1. Agriculture, forestry, and fishing

a) Agriculture

– Winter-Spring rice: In 2025, the national cultivated area reached 1,521.3 thousand hectares, a year-on-year decrease of 9.9 thousand hectares, of which the Northern localities reached 980.8 thousand hectares, a decline of 17.2 thousand hectares; the Southern localities reached 540.5 thousand hectares, a rise of 7.3 thousand hectares. As of October 20, 2025, the whole country harvested 865.5 thousand hectares of winter-spring rice, equaling to 91.7% of the same period last year and making up 56.9% of the cultivated area, of which the northern localities reached 598.0 thousand hectares, equaling to 87.2% and making up 61.0%; the southern localities reached 267.5 thousand hectares, equaling to 103.7% and making up 49.5%.

– Autumn-Winter rice: As of October 20, 2025, localities sown 699.2 thousand hectares of autumn-winter rice, equaling to 97.6% of the same period last year.

– Annual crops: The area of some primary annual crops witnessed a year-on-year fall due to the impact of storms and post-storm circulation causing heavy rain, flooding, and washing away, affecting the planting progress.

– Livestock: Poultry farming showed a stable growth, pig farming witnessed a recovery; buffalo and cattle farming experienced a downtrend, mainly due to the narrowing of natural grazing areas, high input costs, high input costs, long maturation periods, and low profits.

b) Forestry

The area of newly concentrated planted forest in October was estimated at 31.8 thousand hectares nationwide, a year-on-year decline of 2.9%; the number of scattered forest trees reached 4.6 million trees, a fall of 3.9%; wood production reached 2,432.3 thousand m3, a year-on-year decrease of 1.1%, due to the impact of storm No. 3 causing an increase in wood production; the damaged forest area was 41.6 hectares, a decline of 3.5%. In the ten months of 2025, the area of newly planted concentrated forests was estimated at 253.1 thousand hectares, a year-on-year growth of 8.8%; the number of scattered forestry trees reached 74.7 million trees, a rise of 1.3%; wood production reached 20,465.3 thousand m3, an increase of 7.8%; the damaged forest area was 1,040.8 hectares, a fall of 30.9%.

c) Fishing

Capture fisheries and aquaculture production in October was estimated at 895.3 thousand tons, a year-on-year increase of 2.8%. Generally, for the 10 months of 2025, the total capture fisheries and aquaculture production was estimated at 8,157.1 thousand tons, a year-on-year growth of 3.1%, of which: aquaculture production was estimated at 4,879.6 thousand tons, rising by 5.1%; capture fisheries production was estimated at 3,277.5 thousand tons, increasing by 0.4%.

2. Industrial production

– Industrial production in October continuously sustained its upward trajectory. The Index of Industrial Production (IIP) in October was estimated to increase by 2.4% month-on-month and 10.8% year-on-year. Generally, for the 10 months of 2025, the IIP increased by 9.2% over that in the same period last year (the corresponding figure in 2024 was 8.3%)

– Generally, for the 10 months of 2025, the IIP increased over that in the same period last year in all 34 provinces and municipalities.

– The number of employees working in industrial enterprises as of October 1, 2025 a month-on-month increase of 0.8% and a year-on-year rise of 3.6%.                                                                             

3. Business registration status

– In October, the whole country had nearly 18 thousand newly registered enterprises, a month-on-month increase of 6.8% and a year-on-year growth of 26.5%. In addition, there were 11,6 thousand resumed operation enterprises in the whole country, a month-on-month increase of 7.9% and a year-on-year increase of 33.9%; there were 6,065 enterprises registered to temporarily suspending for a definite time, a month-on-month uptrend of 32.9% and a year-on-year growth of 11.2%; 6,771 enterprises ceased and awaited for dissolution procedures, a month-on-month up of 9.9% and a year-on-year increase of 24.8%; 4,536 enterprises completed procedures for dissolution, a month-on-month increase of 8.5% and a year-on-year growth of 128.3%.

– In the 10 months of 2025, the whole country had 255.9 thousand newly registered and resumed enterprises, a year-on-year increase of 26.5%; on average, there were 25.6 thousand newly registered and resumed enterprises per month. The number of enterprises withdrew from the market was 190.6 thousand enterprises, a year-on-year increase of 10.1%; on average, 19.1 thousand enterprises withdrew from the market per month. The total registered capital added to the economy in the 10 months of 2025 was 5.2 quadrillion VND, a year-on-year increase of 98.2%; of which, the additional registered capital of active enterprises reached nearly 3.6 quadrillion VND, an increase of 175.6%.

4. Investment

– The disbursement of the State budget investment in October was estimated at 91.0 trillion VND, a year-on-year increase of 29.1%. In the ten months of 2025, the total disbursement of the State budget investment was estimated at 640.2 trillion VND, gaining 63.1% of the annual plan and increasing by 27.8% over that in the same period last year (the same rates in 2024 were 64.1% and up 2.8%, respectively).

– Total inward foreign investment in Viet Nam as of October 31, 2025, including: newly registered capital, adjusting registered capital and capital contribution and purchasing shares by foreign investors reached 31.52 billion USD, year-on-year increase of 15.6%.

– The disbursed FDI realized in Viet Nam in the ten months of 2025 was estimated at 21.3 billion USD, a year-on-year of 8.8%.

– Viet Nam’s outward investment in the ten months of 2025 witnessed 148 projects granted with new investment certificates with a total capital of 742.8 million USD, an increase of 72.8% over that in the same period last year; 28 turns of projects adjusted their capital with an addition of 358.2 million USD, 8.3 times higher than that in the same period last year. Generally, the total Viet Nam’s outward FDI (newly granted and adjusted capital) reached 1.1 billion USD, 2.3 times higher than that in the same period last year.

5. State budget revenue and expenditure

Domestic revenue in October 2025 was estimated at 231.2 trillion VND. The accrued revenue in the 10 months of 2025 reached nearly 2,182.7 trillion VND, reaching 111.0% of the annual estimate and an increase of 30.8% over the same period last year.

Total state budget expenditure in October 2025 was estimated at 199.1 trillion VND. The accrued expenditure in 10 months of 2025 was 1.835,7 trillion VND, reaching 71.2% of the annual estimate and an increase of 32.1% over the same period last year.

6. Trade, prices, transport and tourism

a) Retail sales of consumer goods and services

The gross retail sales of consumer goods and services at current prices in October were estimated at 598.4 trillion VND, increasing by 0.2% over the previous month and by 7.2% compared to the same period last year. Generally, for the ten months of 2025, the gross retail sales of consumer goods and services at current prices were estimated at 5,772.9 trillion VND, a year-on-year increase of 9.3% (the corresponding increase in 2024 was 8.8%). Excluding the price factor, the growth rate was 7.0% (compared to 4.8% in the same period of 2024).

b) Export and import of goods [1]

In October, the total export and import turnover of goods[2] was estimated at 81.49 billion USD, decreasing by 1.2% compared to the previous month but increasing by 17.2% over the same period last year. Generally, for the ten months of 2025, the total export and import turnover of goods reached 762.44 billion USD, an increase of 17.4% compared to the same period last year, of which exports rose by 16.2% and imports increased by 18.6%. The trade balance of goods recorded a surplus of 19.56 billion USD.

– Export of goods

+ The export turnover of goods in October was estimated at 42.05 billion USD, decreasing by 1.5% month-on-month and increasing by 17.5% year-on-year. For the ten months of 2025, the export turnover of goods was estimated at 391.0 billion USD, an increase of 16.2% over that in the same period last year. Of which, the domestic economic sector reached 94.17 billion USD, remaining unchanged from the previous month and accounting for 24.1% of the total exports; while the FDI sector (including crude oil) reached 296.83 billion USD, increasing by 22.5%, accounting for 75.9%.

+ Regarding the structure of exported commodities in the ten months of 2025, the group of manufactured products was estimated at 346.73 billion USD, accounting for 88.7%.

Import of goods

+ The import turnover of goods in October 2025 was estimated at 39.45 billion USD, decreasing by 1.0% compared to the previous month and increasing by 16.8% over that in the same period last year. Generally, for the ten months of 2025, the import turnover of goods was estimated at 371.44 billion USD, an increase of 18.6% over that in the same period last year. Of which, the domestic economic sector reached 117.0 billion USD, went up 2.8%, while the FDI sector amounted to 254.44 billion USD, rose by 27.6%.

+ Regarding the structure of imported commodities in ten months of 2025, the group of capital goods was estimated at 348.23 billion USD, accounting for 93.8%.

Regarding the export and import markets in the ten months of 2025, the United States remained Viet Nam’s largest export market with an export value of 126.2 billion USD. China was the largest import market with an import value of 150.9 billion USD.

According to preliminary data, the trade balance of goods in October recorded a surplus of 2.6 billion USD. Overall, for the ten months of 2025, the trade balance of goods showed a surplus of 19.56 billion USD (compared to a surplus of 23.18 billion USD in the same period last year). Of which, the domestic economic sector recorded a trade deficit of 22.83 billion USD, while the FDI sector (including crude oil) posted a trade surplus of 42.39 billion USD.

c) Consumer price index, gold and US dollar index

– The Consumer Price Index (CPI) in October increased by 0.20% compared to that in the previous month, saw an increase of 2.82% compared to that in December 2024; a year-on-year soar of 3.25%. The average CPI in ten months of 2025 possessed a year-on-year jump of 3.27%; core inflation saw an expansion of 3.20%.

– The gold price index in October witnessed a month-on-month increase of 12.53%; a surge of 63.64% compared to that in December 2024; the average domestic gold price index in ten months of 2025 possessed a year-on-year soar of 44.02%.

– The domestic US dollar price index in October experienced a month-on-month decrease of 0.34%; a year-on-year rise of 5.54%; a soar of 3.62% compared to that in December 2024; the average US dollar price index in the ten months of 2025 witnessed a year-on-year upturn of 3.98%..

d) Passengers and cargo transport

Passengers carried in October were estimated at 565.7 million turns of passengers, a month-on-month increase of 0.8% and passenger traffic was estimated at 26.6 billion passengers-kilometers, a growth of 1.2%. Generally, for the ten months of 2025, passengers carried were estimated at 5,079.8 million turns of passengers, a year-on-year rise of 22.7% and passenger traffic reached 259.9 billion passengers-kilometers, a year-on-year growth of 14.4%.

Freight carried in October was estimated at 273.5 million tons, a month-on-month increase of 1.4% and freight traffic reached 54.5 billion tons-kilometers, a month-on-month upturn of 2.6%. Overall, in the ten months of 2025, freight carried was estimated at 2,501.6 million tons, a year-on-year rise of 15.1% and freight traffic reached 506.5 billion tons-kilometers, a year-on-year increase of 14.1%.

đ) International visitors to Viet Nam

More and more international visitors came to Viet Nam thanks to favorable visa policies, enhanced tourism advocacy and promotion programs, together with charming celebration activities of great national holidays and the signing ceremony of the United Nations Convention against Cybercrime held in Hanoi on October 25-26, 2025. In October, the number of international visitors to Viet Nam reached 1.73 million, a month-on-month increase of 13.8% and a year-on-year rise of 22.1%. Generally, for ten months of 2025, the international visitors to Viet Nam reached nearly 17.2 million, a year-on-year increase of 21.5%.

7. Social situation

According to preliminary results from the Labor Force Survey, 96.1% households reported that their income in October remained unchanged or increased compared to the same period last year; 3.9% households said that their income reduced.

Social security work was always implemented promptly and effectively by all levels and sectors. In October, as of October 30, 2025, the Government released 1,003.9 tons of rice to support persons in overcoming the consequences of natural disasters and floods. Cumulatively from the beginning of the year to October 30, 2025, the Government supported people with approximately 12.3 thousand tons of rice, particularly: 6.0 thousand tons of rice for hunger relief during the Lunar New Year for 402.6 thousand persons; 4.3 thousand tons of rice for hunger relief during the 2025 pre-harvest season for 284.5 thousand persons; and nearly 2.0 thousand tons of rice to overcome the consequences of natural disasters and floods for 115.3 thousand persons.

In the ten months of 2025, the country had 114.6 thousand cases of rash fever suspected of measles (11 deaths); 110.5 thousand cases of dengue fever (23 deaths); 58.5 thousand cases of hand, foot and mouth disease; 306 cases of viral encephalitis (01 death); 84 cases of meningococcal meningitis (01 death); 62 deaths of rabies.

In October, several notable cultural and sports events took place, including the First World Cultural Festival in Hanoi held from 10–12 October, and the First Autumn Fair 2025 taking place from 25 October to 4 November. In the field of sports, major events included the Asian Youth Games 2025, The 2025 National Table Tennis Tournament for Excellent Players, the Southeast Asian Shooting Championship, and the 2025 Asian Rowing Championship, among others, achieving remarkable results. These activities created a dynamic atmosphere and served as opportunities for cultural and sports exchange.

In the ten months of 2025, there were 15,251 cases of traffic accident nationwide, resulting in 8,515 deaths and 10,204 injuries. Compared to the figures of the same period last year, the number of traffic accident cases, deaths, and injuries decreased by 22.7%, 7.2%, and 30.2%, respectively. On average, in ten months of 2025, there were 50 traffic accidents, causing 28 deaths and 34 injuries a day.

In October, damage caused by natural disasters was attributed to rain-induced floods and inundations. In the ten months of this year, natural disasters caused 279 people died and missing, 363 others injured; damaged 314.4 thousand hectares of rice and 76.7 thousand hectares of other crops; killed nearly 5 million heads of livestock and poultry; collapsed, swept away and damaged 323.9 thousand houses. The total value of property damage was estimated at 59,245.9 billion VND, a year-on-year decrease of 28.6%.

In October (from September 15 to October 14, 2025), 212 cases of fire and explosion occurred nationwide, causing 14 deaths and 10 injuries with an estimated loss of 49.6 billion VND, experiencing a month-on-month increase of 84.2% and a year-on-year decrease of 67.1%. In the ten months of this year, there were 2,682 cases of fire and explosion nationwide, causing 97 deaths and 107 injuries with an estimated loss of 288.5 billion VND, a year-on-year reduction of 25.4%./.
