1. Gross domestic product growth rate

Gross domestic product (GDP) in the second quarter of 2025 grew positively, with an estimated growth rate of 7.96% over the same period last year, only lower than the growth rate of 8.56% in the second quarter of 2022 in the period 2020-2025[1]. Of which, the agriculture, forestry and fishery sector increased by 3.89%, contributing 5.19% to the total added value of the entire economy; the industry and construction sector increased by 8.97%, contributing 43.63%; the service sector increased by 8.46%, contributing 51.18%.

GDP in the first six months of 2025 increased by 7.52% over the same period last year, the highest level of the first six months in the period 2011-2025[2]. In the total added value growth of the entire economy, the agriculture, forestry and fishery sector increased by 3.84%, contributing 5.59%; the industry and construction sector increased by 8.33%, contributing 42.20%; the service sector increased by 8.14%, contributing 52.21%.

In the agriculture, forestry and fishery sector, the agricultural sector maintained stable growth, response domestic consumption demand and serving exports. The added value of the agricultural sector in the first six months of 2025 increased by 3.51% over the same period last year, contributing 0.29 percentage points to the total added value growth of the entire economy; the forestry sector increased by 7.42% but only contributed 0.04 percentage points; the fishery sector increased by 4.21%, contributing 0.10 percentage points.

In the industrial and construction sector, the industry achieved high growth, the added value of the industry in the first six months of 2025 increased by 8.07% over the same period last year, only lower than the 8.89% in the same period in 2022 in the period 2020-2025[3], contributing 2.64 percentage points to the growth rate of total added value of the whole economy. The manufacturing industry was the growth driver of the whole economy with a growth rate of 10.11%, contributing 2.55 percentage points; the electricity production and distribution industry increased by 4.20%, contributing 0.17 percentage points; the water supply, sewerage, waste management and remediation activities increased by 7.30%, contributing 0.04 percentage points; the mining decreased by 4.25%, decreasing by 0.12 percentage points. The construction increased by 9.62%, the highest increase compared to the same period in the period 2011-2025[4], contributing 0.63 percentage points.

In the service sector, foreign trade, transportation, and tourism activities increased to response regional and world consumption needs, contributing positively to economic growth. The added value of the service sector in the first six months of 2025 increased by 8.14% over the same period last year, the highest increase compared to the same period in the period 2011-2025[5]. The contributions of a number of market service sectors with large proportions to the total added value growth of the entire economy are as follows: The wholesale and retail trade increased by 7.03% over the same period last year, contributing 0.76 percentage points; transportation and storage increased by 9.82%, contributing 0.69 percentage points; financial, banking and insurance increased by 6.53%, contributing 0.38 percentage points; accommodation and catering services increased by 10.46%, contributing 0.29 percentage points. Along with that, some public service sectors also had quite high growth rates to carry out many breakthrough tasks serving the revolution in the country’s organizational apparatus: The administrative activity and supporting service increased by 14.58%; activities of Communist Party, socio-political organizations; State management and national defense; compulsory social security increased by 13.09%.

Regarding the economic structure in the first six months of 2025, the agriculture, forestry and fishery sector accounts for 11.28%; the industry and construction sector accounts for 36.96%; the service sector accounts for 43.40%; product taxes minus product subsidies account for 8.36% (The corresponding structure in the same period of 2024 was 11.49%; 37.0%; 42.98%; 8.53%).

Regarding GDP expenditure in the first six months of 2025, final consumption increased by 7.95% over the same period in 2024, contributing 84.20% to the overall growth rate of the whole economy; asset accumulation increased by 7.98%, contributing 40.18%; exports of goods and services increased by 14.17%; imports of goods and services increased by 16.01%.

2. Agriculture, forestry, and fishery

a) Agriculture

Winter-spring rice: : In the 2025 winter-spring rice crop, the whole country planted 2,970.2 thousand hectares, an increase of 16.1 thousand hectares compared to the previous winter-spring crop; winter-spring rice yield was estimated at 68.5 quintals/ha, down 0.3 quintals/ha; the winter-spring rice output reached 20.4 million tons, an increase of 17.3 thousand tons.

Summer-autumn rice: As of June 20, 2025, localities across the country had planted 1,773.6 thousand hectares of summer-autumn rice, equal to 101.8% of the same period last year, of which the Mekong River Delta region reached 1,369.4 thousand hectares, equal to 102.0%.

Annual crops: The area of ​​vegetables and beans has increased compared to the same period last year because localities have converted some winter crops to vegetable cultivation, while increasing the area of ​​other crops on rice fields and intercropping fruit gardens to meet market demand, the area of ​​sweet potatoes, peanuts and soybeans continues to decrease due to low economic efficiency.

– Perennial tree: The total area of ​​current perennial crops was estimated at 3,823.2 thousand hectares, up 48.3 thousand hectares compared to the same period in 2024. Of which, the fruit trees group reached 1,317.1 thousand hectares, an increase of 31.0 thousand hectares; the industrial trees group reached 2,172.6 thousand hectares, an increase of 9.2 thousand hectares.

– Livestock: Cattle and buffalo farming tended to decrease in the month. Pig and poultry farming developed quite well, livestock and poultry diseases were under control. At the end of June 2025, total pig population and poultry population increased by 3.8% and 4.0% respectively compared to the same period in 2024; total cattle population and buffalo population decreased by 0.6% and 3.4%, respectively.

b) Forestry

In the second quarter of 2025, the newly concentrated planted forests area was estimated at 109.0 thousand hectares, an increase of 19.8% over the same period last year; the damaged forest area  in the second quarter of 2025 was 631.8 hectares, down 30.8%. In the first six months of 2025, the newly concentrated planted forests area was estimated at 153.5 thousand hectares, an increase of 18.9%; the damaged forest area nationwide was 847.8 hectares, down 27.2%

c) Fishery

          Fishery output in the second quarter of 2025 was estimated at 2,555.5 thousand tons, up 3.3% over the same period last year. In the first six months of 2025, aquaculture output was estimated at 4,550.9 thousand tons, up 3.1% over the same period last year; of which, totally aquaculture output was estimated at 2,579.2 thousand tons, up 4.9%; the caught fishery output was estimated at 1,971.7 thousand tons, up 1.0%

3. Industrial Production

In the first half of 2025, the Index of Industrial Production (IIP) was estimated to have increased by 9.2% compared to the same period last year (8.0% increase in 2024). Specifically, the manufacturing and processing sector grew by 11.1% (compared to 8.9% in 2024), contributing 9.1 percentage points to the overall growth; the electricity generation and distribution sector rose by 4.5% (compared to 12.8% in 2024), contributing 0.4 percentage points; the water supply, waste management, and wastewater treatment sector increased by 11.3% (compared to 6.4% in 2024), contributing 0.2 percentage points; while the mining sector declined by 3.0% (compared to a 6.0% decrease in 2024), reducing the overall growth by 0.5 percentage points.

– The index of industrial production (IIP) for the first six months of 2025 increased in 62 provinces, excepting for Ba Ria-Vung Tau where IIP decreased by 2.6%

The consumption index for the entire manufacturing and processing sector in June 2025 increased by 0.6% compared to the previous month and rose by 10.1% compared to the same period last year. In the first half of 2025, the consumption index for the manufacturing and processing sector grew by 9.8% compared to the same period in 2024 (which saw a 10.8% increase).

The inventory index for the entire manufacturing and processing sector was estimated to have increased by 6.7% as of June 30, 2025, compared to the end of the previous month, and rose by 12.0% compared to the same period last year (which saw a 9.6% increase). The average inventory ratio for the manufacturing and processing sector in the first half of 2025 was 85.7%, compared to 76.9% in the same period of 2024.

– The number of employees working in industrial enterprises as of June 1, 2025, increased by 1.2% compared to the previous month and rose by 4.7% compared to the same period last year.

4. Enterprise activities

a) Enterprise registration status[6]

In June, the whole country had more than 24.4 thousand newly established enterprises, a month-on-month increase of 61.4% and a year-on-year increase of 60.5%; 14.4 thousand resumed enterprises, an increase of 79.5% and an increase of 91.1%; 6,433 enterprises registered for temporary suspension of operation for a specific period, up 8.6% and up 18.7%; nearly 10.1 thousand enterprises temporarily inactive and awaited dissolution procedures, an increase of 54.0% and an increase of 86.2%; 2,761 enterprises completed dissolution procedures, up 44.6% and up 59.6%, respectively.

Generally in the first six months of 2025, the whole country had more than 152.7 thousand newly-established enterprises and resumed ones, a year-on-year increase of 26.5%. On average there were nearly 25.5 thousand newly established and resumed enterprises per month. The number of enterprises withdrew from the market was 127.2 thousand ones, a year-on-year increaser of 15.5%. On average, nearly 21.2 thousand enterprises withdrew from the market per month.

b) Business trends of the enterprise

According to the survey results on business trends of enterprises in the processing and manufacturing industry in the second quarter of 2025 show that: 35.7% of enterprises assessed that the business production situation was better than in the first one. For the expected outcome of the third quarter, 37.3% of enterprises presented that the tendency would get better than in the second one.

5. Service activities

Gross retail sales of consumer goods and services at current prices in June 2025 was estimated at 570.2 trillion VND, going down by 0.2% over the previous month and rising by 8.3% over the same period last year; QII/2025, was estimated at VND 1,713.8 trillion, up 0.6% over the previous quarter and up 9.0% over the same period last year. Overall, in the first six months of 2025, the gross retail sales of consumer goods and services at current prices was estimated at 3,416.8 trillion VND, going up by 9.3% compared to the same period last year (the figure of the same period in 2024 was 8.9%), if excluding the price factor rising by 7.2% (the figure of the same period in 2024 was 6.0%).

Passenger carried in June 2025 was estimated at 520.3 million turns of passengers, a month-on-month decrease of 2.4% and turns of passengers was 26.4 billion passengers-kilometers, an increase of 5.5%; QII/2025 was estimated at 1,462.8 million turns of passengers, an increase of 2.4% compared to that in the same period last year and turns of passengers was 76.0 billion passengers-kilometers, an increase of 15.1%. Overall, in the first six months of 2025, passengers carried was estimated at 2,857.1 million turns of passengers, a year-on-year rise of 20.9% and passengers traffic reached 151.9 billion passengers-kilometers, a year-on-year growth of 13.5%.

Freight carried in June 2025 was estimated at 247.7 million tons of, a month-on-month increase of 2.2% and freight traffic reached 51.8 billion tons-kilometres, a month-on-month upturn of 2.4%; QII/2025 was estimated at 730.7 million tons, an increase of 14.4% compared to that in the same period last year and freight traffic was 150.6 billion passengers-kilometers, an increase of 16.2%. Overall, in the first six months of 2025, freight carried was estimated at 1,438.6 million tons, a year-on-year rise of 14.3% and freight traffic reached 291.3 billion tons.km of, a year-on-year increase of 13.4%.

Telecommunications revenue in the second quarter of 2025 was estimated at VND 94.5 trillion, up 5.4% over the same period last year. In the first six months of 2025, telecommunications revenue is estimated at VND189.4 trillion, up 5.3% over the same period last year (if excluding the price factor rising by 5.0%)

International visitors to Viet Nam in June 2025 reached 1.46 million, a month-on-month decrease of 4.3%, and a rise of 17.1% over the same period last year. In the first six months of 2025, international visitors to our country reached nearly 10.7 million arrivals, a year-on-year rise of 20.7%.

The number of Vietnamese people exiting the country in the second quarter of 2025 reached 1.379,5 thousand, down 2.3% over the same period last year. In the first six months of 2025, The number of Vietnamese people exiting the country reached 4,062.8 thousand, up 53.9% over the same period last year.

6. Banking, insurance, and security market activities

As of June 26, 2025, total liquidity increased by 7.09% compared to the end of 2024 (increased by 2.48% in the same period last year); capital mobilization from credit institutions increased by 6.11% (the corresponding figure in 2024 increased by 1.82%); credit growth of the economy reached 8.30% (the corresponding figure in 2024 increased by 4.85%).

The insurance market has grown steadily, with total premium revenue in the second quarter of 2025 estimated at 58.9 trillion VND, up 5.4% over the same period last year. In the first six months of 2025, total premium revenue was estimated at 114.8 trillion VND, a rise of 5.0%.

Since the beginning of the year, the average trading value in the stock market has reached 21,297 billion VND per session, up 1.4% compared to the average in 2024; the average trading value in the bond market has reached 14,050 billion VND per session, up 19.0%; the average trading volume in the derivatives market has reached 191,321 contracts per session, down 9.3%; covered warrant reached 48.4 million warrants per session, down 2.4% and the average trading value reached 42.4 billion VND  per session, up 1.0%.

7. Development investment

Total social investment capital in the second quarter of 2025 at current prices is estimated at 921.5 trillion VND, up 10.5% over the same period last year. It is estimated that in the first six months of 2025, total social investment capital at current prices is estimated at 1,591.9 trillion VND, up 9.8% over the same period last year.

Total foreign investment capital registered in Vietnam as of June 30, 2025, including: newly registered capital, adjusted registered capital and capital contribution and share purchase value of foreign investors, reached 21.52 billion USD, an increase of 32.6% over the same period last year.

Foreign direct investment realized in Vietnam in the first six months of 2025 is estimated at 11.72 billion USD, up 8.1% over the same period last year. This is the highest amount of foreign direct investment realized in six months in the past 5 years.

Vietnam’s overseas investment in the first six months of 2025 had 86 projects newly granted investment certificates with a total capital of 357.7 million USD from the Vietnamese side, 3 times higher than the same period last year; there were 18 projects with adjusted capital with an increase of 129.4 million USD, 7 times higher. In the first six months of the year, Vietnam’s total overseas investment capital (newly granted and adjusted capital) reached 487.1 million USD, 3.6 times higher than the same period last year.

8. State budget revenue and expenditure

Total state budget revenue in June 2025 was estimated at 176.6 trillion VND, the total state budget revenue accimulated in the first six months of 2025 reached 1,332.3 trillion VND, equaling 67.7% of the annual estimate and an increase of 28.3% over the same period last year

Total state budget expenditure in June 2025 was estimated at VND 282.6 trillion, the accumulated expenditure in the first six months of 2025 at VND 1,102.1 trillion, equaling 43.2% of the annual estimate and up 38.5% over the same period last year.

9. Export and import of goods and services[7]

a) Export and import of goods[8]

 – Export of goods: Export turnover of goods in June 2025 reached 39.49 billion USD, going down by 0.3% over the previous month and increased by 16.3% compared to the same period last year. In the second quarter of 2025, export turnover was estimated at 116.93 billion USD, up 18.0% over the same period last year and up 13.6% compared to the first quarter of 2025. Generally, export turnover of goods in the first six months of 2025 reached 219.83 billion USD, increased by 14.4% over the same period last year. Of which, the domestic economic sector was 58.28 billion USD, went up by 9.4%, accounted for 26.5% of the total export turnover; the FDI sector (including crude oil) attained 161.55 billion USD, increased by 16.4%, shared 73.5%.

+ Regarding the structure of exported goods in the first six months of 2025, the group of manufactured products reached 194.28 billion USD, accounting for 88.4%.

 – Import of goods: Import turnover of goods in June 2025 reached 36.66 billion USD, decreased by 6.1% over the previous month and increased by 20.2% compared to the same period last year. In the second quarter of 2025, import turnover was estimated at USD 112.52 billion, up 18.8% over the same period last year and up 12.9% compared to the first quarter of 2025. Generally, the import turnover of goods in the first six months of 2025 reached 212.2 billion USD, increased by 17.9% over the same period last year. Of which the domestic economic sector reached 72.82 billion USD, went up by 10.4%; the FDI sector gained 139.38 billion USD, rose by 22.3%.

+ Regarding the structure of imported goods in the first six months of 2025, the group of capital goods reached 198.92 billion USD, accounted for 93.7%.

– Regarding the export and import market of goods in the first six months of 2025, the United States was the Viet Nam’s largest export market with a turnover of 70.91 billion USD. China remained the largest import market of Viet Nam with a turnover of 84.7 billion USD.

According to preliminary data, the trade surplus in June was 2.83 billion USD. Generally, in the first six months of 2025, the trade balance of goods had a trade surplus of 7.63 billion USD (the trade surplus in the same period last year was 12.15 billion USD). Of which, the domestic economic sector had a trade deficit of 14.54 billion USD; the FDI sector (including crude oil) had a trade surplus of 22.17 billion USD.

b) Export and import of services

In the second quarter of 2025, export turnover of services reached 7.15 billion USD, increased by 19.7% over the same period last year and down 6.3% over previous quarter; import turnover of services reached 10.28 billion USD, went up by 19.6% and up 11.6%.

In the first six months of 2025, export turnover of services was estimated at 14.79 billion USD, went up by 21.2% over the same period last year, of which travel service gained 7.62 billion USD (accounting for 51.5% of the total turnover), up 24.7%; transportation service reached 4.35 billion USD (accounting for 29.4%), increased by 31.0%.

Import turnover of service in th first six months this year was estimated at 19.5 billion USD (of which transportation and insurance service fees for imported goods are 6.72 billion USD), up 18.8% over the same period last year, of which transportation service gained 8.0 billion USD (accounting for 40.8% of the total turnover), increased by 18.5%; travel service reached 7.3 billion USD (accounting for 37.4%), increased by 31.5%.

The trade deficit of services in the first six months of 2025 was 4.71 billion USD.

10. Price index

a) Consumer price index, gold price index and US dollar price index

– Consumer price index (CPI) in June 2025 increased by 0.48% compared to the month; increased by 2.02% compared to December 2024; increased by 3.57% compared to the same period last year. Average CPI in the second quarter of 2025 increased by 3.31% compared to the second quarter of 2024. Average CPI in the first six months of 2025 increased by 3.27% compared to the same period last year; core inflation increased by 3.16%.

– Gold price index in June 2025 decreased by 1.27% compared to May 2025; increased by 48.01% compared to the same period last year; increased by 33.54% compared to December 2024; the average in the second quarter of 2025 increased by 43.62% compared to the same period last year; the average in the first six months of 2025 increased by 37.4%.

– The US dollar price index in June 2025 increased by 0.32% compared to the previous month; increased by 3.06% compared to the same period last year; increased by 2.92% compared to December 2024; the average in the second quarter of 2025 increased by 2.98%; the average in the first six months of 2025 increased by 3.3%.

b) Producer price index

The producer price index; the input producer price for production index and the merchandise import and export price index in the second quarter and the first six months of 2025 increased compared to the same period last year; the merchandise import price index decreased following the world market. The producer price index of agriculture, forestry and fishery in the first six months of 2025 increased by 6.47% compared to the same period last year; the producer price index for industry increased by 1.95%; the producer price index for services increased by 4.93%; the input producer price for production index increased by 3.84%; the merchandise export price index increased by 3.68%; the merchandise import price index decreased by 1.57%.

11. Some social situations

a) Labor and employment

The labor force aged 15 and over nationwide in the second quarter of 2025 is estimated at 53.1 million persons, an increase of 169.8 thousand persons compared to the previous quarter and an increase of 553.2 thousand persons compared to the same period last year. In the first six months of 2025, the labor force aged 15 and over was 53.0 million persons, an increase of 542.6 thousand persons compared to the same period last year.

The proportion of trained workers with diplomas/certificates in the first six months of 2025 was 29.0%, an increase of 1.0 percentage points over the same period last year, showing that the quality of the labor force is gradually improving.

The number of employed persons in the second quarter of 2025 is estimated at 52.0 million, an increase of 138.6 thousand persons over the previous quarter and an increase of 544.1 thousand persons over the same period last year. In the first six months of 2025, the number of employed workers was 51.9 million, an increase of 538.1 thousand persons over the same period last year.

The underemployment rate of working age in the second quarter of 2025 was 1.73%, up 0.01 percentage points from the previous quarter and down 0.33 percentage points from the same period last year. In the first six months of 2025, the underemployment rate of working age was 1.72%, down 0.33 percentage points from the same period last year; of which the underemployment rate in urban areas was 1.23%; the underemployment rate in rural areas was 2.05%.

The average income of workers in the second quarter of 2025 is 8.2 million VND/month, a decrease of 58 thousand VND compared to the first quarter of 2025 and an increase of 800 thousand VND compared to the same period in 2024. In the first six months of 2025, the average income of workers is 8.3 million VND/month, an increase of 10.1%, equivalent to an increase of 760 thousand VND compared to the same period last year.

          The unemployment rate among working-age people in the second quarter of 2025 was 2.24%, of which the urban area was 2.49%; the rural area was 2.08%. The unemployment rate among working-age people in the first six months of 2025 was 2.22%, down 0.05 percentage points over the same period last year, of which the urban area was 2.44%; the rural area was 2.08%.

b) People’s life and social security

According to preliminary results of the monthly Labor Force survey, the rate of households with income in June remained unchanged and increased compared to the same period last year by 96.6%. Social security work is always implemented promptly and effectively by all levels and sectors. According to local reports, in the first six months of this year (up to June 25, 2025), central and local leaders, departments, branches, organizations, and philanthropists have also organized visits, encouraged, and presented gifts to many social protection beneficiaries according to Decree No. 20/2021/ND-CP dated March 15, 2021, with a total value of 16.8 trillion VND; poor households, near-poor households, households in difficult circumstances, and social policy households with a total value of 3.2 trillion VND; people with meritorious services and relatives of people with meritorious services to the revolution with a total value of more than 20.6 trillion VND; and unexpected and unusual support arising locally with a total value of 507.7 billion VND. In addition, social insurance has issued more than 27.1 million health insurance cards/books/free medical examination and treatment cards to beneficiaries.

In the first six months of this year, the Government, ministries, branches and localities have supported people with more than 10,300 tons of rice. According to the report dated June 19, 2025 of the Ministry of Ethnic Minorities and Religions, the results of the emulation movement “Joining hands to eliminate temporary and dilapidated houses nationwide in 2025” have supported 262,843 houses.

c) Cultural and sports

In the second quarter of 2025, a series of activities took place to celebrate the 50th anniversary of the Liberation of the South and National Reunification Day (April 30, 1975 – April 30, 2025); the 135th anniversary of President Ho Chi Minh’s birthday; and the 100th anniversary of Vietnam Revolutionary Press Day (June 21, 1925 – June 21, 2025).

In terms of high-performance sports, the Vietnamese Canoe team ranked 3rd overall at the 2025 Asian Canoe Championship; Vietnam took the lead at the 2025 Asian Muay Championship; the 2025 National Youth Vovinam Championship took place in Binh Thuan; the 26th National Youth Traditional Martial Arts Championship took place in Thanh Hoa; the National Youth Archery Championship took place in Vung Tau City; the 2025 National 7-a-side Football Championship in the Central Highlands region…

d) Traffic accidents

In the first six months of this year, there were 8,999 traffic accidents nationwide, killing 5,024 people and injuring 6,087. On average, there were 49 traffic accidents per day in the first six months of this year, killing 27 people and injuring 33 people.

e) Damage caused by natural disasters

In the first six months of this year, natural disasters left 74 people dead and missing, 51 people injured; 57.2 thousand hectares of rice and 11.6 thousand hectares of crops damaged; 5.5 thousand houses collapsed, swept away and damaged. The total value of property damage caused by natural disasters in the first six months of this year is estimated at VND 2,003.8 billion, nearly 1.2 times higher than the same period in 2024.

f) Environmental protection and fire and explosion prevention

In the first six months of this year, authorities detected 8,273 environmental violations, of which 7,416 were handled with a total fine of VND115.5 billion, down 26.4% over the same period last year; 1,723 fires and explosions occurred, killing 48 people and injuring 75 others, with estimated damage of nearly VND252 billion, up 96.9% over the same period last year.
