 enterprises with registered capital of 50-100 billion VND, increases by 36.7%; 321 enterprises with registered capital of over 100 billion VND, increases by 52.9%. An increase in the number of businesses with big registered capital indicates the trust of the business community is improved. This has important meaning, contribute in promoting Vietnamese business activities in the context of complicated developments in Covid-19.

Hanoi and Ho Chi Minh City are the two localities with the highest number of newly established enterprises in the country. In the first two months of 2021, Hanoi had 3,664 newly established enterprises with a registered capital of more than 40 trillion VND, an increase of 9.2% in the number of businesses but a decrease of 41.3% in registered capital over the same period of the last year; Meanwhile, Ho Chi Minh City had 5,022 newly established businesses, decreased by 10.2%, but the registered capital reached 153.4 trillion dong, increased 91.2%. Along with the whole country, Hanoi and Ho Chi Minh City have issued many policies to support businesses to overcome difficulties such as supporting income for employees so that businesses do not lose workers; support to ensure the liquidity of the business; support for recovering production and services activities… Besides that, preparation of infrastructure is focused to help accelerate production and supply chains as well as to welcome a wave of investment shifting from other countries to Vietnam due to the Covid- 19.
Facing many new opportunities and challenges, the Government of Vietnam continues to make continuous efforts to promote institutional reform, improve the business investment environment, and create favorable conditions for investors and businesses working effectively. At the same time, in order to shape investment and business strategies in a new context, businesses will have to adapt and change in order to do production and business activities to grow and develop more sustainably.
