INTERNATIONAL AND DOMESTIC ECONOMIC CONTEXT

The world economy in the first six months of 2024 continues to face many risks and uncertainties, negatively impacting sustainable growth. Strategic competition between major countries is becoming increasingly fierce, increasing geopolitical tensions, escalating military conflicts in some countries weakening the multilateral trading system, hindering investment, causing uncertainty for both production and consumption, and increasing financial volatility. In addition, the frequency and severity of natural disasters have increased over time and continue to increase further due to climate change, which has threatened food security, energy security, and social instability… However, world economic growth tends to be positive thanks to the resumption of commodity demand, the gradual reduction of inflationary pressure, and the decrease in the average price of goods thanks to improved resources. International organizations have issued more optimistic forecasts for the world economy in 2024, adjusting global economic growth with an increase of 0.1 to 0.3 percentage points compared to previous forecasts.

By June 2024, the United Nations (UN)[1] forecasts an increase of 2.7%, 0.3 percentage points higher than the forecast in January 2024; The World Bank (WB)[2] said that global economic growth in 2024 will reach 2.6%, 0.2 percentage points higher than the forecast at the time of January 2024; Fitch Ratings (FR)[3] forecasts global economic growth in 2024 to reach 2.6%, up 0.2 percentage points from the forecast in March 2024 stable, major balances are ensured, and inflation is controlled at an appropriate level. Achievements of the whole country, sectors, fields, and localities in the second quarter and first six months of 2023 were as follows: The International Monetary Fund (IMF)[4] forecasts an increase of 3.2%, 0.1 percentage points higher; The Organization for Economic Co-operation and Development (OECD)[5] forecasts 3.1%, 0.2 percentage points higher than the forecast at the time of February 2024; The European Union (EU)[6] said that global economic growth reached 3.2%, 0.1 percentage points higher than the forecast at the time of November 2023.

I. ECONOMIC GROWTH

1. Gross domestic product (GDP) in the second quarter of 2024 grew positively, the growth rate was estimated 6.93% over the same period last year, only lower than the growth rate of 7.99% in the second quarter of 2022 in period 2020-2024 [7]. GDP in the first 6 months of 2024 increased by 6.42%, lower than the growth rate of 6.58% in the first six months of 2022 in the period 2020-2024[8].

In the increase in total added value of the entire economy, the agriculture, forestry and fishery sector increased by 3.38%, contributing 5.96%; the industrial and construction sector increased by 7.51%, contributing 44.28%; the service sector increased by 6.64%, contributing 49.76%.

Regarding the economic structure in the first six months of 2024, the agriculture, forestry and fisheries sector accounts for 11.55%; industrial and construction sector accounts for 36.44%; service sector accounts for 43.35%; Product tax minus product subsidies accounts for 8.66% (The corresponding structure for the same period in 2023 is 11.64%; 36.46%; 43.10%; 8.80%).

Regarding GDP usage in the first six months of 2024, final consumption increases by 5.78% over the same period in 2023, contributing 64.26% to the overall growth rate of the entire economy; accumulated assets increased 6.72%, contribution 35.15%; export of goods and services increased by 16.89%; imports of goods and services increased by 16.95%, the difference between exports and imports of goods and services contributed 0.59%.

2. Agricultural production in the first six months of 2024 will maintain growth, meet domestic consumption demand and serve exports. The area of newly planted forests and timber harvest increased due to prosperous timber export activities and the increase in raw wood prices. Aquaculture activities have grown considerably, localities have focused on investing in intensive and semi-intensive farming of some key fisheries.

a) Agriculture

The planting area of winter-spring rice in the country in 2024 will reach 2,954.0 thousand hectares, an increase of 1.2 thousand hectares compared to the winter-spring crop in 2023. In which: Northern localities reached 1,059.8 thousand hectares, down 8.2 thousand hectares; southern localities reached 1,894.2 thousand hectares, an increase of 9.4 thousand hectares. The yield of winter-spring rice was estimated at 68.8 quintals/ha, an increase of 0.4 quintals/ha compared to the winter-spring crop last year; rice production is estimated at 20.32 million tons, an increase of 132.5 thousand tons.

As of mid-June 2024, localities across the country have seeded 1,825.4 thousand hectares of summer-autumn rice, equaling 98.3% of the same period last year, of which the Mekong Delta region reached 1,419.3 thousand hectares, equaling 97.8%.

By mid-June, localities across the country had planted 586.3 thousand hectares of corn, equaling 94.5% of the same period last year; 54.9 thousand hectares of sweet potatoes, equaling 100.2%; 13.5 thousand hectares of soybeans, equaling 98.5%; 113.6 thousand hectares of peanuts, equaling 94.7%; 724.1 thousand hectares of vegetables and beans, equaling 97.6%.

Output of some perennial industrial crops in the first six months of 2024 compared to the same period last year: Bud tea reached 522.9 thousand tons, up 2.4%;rubber reached 410.7 thousand tons, up 2.0%; pepper reached 238.2 thousand tons, up 2.3%; cashews reached 330.3 thousand tons, down 5.2%. The output of some fruit trees increased over the same period last year: mangoes reached 629.4 thousand tons, up 2.3%; oranges reached 519.4 thousand tons, up 2.4%; durian reached 487.7 thousand tons, up 20.3%.

The area of newly concentrated planted forests in the first six months of 2024 is estimated at 128.5 thousand hectares, up 3.5% over the same period last year; the number of scattered planted forestry trees reached 44.6 million trees, an increase of 2.9%; timber output reached 9,928.4 thousand m3, up 6.3%.

The area of damaged forests in the first six months of the year was 1,165.3 hectares of damaged forests, down 0.2% over the same period last year, of which: the area of felled and destroyed forests was 481.4 hectares, down 22.9%; the area of burned forests was 683.9 hectares, an increase of 25.9%.

c) Fishery

Total seafood production in the first six months of the year was estimated at 4,384.7 thousand tons, up 2.7% over the same period last year (the second quarter of 2024 reached 2,439.5 thousand tons, up 2.9%), including: Fish reached 3,172.3 thousand tons, up 2.6%; shrimp reached 559.7 thousand tons, up 4.0%; other aquatic products reached 652.7 thousand tons, up 2.1%.

Aquaculture production in the first six months of the year was estimated at 2,431.4 thousand tons, up 4.1% over the same period last year. In which, pangasius production reached 831.8 thousand tons, up 5.4%; the production of white leg shrimp reached 332.7 thousand tons, up 5.6%; black tiger shrimp production reached 122.1 thousand tons, up 2.3%.

Fishery production in the first six months of the year was estimated at 1,953.3 thousand tons, up 1.0% over the same period last year (the second quarter of 2024 reached 1,075.2 thousand tons, up 1.5%), including: fish reached 1,515.6 thousand tons, up 1.1%; shrimp reached 72.1 thousand tons, up 0.9%; other aquatic products reached 365.6 thousand tons, up 0.7%.

3. Industrial production maintained a positive growth trend, especially in the processing and manufacturing industries. Generally, in the first six months of 2024, the added value of the industry increased by 7.54% over the same period last year, of which the processing and manufacturing industry increased by 8.67%.

The added value of the whole industry in the first six months of 2024 is estimated to increase by 7.54% over the same period last year (the first quarter increased by 6.47%; the second quarter increased by 8.55%). In which: The processing and manufacturing industry increased by 8.67% (the first quarter increased by 7.21%; the second quarter increased by 10.04%); the electricity production and distribution industry increased by 13.26%; the water supply and waste and wastewater treatment industry increased by 7.13%. Particularly, the mining industry decreased by 7.22%, reducing 0.24 percentage points in the overall increase.

The consumption index of the whole processing and manufacturing industry in the first six months of 2024 increased by 10.8% over the same period in 2023 (the same period last year decreased by 2.2%). The inventory index of the entire processing and manufacturing industry is estimated at June 30, 2024 to increase by 7.6% over the same period last month and increase by 9.6% over the same period last year (the same period last year increased by 19.9%). The average inventory rate of the entire processing and manufacturing industry in the first six months of 2024 is 76.9% (the average in the first six months of 2023 is 83.1%).

4. Enterprise activities

a) Enterprise registration status [12]

Results of the business tendency survey of manufacturing enterprises in the second quarter of 2024 showed that: 37.4% of enterprises assessed that the business production situation was better than in the first one; 41.6% of enterprises said that the business production situation was stable and 21% of enterprises faced difficulties[13]. For the expected outcome of the third quarter of 2024, 40.7% of enterprises presented that the tendency would get better than the second one; 42.2% of enterprises said that business production situation would be stable and 17.1% of enterprises predicted that it would be more difficult.

5. Trade, transportation, and tourism activities in the first six months of this year maintained high growth compared to the same period last year; in which tourism recovered strongly, positively contributing to economic growth.

Passenger transport in the first 6 months of 2024 was estimated at 2,312.1 million passengers carried, up 4.3% over the same period last year (up 17.9% in the same period in 2023) and passenger traffic was 132.5 billion passengers.km, increased by 11.0% (up 33.5% in the same period in 2023); of which, the second quarter was estimated to reach 1,112.6 million passenger carried, an increase of 0.1% over the same period last year and 64.7 billion passengers.km, an increase of 9.3%.

Freight transport in the first 6 months of 2024 was estimated at 1,263.0 million tons of freight carried, up 13.5% over the same period last year (up 16.3% in the same period in 2024) and 254.8 billion tons.km of freight traffic, an increase of 10.3% (the same period last year up 14.1%);  of which, the second quarter was estimated to reach 642.9 million tons of transported goods, an increase of 14.0% over the same period last year and 127.5 billion tons.km, an increase of 11.0%.

International visitors to Viet Nam in the first 6 months of 2024 reached 8.8 million arrivals, up 58.4% over the same period last year and up 4.1% compared to the same period in 2019, the year without Covid-19; of which, arrivals by air reached 7.4 million arrivals, accounting for 83.8% of international arrivals to Viet Nam and up 51.6% over the same period last year; by road reached nearly 1.3 million turns of people, accounting for 14.3% and up 99.0%; by sea reached 164.9 thousand arrivals, accounting for 1.9% and 4 up 199.5%.

The number of Vietnamese people leaving the country[16] in the first six months of 2024 reached 2.6 million, up 11.4% over the same period last year.

In the first six months of 2024, total insurance premium revenue was estimated at 109.1 trillion VND, down 3.8%, of which: Non-life insurance premium revenue was estimated at 38.8 trillion VND, increased by 11.2%; Premium revenue from life insurance was estimated to reach nearly 70.3 trillion VND, down 10.5%.

Regarding the stock market, trading activities on the market took place actively in the first six months of 2024, the VN-Index maintained its growth trend due to the recovery of production and business activities. On the stock market , as of June 26, 2024, the VN-Index reached 1,260.99 points, an increase of 11.6% compared to the end of 2023; market capitalization (as of June 17, 2024 ) reached 5,533.6 trillion VND, down 6.8%; the average transaction value in June 2024 reached 26,970 billion VND/session, an increase of 7.6% compared to the average of the previous month. Since the beginning of the year until now, the average transaction value reached 24,309 billion VND/session, an increase of 38.3% compared to the average in 2023.

7. Investment in development

Realized social investment capital in the first six months of 2024 at current prices is estimated to reach 1,451.3 trillion VND, up 6.8% over the same period last year, higher than the increase of 4.8% in the same period in the first six months of 2023, reflecting the clear recovery of domestic production and business in the first half of 2024 in many industries and fields, creating motivation for attraction and implementation. investment capital for the whole society. The trade balance of goods had a surplus of 11.63 billion USD.

Export turnover of goods in 6/2024 was estimated at 33.09 billion USD, up 2.6% over the previous month. In the second quarter of 2024, export turnover was estimated at 97.2 billion USD, up 12.5% over the same period last year and up 4.6% compared to the first quarter of 2024. Generally in the first six months of 2024, the export turnover was estimated at 190.08 billion USD, increased by 14.5% over the same period last year.

Import turnover in 6/2024 was estimated at 30.15 billion USD, decreased by 7.9% over the previous month. In the second quarter of 2024, import turnover was estimated at USD 93.4 billion, up 19.8% over the same period last year and up 9.7% compared to the first quarter of 2024. Generally in the first six months of 2024, the import turnover was estimated at 178.45 billion USD, increased by 17% over the same period last year.

b) Export and import of services

Import turnover of service in six months of this year was estimated at 16.11 billion USD, up 22% over the same period last year (the second quarter reached 8.3 billion USD, increased by 20.1%), of which transportation service gained 6.9 billion USD (accounting for 42.7% of the total turnover), increased by 18.6%; travel service reached 4.9 billion USD (accounting for 30.4%), increased by 52.9%. The trade deficit of services in six months of 2024 was 4.86 billion USD.

10. Consumer price index (CPI) in June 2024 increased 0.17% compared to last month. Compared to December 2023, June CPI increased by 1.40% and compared to the same period last year increased by 4.34%. The main reason is due to increased pork prices due to African swine fever in some localities, medical service prices of some provinces/cities are adjusted according to Circular No. 22/2023/TT-BYT of the Ministry of Health.

US dollar price index in June 2024 decreased by 0.04% compared to the previous month; an increase of 4.17% compared to December 2023; increased 7.66% over the same period last year; The average increase in the first six months of 2024 is 5.64%.

II. SOCIAL SITUATION

1. The labor force and the number of employed people in the second quarter of 2024 increased compared to the previous quarter and increased compared to the same period last year. Employed workers in the second quarter of 2024 are estimated to be 51.4 million people, an increase of 126.6 thousand people compared to the previous quarter and an increase of 217.4 thousand people over the same period last year. In the first six months of 2024, there are 51.4 million employed workers, an increase of 195.7 thousand people over the same period last year.

Average income of workers in the second quarter of 2024 To be 7.5 million VND/month, down 137 thousand VND compared to the first quarter of 2024 and up 490 thousand VND compared to the same period in 2023. Overall, in the first six months of 2024, the average income of workers is 7.5 million VND /month, an increase of 7.4%, equivalent to an increase of 519 thousand VND compared to the same period last year.

The unemployment rate among the working age in the second quarter of 2024 is 2.29%, an increase of 0.05 percentage points compared to the previous quarter and a decrease of 0.01 percentage points compared to the same period last year. In general, the first six months of the year, the unemployment rate in the working age group in the first six months of 2024 was 2.27%, equivalent to the same period last year .
