1. Agriculture, forestry, and fishery

Agricultural production in the month focuses mainly on planting and taking care of winter rice; harvesting rice and others in the summer-autumn crop and at the same time sowing rice for the7 autumn-winter crop. Livestock development was stable. Forestry production took place relatively smoothly, logging was actively deployed. Aquaculture fishery showed signs of slowing down; marine fishing faces many difficulties due to unfavorable weather conditions for offshore fishing.

a) Agriculture

Winter rice

As of August 15, the whole country cultivated 1,411.3 thousand hectares of winter rice, equaling 100.6% of the same period last year. In which, the northern provinces reached 1,023.3 thousand hectares, equaling 98.6% of the same period last year due to the impact of La-Nina phenomenon, cooler weather prolongs the growth time of spring rice so affects the sowing progress of winter rice. The southern provinces reached 388 thousand hectares, equaling 106.2 percent, mainly because the Mekong River Delta was not affected by saline intrusion as in the previous year. Some localities have had rapid progress in planting winter rice compared to the same period last year, such as: Ca Mau reached 139.2%; Kien Giang reached 115.2%; Bac Lieu reached 105.3%. Currently, early rice is in the bud, flowering stage; the main rice is in the stage of buddy which is developing well.

Summer-autumn rice

The planted area of summer-autumn crop in 2022 was estimated at 1,917.2 thousand hectares, down 1.9% compared to the previous year’s summer-autumn crop mainly due to the conversion of inefficient, low-yielding rice land to fruit trees. , grass cultivation, or aquaculture for higher economic efficiency. As of mid-August, the whole country harvested 1,112.7 thousand hectares of summer-autumn rice, accounting for 58% of the cultivated area and equaling 108.6% last year, mainly in the Mekong Delta, with 931.5 thousand hectares, accounting for 63.1% and equaling 110.2%. Summer-autumn rice yield was estimated at 57 quintals/ha, down 0.1 quintal/ha compared to last year’s summer-autumn crop mainly due to high input costs, so farmers’ limited investment; output was estimated at 10.92 million tons, down 219.2 thousand tons compared to the summer-autumn crop in 2021.

Autumn-winter rice

By mid-August, the Mekong Delta region had sown 374 thousand hectares of autumn-winter rice, equaling 96.7% of the same period last year, because localities actively sowed more slowly to avoid pests and ensure irrigation resources water. Currently, autumn-winter rice is growing and developing well. In addition to directing localities to provide conditions for well-organized production, the Agriculture sector encourages farmers to produce high-quality rice for greater efficiency. The rice variety suggested was fragrant rice, accounting for 30% of the variety structure (Jasmine 85, ST, Nang Hoa 9, VD20, Dai Thom 8…); major rice varieties for the export account for 50% – 60% (OM5451, OM6976, OM18, OM 7347, OM4900…); limit the sowing of sticky rice and the group of rice varieties of medium quality.

Annual crops

Along with planting rice, localities across the country are planting other crops. The planted area of all kinds of crops decreased compared to the same period last year, especially soybean and sweet potato. The area planted for sweet potatoes decreased significantly in the Mekong Delta due to unstable selling prices and high fertilizer costs, leading to low economic efficiency, so farmers switched to growing fruit and vegetables, and beans.

Livestock

Livestock in August developed stably, epidemics were well controlled. Live pork price in the month fluctuated in the range of 62,000-71,000 VND/kg, unchanged from the previous month. Currently, farmers have begun to focus on re-herding, creating a supply of meat for the market in the last months of the year and the upcoming holidays. In order to stabilize the domestic pork production and consumption market, it was necessary to implement drastic and simultaneous measures and policies against speculation and price manipulation, ensuring the interests of farmers and consumers.

As of August 22, 2022, the whole country has no longer foot-and-mouth disease; avian flu was still in Nam Dinh, Thai Binh, and Ha Tinh; LSD was still in Quang Ngai, Dak Lak, Gia Lai, and African swine fever were reported in 15 localities for less than 21 days.

b) Forestry

In August, the weather is relatively favorable for afforestation activities across the country. The area of ​​newly concentrated planted forests in the month was estimated at 22 thousand hectares, up 5.3% over the same period last year; the number of scattered forest trees reached 5.1 million trees, up 1%; firewood production was estimated at 1.5 million steres, equal to the same period last year; timber production reached 1,756.6 thousand m3, an increase of 5.5%. Some localities have high timber production in the month compared to the same period last year, such as Quang Ngai reached 234.7 thousand m3, up 7.3%; Nghe An reached 125.9 thousand m3, up 9%; Quang Tri reached 89.7 thousand m3, an increase of 14%.

In the 8 months of 2022, the area of ​​newly concentrated planted forest was estimated at 156.9 thousand ha, up 4.8% over the same period last year; the number of scattered forest trees was estimated at 58.8 million trees, up 4.7%; timber production was estimated at 11,921.7 thousand m3, up 5.8%; firewood production was estimated at 12.6 million steres, up 0.4%.

In August[1], the damaged forest area was 76.6 hectares, down 87.7% over the same period last year, in which mainly the forest was destroyed with 76.4 hectares, up 14.5%. In the 8 months of 2022, the damaged forest area was 781.7 hectares, down 63.3% over the same period last year, including the burned forest area was 24.5 hectares, down 98.2%; the destroyed forest area was 757.2 ha, down 0.9%.

c) Fishery

Fishery output in August was estimated at 794.5 thousand tons, up 2.7% over the same period last year, including fish reached 567.6 thousand tons, up 2.2%; shrimp reached 118.2 thousand tons, up 6.3%; other aquatic products reached 108.7 thousand tons, up 1.8%.

It was estimated that in the month, aquaculture output reached 441.6 thousand tons, up 5.9% over the same period last year, including fish reached 286.3 thousand tons, up 5.6%; shrimp reached 105.7 thousand tons, up 7.2%.

Raw pangasius prices in the Mekong Delta provinces increased compared to the previous month[2]. Pangasius production was estimated at 122.7 thousand tons, up 6.7% over the same period last year. However, pangasius exports slowed down due to fluctuations in the world market. Farmed shrimp is in the harvest period, the price of farmed shrimp is high and maintained at a stable level, so farmers are profitable. The application of high technology in white leg shrimp farming still brings high economic efficiency. White leg shrimp production was estimated at 73.7 thousand tons, up 9.2% over the same period last year; black tiger shrimp production was estimated at 28.1 thousand tons, up 2.6%.

The caught fishery output in August 2022 was estimated at 352.9 thousand tons, down 1% over the same period last year due to the decrease in fuel prices in the month, but still at a high level, along with the weather situation on fishing grounds unfavorably affected by storms and tropical depressions, fishermen limit going out to sea or letting their ships lie ashore. Fish production reached 281.3 thousand tons, down 1.1%; shrimp reached 12.5 thousand tons, down 0.8%; other aquatic products reached 59.1 thousand tons, down 0.8%. Marine fishing output in August was estimated at 333.1 thousand tons, down 1.1% over the same period last year.

Generally, for the 8 months of 2022, fishery output was estimated at 5,797.6 thousand tons, up 2.4% over the same period last year, of which: Aquaculture output reached 3,172.2 thousand tons, up 7%; caught fishery reached 2,625.4 thousand tons, down 2.6% (marine fishing output reached 2,506.1 thousand tons, down 2.7%).

2. Industrial production

Industrial production in August continued the trend of rapid recovery, estimated to increase by 2.9% over the previous month and by 15.6% over the same period last year as businesses tried to expand production to offset the period of 2 years being affected by the Covid-19 pandemic. In the 8 months of 2022, the production index of the whole industry was estimated to increase by 9.4% over the same period last year[3].

The index of industrial production (IIP) in August was estimated to increase by 2.9% over the previous month[4] and up 15.6% over the same period last year. Of which, compared to the same period last year, manufacturing increased by 16.2%; Electricity, gas, steam, and air conditioning supply increased by 14.8%; Water supply; sewerage, waste management, and remediation activities increased by 11%; Mining industry increased by 10.2%.

The 8-month 2022 IIP was estimated to increase by 9.4% over the same period last year (in the same period last year increased by 5.5%). Of which, manufacturing increased by 10.4% (in the same period in 2021 increased by 7%), contributing 8.1 percentage points to the overall growth; electricity production and distribution increased by 6.8%, contributing 0.6 percentage points; Water supply; sewerage, waste management, and remediation activities increased by 5.8%, contributing 0.1 percentage points; the mining industry increased by 4.2%, contributing 0.6 percentage points to the overall increase.

The 2-digit industry production index of 8 months in 2022 increased sharply compared to the same period last year: Manufacture of beverages (26.8%); Manufacture of wearing apparel (22.5%); Manufacture of leather and related products (18.5%); manufacture of electrical equipment and Manufacture of pharmaceuticals, medicinal chemical and botanical products (both by 17.4%); Manufacture of machinery and equipment n.e.c (14.3%); Manufacture of wood and of products of wood and cork (14.2%); Manufacture of computer, electronic and optical products (11.3%); production of prefabricated metal products (except for machinery and equipment) (10.4%). In the opposite direction, the IIP index of some industries decreased: manufacture of rubber and plastic products (- 6.3%); Manufacture of basic metals (-0.8%); Extraction of crude petroleum and natural gas (-0.7%).

The 8-month 2022 IIP compared with the same period last year increased in 61 localities and decreased in 02 localities across the country. Some localities with the IIP index achieved a relatively high increase due to manufacturing; electricity production and distribution increased[5]. In the opposite direction, some localities have decreased or low IIP index when production and business activities are still facing many difficulties due to the impact of the Covid-19 pandemic, the manufacturing industries have not regained their momentum as before the pandemic; Mining industry and electricity production and distribution industry increase or decrease[6].

Some key industrial products in the 8 months of 2022, increased sharply compared to the same period last year: Beer (31.2%); Processed fishery products (20.7%); phone accessories (19.6%); automobiles (13.9%); clothes (12.7%); leather footwears (12.5%); tobacco (9.6%). In the opposite direction, a number of products decreased compared to the same period last year: Crude steel, iron (-12.3%); television (-10.7%); N.P.K mixed fertilizer (-6%); Textile fabric from polyester or artificial yarn (-5.8%); mobile phones (-5.4%); aquatic feed (-4.9%); Liquidized gas (LPG) (- 2.4%); Extracted crude oil (-1%); natural gas (-0.5%).

The number of employees working in industrial enterprises as of August 1st, 2022 increased by 0.6% over the same period last month and 23.2% over the same period last year. Of which, Labor in State-owned enterprises remained unchanged and decreased by 6.1%; non-state enterprises increased by 0.7% and 20.1%; foreign-invested enterprises increased by 1.5% and 27.1%. By industry, the number of employees working in mining enterprises remained unchanged from the same period last month and increased by 2.7% over the same period last year; manufacturing increased by 0.7% and 25.1%; Electricity, gas, steam, and air conditioning supply remained unchanged and increased by 1.9%; Water supply; sewerage, waste management, and remediation activities increased by 0.1% and up 4.6%.

3. Enterprise registration status [7]

Although the number of newly registered businesses in the month decreased compared to the previous month because August coincided with the seventh lunar month, people had a limited mentality to start a business. However, in the 8 months of 2022, the total number of newly registered enterprises returning to operation reached nearly 149.5 thousand enterprises, up 31.1% over the same period last year, of which the number of newly established enterprises increased by 24.2%, and the number of enterprises returning to operation increased by 48.3%.

In August, the whole country had 11.9 thousand newly established enterprises with registered capital were 130.2 trillion VND and a total number of registered employees of 75.2 thousand employees, a decrease of 9.5% in the number of enterprises, an increase of 5.1% in registered capital and a decrease of 29.1% in the number of employees compared to July 2022. Compared to the same period last year, an increase of 106.9% in the number of enterprises, an increase of 91.6% in registered capital, and an increase of 73.3% in the number of employees. The average registered capital of a newly established enterprise in the month reached 10.9 billion VND, an increase of 16.1% compared to the previous month and a decrease of 7.4% over the same period last year. In addition, the country also had nearly 6.5 thousand enterprises re-operated, up 177.8% compared to the previous month and up 67.1% compared to the same period in 2021.

In the 8 months of 2022, the country had 101.3 thousand newly registered enterprises with a total registered capital of nearly 1,136.3 trillion VND and the total number of registered employees was 696.2 thousand employees, an increase of 24.2% in the number of enterprises, an increase of 0.3% in registered capital and an increase of 16.2% in the number of employees compared to the same period last year. The average registered capital of a newly established enterprise in the 8 months of 2022 reached 11.2 billion VND, down 19.3% compared to the same period in 2021. If including 2,502.1 trillion VND of the additionally registered capital of 35.1 thousand passengers’ enterprises that recorded an upward adjustment of capital, the total additional registered capital in the economy in the 8 months of 2022 was 3,638.4 trillion VND, an increase of 36.1% compared to the same period last year. In addition, nearly 48.1 thousand re-operated enterprises (up 48.3% compared to the same period in 2021), bringing the total number of newly established enterprises and re-operated enterprises in the 8 months of 2022 to 149.5 thousand enterprises, up 31.1% compared to the same period last year. The average every month had 18.7 thousand newly established and re-operated enterprises.

By economic sector in 8 months, there were 1,388 newly established enterprises in the agricultural, forestry, and fishery sectors, as the same period last year; nearly 25.3 thousand enterprises in the industrial and construction sectors, an increase of 14.2%; 74.7 thousand enterprises in the service sector, an increase of 28.6%.

Also in August, 3,756 enterprises ceased for a certain time, down 28.9% compared to the previous month and up 20.5% over the same period in 2021; 4,453 enterprises temporarily ceased and awaited dissolution procedures, an increase of 0.8% and an increase of 77.3%; 1,953 enterprises completed dissolution procedures, up 10.5% and 140.5%.

In the 8 months of 2022, there were 59.6 thousand enterprises temporarily ceased for a certain time, an increase of 38.1% compared to the same period last year; 32.4 thousand enterprises temporarily ceased and awaited dissolution procedures, an increase of 7.5%; 12.3 thousand enterprises completed dissolution procedures, down 0.9%. On average, 13 thousand enterprises withdraw from the market each month. 

4. Investment

Investment capital from the State budget in August focused on deploying, implementing, and disbursing the efforts of ministries, branches, and localities in the context that the Covid-19 epidemic is well controlled, production and business activities are strong recovery. Generally, in the first eight months of 2022, investment capital realized from the State budget is estimated at 51% of the plan, up 16.9% over the same period last year. Realized foreign direct investment in Vietnam in the first eight months of 2022 was estimated at 12.8 billion USD, up 10.5% over the same period last year.

Realized investment capital from the State budget in August was estimated at 48.3 trillion VND, up 51.4% over the same period last year, including Centrally managed capital of 8.9 trillion VND, up 36.8%; local capital under management is 39.4 trillion VND, up 55.2%. In the 8 months of 2022, investment capital realized from the State budget was estimated at 285.4 trillion VND, equaling 51% of the year plan and increasing by 16.9% over the same period last year (the same period last year was 48.6% and down 0.7%). Specifically:

– Realized investment capital under central management was estimated at 50.4 trillion VND, equaling 47.7% of the year plan and increasing by 18.1% over the same period last year.

– Realized investment capital under local management was estimated at 235 trillion VND, equaling 51.8% of the year plan and increasing by 16.6% over the same period last year, of which:

Provincial state budget capital reached 154.4 trillion VND, equaling 49.2% and increasing 13.3% over the same period in 2021;

State budget capital at the district level reached 69.3 trillion VND, equaling 56.4% and increasing by 26.1%;

State budget capital at the commune level reached 11.3 trillion VND, equaling 65.2% and increasing by 9.9%.

Realized investment capital from the State budget for the seven months of 2022 of some provinces and centrally-run cities was as follows:

The foreign direct investment from the beginning of the year to 20th August 2022[8] including newly registered capital, adjust registered capital, and the total value of capital contribution and share purchases of foreign investors reached nearly 16.78 billion USD, decreased by 12.3% compared to the same period in 2021.

– Newly registered capital included 1,135 newly licensed projects with a registered capital of 6.35 billion USD, the same period last year in the number of projects and a decrease of 43.9% of registered capital compared to the same period last year; of which, processing and manufacturing industry attracted the 1st foreign direct investor with the registered capital of newly licensed projects reaching 4.25 billion USD, accounting for 66.9% of the total newly registered capital; real estate business reached 1.17 billion USD, accounting for 18.5%, the remaining industries reached 929.2 million USD, accounting for 14.6%.

Among 58 countries and territories having newly licensed investment projects to Vietnam in 8 months in 2022, Singapore was the largest investor with 1.35 billion USD, accounting for 21.2% of total newly registered capital; Denmark 1.32 billion USD, accounting for 20.8%; Japan 789.1 million USD, accounting for 12.4%; China 691.2 million USD, accounting for 10.9%; South Korea 690.1 million USD, accounting for 10.8%; Hong Kong 515 million USD, accounting for 8.1%.

– Adjust registered capital included 676 turns of projects which were licensed in the previous years registered to adjust investment capital with the additional capital of 7.51 billion USD, increased by 50.7% compared to the same previous of last year.

If including additionally newly registered capital and adjust registered capital of licensed projects in previous years, foreign direct investment capital in the processing and manufacturing industry reached 10.04 billion USD, accounting for 72.4% of the total newly registered capital and additional capital; real estate business reached 2.17 billion USD, accounting for 15.7%; the remaining industries reached 1.65 billion USD, accounting for 11.9%.

– Capital contribution and share purchases of foreign investors included 2,425 turns with a total value of the capital contribution of 2.92 billion USD, an increase of 3.6% compared to the same period last year. Of which 1,086 turns of capital contribution, share purchase caused the increase of charter capital of the enterprise with the value of contributed capital of 1.52 billion USD, and 1,339 turns of foreign investors repurchased domestic shares without increasing the charter capital with a value of 1.39 billion USD. About the form of capital contribution and share purchase by foreign investors, the investment capital in the real estate business reached 1.16 billion USD, accounting for 39.9% of the total capital contribution; the processing and manufacturing industry reached 683.7 million USD, accounting for 23.5%; the remaining industries reached 1.07 billion USD, accounting for 36.6%.

Foreign direct investment capital that was implemented in 8 months of 2022 reached 12.8 billion USD, an increase of 10.5% over the same period last year, this is the highest increase of the 8 months of the year in the past 5 years; of which the processing and manufacturing industry reached 9.86 billion USD, accounting for 77% of total realized foreign direct investment capital; real estate business activities gained 1.1 billion USD, making up 8.6%; electricity, gas, steam, and air conditioning supply recorded 994.4 million USD, comprising of 7.8%.

Vietnam’s investment abroad in 8 months of 2022, there were 75 projects newly granted investment certificates with a total investment capital of 344.8 million USD, 2.3 times higher over the same period of last year[9]; 15 turns of projects adjusted capital with adjust capital up 50.9 million USD, a decrease of 88%[10].

Generally, the total investment capital of Vietnam abroad (newly and additionally licensed capital) reached 395.8 million USD, a decrease of 31.2% over the same period last year, in which the processing and manufacturing industry 218.4 million USD, making up 55.2%; the financial, banking insurance activities reached 35.3 million USD, making up 9.8%; mining activities 34.9 million USD, making up 8.8%.

In 8 months of 2022, 24 countries and territories received investment from Vietnam, of which Laos was the leading country with 66.4 million USD, making up16.8%; Singapore with 41.5 million USD, making up 10.5%; United States with 37.8 million USD, making up 9.6%; Germany, Netherland, France also reached 34.7 million USD, also making up 8.8%.

5. State budget revenue and expenditure [11]

State budget revenue in the eight months of 2022 increased by 19.4% over the same period last year. State budget expenditure increased by 4.2% over the same period in 2021, meeting the needs of socio-economic development, defense, security, state management, payment of due debts as well as expenditures, and timely payment to the subjects as prescribed.

State budget revenue:

Total state budget revenue in August 2022 was estimated at 106 trillion VND. Accumulated total state budget revenue in 8 months of 2022 reached 1,208.2 trillion VND, equaling 85.6% of the yearly estimate and up 19.4% over the same period last year. Some of the main revenues are as follows:

– Domestic revenue in August 2022 was estimated at 78.4 trillion VND. Accumulated 8 months of 2022 reached 954.6 trillion VND, equaling 81.1% of the year estimate and increasing by 15.9% over the same period last year.

– Revenue from crude oil in August 2022 was estimated at 6.2 trillion VND; accumulated 8 months of 2022 reached 51.1 trillion VND, equaling 181.2 % of the year estimate and increasing 98.8% over the same period last year.

– Balanced budget revenue from import and export activities in August 2022 was estimated at 16.6 trillion VND; accumulated 8 months of 2022 reached 197.6 trillion VND, equaling 99.3 % of the year estimate and increasing 21.5% over the same period last year.

State budget expenditure:

Total state budget expenditure in August 2022 was estimated at 123.7 trillion VND; accumulated 8 months of 2022 was estimated at 956.5 trillion VND, equaling 53.6% of the yearly estimate and up 4.2% over the same period last year. Of which, the regular expenditure in 8 months of 2022 reached 677.3 trillion VND, equaling 60.9% of the yearly estimate and increasing by 3.8% over the same period last year; development investment expenditure reached 212.2 trillion VND, equaling 40.3% and increasing by 13.3%; debt payment interest was 65.3 trillion VND, equaling 62.9% and decreasing by 9.4%.

6. Trade, prices, transport, and tourism

a) Retail sales of consumer goods and services

Trade and service activities in August recovered in all industries and recorded a high increase compared to the same period last year (August 2021 was the time when the Covid-19 epidemic broke out strongly in the Southern provinces, and many must implement social distancing). Total retail sales of consumer goods and services in August increased by 0.6% over the previous month and by 50.2% over the same period last year. In which, accommodation services were 2.9 times higher than the same period last year, catering and travel services were 65.4 times higher. In 8 months of 2022, the total retail sales of consumer goods and services increased by 19.3% over the same period last year.

Total retail sales of consumer goods and services in August 2022 were estimated at 481.2 trillion VND, up 0.6% from the previous month and up 50.2% over the same period last year, achieving a higher scale and growth rate compared to the same period in the years before the Covid-19 epidemic[12]. Generally, in 8 months of 2022, the total retail sales of consumer goods and services were estimated at 3,679.2 trillion VND, up 19.3% over the same period last year (in the same period in 2021 down 3.5%), if excluding the price factor it was an increase of 15.1% (in the same period in 2021 down 5.1%).

Retail sales of goods in 8 months in 2022 were estimated at 2,925 trillion VND, an increase of 15.4% over the same period last year (if excluding the price factor, it was an increase of 11.3%), mainly due to low revenue in the same period last year due to the impact of the Covid-19 epidemic[14]. Of which, cultural and educational products increased by 26.7%; garments up 14.4%; vehicles (except for cars) increased by 14.1%; food and foodstuffs increased by 12%; household appliances, tools, and equipment up 7.6%. Retail sales of goods in 8 months of the year compared with the same period last year in some localities: Khanh Hoa increased by 27.8%; Ho Chi Minh city increased by 18.2%, Binh Duong increased by 16.6%; Hai Phong increased 12.8%; Quang Ninh increased by 12.2%; Hanoi increased by 10.7%; Can Tho increased by 8.8%; Da Nang increased by 6.7%.

Revenue from accommodation and food services in the 8 months of 2022 was estimated at 377.8 trillion VND, up 48.1% over the same period last due to the high demand for entertainment and tourism of the people in the summer after more than 2 years of restricting travel and eating outside the family[15]. Of which, the revenue of some localities was as follows: Can Tho increased by 95.5%; Da Nang increased by 84%; Ho Chi Minh City increased by 76.3%; Quang Ninh increased by 72%; Hanoi increased by 65.2%; Dong Nai increased by 37.2%; Binh Duong increased 36.4%.

Traveling and tourism revenue in the 8 months of 2022 was estimated at 15.4 trillion VND, 3.4 times higher than the same period last year due to the strong recovery of tourism activity [16]. The revenue in 8 months of some localities was as follows: Can Tho increased by 621.5%; Da Nang increased by 471.3%; Hanoi increased by 335.8%; Hai Phong increased by 177.9%; Ho Chi Minh City increased by 127.6 percent. However, traveling and tourism revenue in the 8 months of this year was only 47.7% compared to the same period in 2019.

Revenue from other services in the 8 months of 2022 was estimated at 361 trillion VND, up 24.2% compared to the same period last year[17]. Specifically, the increase in the 8 months compared to the same period last year of some localities was as follows: Da Nang increased by 69%; Vung Tau increased by 53.1%; Can Tho increased by 44.5%; Binh Dinh increased by 38.4%; Hanoi increased by 22.7%; Quang Ninh increased by 21.5%; Hai Phong increased by 16.4%; Ho Chi Minh City increased by 14.6%.

b) Export and import of goods [18]

In August 2022, the total export and import turnover was estimated at 64.34 billion USD, up 5.2% over the previous month and up 17.3% compared to the same period last year. Generally, in 8 months of 2022, the total export and import turnover of goods reached 497.64 billion USD, up 15.5% over the same period last year, of which exports increased by 17.3%; imports increased by 13.6%[19]. The trade balance of goods in seven months of the year was estimated to have a trade surplus of 3.96 billion USD.

Export of goods

The preliminary export turnover of goods in July 2022 reached 30.61 billion USD, 284 million USD higher than the estimated figure.

Export turnover of goods in August 2022 was estimated at 33.38 billion USD, up 9.1% over the previous month. Of which the domestic economic sector gained 9.04 billion USD, an increase of 13.2%; the FDI sector (including crude oil) reached 24.34 billion USD, an increase of 7.6%. Compared to the same period last year, export turnover of goods in August rose by 22.1%, of which the domestic economic sector increased by 26.5%, and the FDI sector (including crude oil) increased by 20.6%.

Generally, in 8 months of 2022, the export turnover was estimated at 250.8 billion USD, which rose by 17.3% over the same period in 2021, of which, the domestic economic sector was 66.14 billion USD, went up 18.4%, accounting for 26.4% of total export turnover; the FDI sector (including crude oil) attained 184.66 billion USD, increased by 17%, sharing 73.6%.

In 8 months of 2022, there were 30 products with an export turnover of over 1 billion USD, contributing 91.8% to the total export turnover (6 products with an export turnover of over 10 billion USD, accounting for 63.4%).

 

Regarding the structure of export products in 8 months of 2022, fuel and mineral products accounted for 1.4%, up 0.3 percentage points over the same period last year; processed industrial products accounted for 89%, the same last year; agricultural and forestry products accounted for 6.6%, down 0.7 percentage point; aquatic products accounted for 3%, up 0.4 percentage points

Import of goods

Import turnover of goods in July 2022 reached 30.53 billion USD, 231 million USD higher than the estimated figure.

Import turnover in August 2022 was estimated at 30.96 billion USD, increased by 1.4% over the previous month, of which the domestic economic sector gained 9.96 billion USD, decreased by 6.4%; the FDI sector reached 21 billion USD, increased by 5.6%. Compared to the same period in 2021, the import turnover of goods in August increased by 12.4%, of which the domestic economic sector increased by 10.4%; the FDI sector rose by 13.4%.

Generally, in 8 months of 2022, the import turnover was estimated at 246.84 billion USD, increased by 13.6% over the same period in 2021, of which the domestic economic sector reached 85.58 billion USD, went up by 12.5%; the FDI sector gained 161.26 billion USD, edged up by 14.2%.

In 8 months of 2022, there were 38 imported products with a turnover of over 1 billion USD, accounting for 90.8% of the total import turnover (4 products with an import turnover of over 10 billion USD, accounting for 45.2%).

Regarding the structure of imported goods in 8 months of 2022, the group of production materials accounted for 94%, up 0.1 percentage point over the same period last year, in which the group of machinery, equipment, tools spare parts accounted for 44.3%, down 1.2 percentage points; raw materials, fuel, and materials accounted for 49.7%, up 1.3 percentage points. The group of consumer products accounted for 6%, down 0.1 percentage points.

Regarding the export and import market of goods in 8 months of 2022, the United States was the largest export market of Viet Nam with an estimated turnover of 77.7 billion USD. China is Viet Nam’s largest import market with an estimated turnover of 82.1 billion USD. In 8 months of 2022, the trade surplus to the EU was estimated at 21.6 billion USD, up 46.4% over the same period last year; the trade deficit from China was 47.8 billion USD, up 21.9%; the trade deficit from Korea was 27.4 billion USD, up 30.3%; trade deficit from ASEAN was 9 billion USD, down 3.3%; trade deficit from Japan was 320 million USD, down 74.7%.

The trade balance of goods in July had a trade surplus of 74 million USD[20]; 7 months had a trade surplus of 1.54 billion USD; August was estimated to have a trade surplus of 2.42 billion USD. Generally, in 8 months of 2022, the trade balance of goods was estimated to have a trade surplus of 3.96 billion USD (in the same period last year, the trade deficit of 3.52 billion USD). In which, the domestic economic sector has a trade deficit of 19.44 billion USD; the FDI sector (including crude oil) had a trade surplus of 23.4 billion USD.

c) Consumer price index, gold price index, and US dollar price index

The consumer price index (CPI) in August 2022 only increased slightly by 0.005% over the previous month due to the increase in the price of essential consumer goods and services in line with the price of input materials and the new school year 2022-2023. Education costs in some localities increased again, however, domestic gasoline prices have been continuously adjusted down since July 2022. The consumer price index in August 2022 increased by 3.6% compared to December 2021 and increased by 2.89% over the same period last year.

In the increase of 0.005% of CPI in August 2022 compared to the previous month, there were 9 groups of goods and services with an increase in the price index and 2 groups of goods with a decrease in the price index.

  • Nine groups of goods and services with an increase in price index include:

– Education group had the highest increase with 1.46%, of which the education service price index increased by 1.51% compared to the previous month because in August 2022, some provinces and centrally-run cities increased their prices. tuition fees for the new school year 2022-2023[21] for preschools, intermediate schools, colleges and universities. Besides, preparing for the new school year should increase the demand for books and school supplies. The price of textbooks increased by 1.05%, pens of all kinds increased by 1.38%, the price of notebooks and writing paper increased by 1.02% compared to the previous month.

– Food and foodstuff group increased by 1.05% (increasing the overall CPI by 0.35 percentage points), of which: Food increased by 0.19%[22] (the overall CPI impact increased by 0.01 percentage points); foodstuff increased by 1.33%[23] (impact increased by 0.28 percentage points); eating out of the family increased by 0.73%[24] (general CPI impact increased by 0.06 percentage points).

– The group of culture, entertainment, and tourism increased by 0.43%, mainly focusing on the following groups: Prices of domestic tourism services increased by 0.94%; Outbound tourism increased by 0.09% and hotels and guest houses increased by 0.25% due to increased tourism demand in the summer month. At the same time, the price of musical instruments increased by 0.51% over the previous month; sports services increased by 1.14%; sports equipment increased by 0.42%.

– Beverage and cigarette group increased by 0.27% due to high consumer demand, at the same time the price of raw materials for beverage production increased[25].

– Housing and construction materials group increased by 0.26% due to an increase in electricity price in August by 1.44% compared to the previous month[26]; the price of domestic water increased by 0.39% due to increased demand; housing repair service prices increased by 0.54%; housing maintenance materials prices increased by 0.49%. In the opposite direction, the gas price decreased by 4.22% compared to the previous month because from August 1, 2022, the domestic gas price was adjusted down by 18,500 VND/12 kg bottle after the world gas price decreased by 60 USD/ton (from 725 USD/ton to 665 USD/ton); kerosene price decreased by 9.97% over the previous month due to the impact of price adjustments on August 1, 2022, August 11, 2022, and August 22, 2022.

– Household equipment and goods group increased by 0.21%, mainly focusing on items such as Gas stove prices increased by 0.75%; tissue paper increased by 0.47%; metal utensils increased by 0.32%; soaps and detergents by 0.33%; beds, cabinets, tables, and chairs increased by 0.22%… In the opposite direction, prices of blenders and juicers decreased by 0.68% compared to the previous month; refrigerators were down 0.1%; washing machines were down 0.02%.

– Other goods and services increased by 0.2%, mainly focusing on body care products such as lotion, lipstick, and perfume, increasing by 0.53%; razors, toothbrushes, and sunglasses by 0.34%; hospitality services increased by 0.28%; personal service increased by 0.15%; environmental sanitation services increased by 0.1%.

– The group of garments, hats, and footwear increased by 0.18% due to the increase in the cost of production materials, labor costs, and the increased demand for procurement to prepare for the new school year.

– Medicines and medical services increased by 0.09%.

(2) Two groups of goods and services have a decreasing price index:

– Post and telecommunications group decreased by 0.01%.

– The transport group decreased by 5.51% (making the general CPI decrease by 0.53 percentage points) due to the influence of domestic petrol price adjustments on August 1, 2022, August 11, 2022, and 22/ 8/2022 making gasoline price decreased by 14.52%; diesel prices fell 12.9%. In the opposite direction, the price of public transport services increased by 0.88%; prices of new motorbikes, bicycles, and cars continued to increase by 0.33%, 0.27%, and 0.11% respectively due to a lack of supply of components and spare parts.

Core inflation[27] in August 2022 increased by 0.4% over the previous month, increasing by 3.06% over the same period last year. On average, in the first eight months of 2022, core inflation increased by 1.64% over the same period in 2021, lower than the general average CPI (up 2.58%), which reflects fluctuations in consumer prices mainly due to food prices and gasoline prices.

The domestic gold price fluctuated opposite to the world gold price. As of August 25, 2022, the average world gold price stood at $1,787.59 per ounce, up 3.2% compared to July 2022 as investors were concerned that high US inflation would persist. and the FED will strongly increase interest rates in the near future, so they should look to gold as a safe haven asset. Domestically, the gold price index in August 2022 decreased by 0.9% compared to the previous month; an increase of 5.87% over the same period in 2021; an average increase of 6.5% in the first 8 months of 2022.

  The US dollar in the world market mainly fell in the first days of August 2022 amid the US economic data showing high inflation. As of August 25, 2022, the US dollar index on the international market reached 106.5 points, down 0.26 points from the previous month. Domestically, the average US dollar price on the free market is around 23,528 VND/USD. US dollar price index in August 2022 increased by 0.18% over the previous month and by 2.41% over the same period in 2021; the average 8 months of 2022 increased by 0.37%.

d) Transport

Transport activities in August achieved positive results. In which, passengers carried was 4.4 times higher and passengers’ traffic was 7.5 times higher than the same period last year due to the high increase in travel and tourism demand of the people in the summer; freight transportation increased by 58.6% in freight carried and 68.8% in freight traffic over the same period last year.

Generally, for the 8 months of 2022, passengers carried increased by 29.8% over the same period last year, passenger traffic increased by 51.6% and freight carried increased by 20.6%, freight traffic increased by 28%. 

Passenger transport in August 2022 was estimated at 315.9 million passengers, a decrease of 0.9% compared to the previous month, and 16.3 billion passengers-kilometers, an increase of 1.9%. Generally, in 8 months of 2022, passengers carried an estimated 2,515.1 million passengers, up 29.8% over the same period last year (decreased by 18.3% in the same period in 2021) and passenger traffic reached 121.7 billion passengers. km, an increase of 51.6% (in the same period last year, a decrease of 25.8%). In which, domestic transport reached 2,513.3 million passengers, up 29.7% over the same period last year, and 115.5 billion passengers-kilometers, up 44.4%; Overseas transport recovered positively with 1.8 million passengers, 24.2 times higher than the same period last year and 6.2 billion passengers-kilometers, 22.8 times higher. Although passenger transport has made a positive recovery, it is only equal to 75.9% of carried and 74.1% of traffic in the same period in 2019.

Freight transport in August 2022 was estimated at 171.9 million tons of freight carried, down 1.2% over the previous month and 39.3 billion tons-km, up 3.8%. Generally, in 8 months of 2022, freight transport was estimated at 1,302.6 million tons of freight carried, up 20.6% over the same period last year (in the same period in 2021, down 2.5%) and 279,6 billion tons.km of freight traffic, an increase of 28% (in the same period last year, an increase of 1.8%). In which, domestic transport reached 1,274.2 million tons of freight carried, up 20.5% and 168.2 billion tons-kilometers of freight traffic, up 41.2%; overseas transport reached 28.4 million tons freight carried, up 21.6%, and 111.4 billion tons-kilometers of freight traffic, up 12.1%. Enterprises went into stable operation, import and export continued to prosper, so the demand for domestic and foreign freight transportation in the eight months of 2022 increased sharply compared to the same period last year[28].

d) International visitors to Viet Nam [29]

International visitors to our country in August[30] were estimated at 486.4 thousand arrivals, an increase of 38% compared to the previous month and 52.3 times higher than the same period last year because Viet Nam has opened up to tourism, international routes have been restored. Generally, in 8 months of 2022, international visitors to Viet Nam were estimated at 1.441 thousand arrivals, 13.7 times higher than the same period last year but still down 87.3% compared to the same period in 2019.

Out of a total of nearly 1.441 thousand international visitors to Viet Nam in 8 months of the year, visitors coming by airway gained 1.270.6 thousand persons, accounting for 88.2% of the number of international visitors to Viet Nam, 18.5 times higher than the same period last year; by roadway achieved 170 thousand arrivals, accounted for 11.8% and 4.7 times higher; by seaway achieved 387 arrivals, accounted for 0.03% and increased by 40.7%.

7. Some social issues

a) Residential life and social security

According to preliminary results from the Household Living Standards Survey in the eight months of 2022, the living situation continues to be better. The percentage of households assessed that their income in the month remained unchanged and increased compared to 8/2021 was 82.2%; assessed that has decreased was 17.8%. Among the reasons for reducing household income, 76.3% rated it due to the impact of the Covid-19 pandemic; 18.8% assessed that members of the household lost their jobs/temporarily quit their jobs, and 16.0% of households assessed that input costs for production and business activities of the household increased. Regarding the negative impacts on life in the eight months of 2022, 62.8% are suffering from negative impacts of the Covid-19 pandemic; 2.2% are from diseases on livestock and crops, and similarly, 1.9% are affected by other diseases.

In 8 months of 2022, 25.4% of households received help from different sources of support. Specifically, the percentage of households receiving support from general national programs and policies was 10.8%; from relatives, relatives is 12.1%; from local programs and policies was 9.7%; from charitable activities of other organizations and individuals was 5.6% and from other sources was nearly 0.2%.

According to a report of the Ministry of Labor, War Invalids and Social Affairs, as of August 25, 2022, the support package under Resolution No. 11/NQ-CP has disbursed about 689 billion VND to support nearly 2.6 million employees in 61,068 enterprises. Specifically, support 1,539 billion VND for 2.4 million employees working in 49,469 enterprises; supporting 150 billion VND for 131,074 employees returning to the labor market at 11,586 enterprises.

b) Epidemic diseases and food poisoning

According to the report of the Ministry of Health, in the month (from July 19 – August 18, 2022), there were 62,411 cases of hemorrhagic fever (25 cases died); 7,545 cases of hand, foot and mouth disease; 51 cases of virus encephalitis  (01 case died); 01 cases of meningococcal disease; 43 cases of scarlet fever suspected for measles. Generally, in 8 months of 2022, there were 165,844 cases of hemorrhagic fever (62 cases died); 44,337 cases of hand, foot and mouth disease (02 cases died); 190 cases of virus encephalitis (04 cases died); 10 cases of meningococcal disease; 161 cases of scarlet fever suspected for measles.

In the world, the Covid-19 epidemic is on an increasing trend in the number of cases[31]. In Vietnam, the emergence of new sub-variants of the Omicron variant (BA.4, BA.5, BA.2.75, BA.2.12.1) with rapid transmission ability has been recorded. From the first case of Covid-19 in Vietnam on January 23, 2020, to August 27, 2022, there were  11,401.6 thousand cases have been reported, of which  10,140.2 thousand have been cured and 43.1 thousand cases died.

The rate of vaccination against Covid-19 for children aged 5-11 years old in some localities is still low. From March 8, 2021, to August 26, 2022, the total number of doses of Covid-19 vaccine that have been administered was 255,563.8 thousand doses, of which the first time 89,348.4 thousand doses; the second time 83,315.4 thousand doses; additional dose 14,850.6 thousand doses; the first booster dose 54,227.3 thousand doses; the second booster dose 13,822.1 thousand doses.

The total number of people living with HIV nationwide as of August 18, 2022, was 218,416 persons and the number of deaths by HIV/AIDS as of the above time-point was 111,954 persons.

In August 2022, there were 09 cases of food poisoning with 165 persons poisoned. Generally, in 8 months of 2022, there were 36 cases of food poisoning with 522 persons poisoned (11 cases died).

c) Cultural and sports activities

The conservation and promotion of the value of the cultural heritage of Vietnam have always been a concern by the State and have achieved many positive achievements, contributing to the protection and preservation of the national cultural values. At the 9th General Assembly session of the 2003 UNESCO Convention on the Protection of Intangible Cultural Heritage, Vietnam was elected a member of the Intergovernmental Committee of the UNESCO Convention on the Protection of Intangible Cultural Heritage term 2022-2026. Continue to complete and develop documents to preserve and promote traditional culture such as Han Nom text in Truong Luu village, Ha Tinh province (1689-1943); Ghost beer is chewed at Marble Mountains (Da Nang) and Yen Tu Monuments and Scenic Landscape Complex (Quang Ninh, Bac Giang, and Hai Duong).

Movements of mass exercise and sports have been promoted and organized widely in all localities, many movements have been launched such as: The Ninth Sports Festival in 2022 taking place in Hai Duong, Bac Giang. , Nghe An, Can Tho, An Giang, Thua Thien – Hue, Dong Thap; Sports festival on professional application of the people’s police force in 2022 in Kien Giang.

In terms of high-performance sports, in August 2022, a number of outstanding events will take place such as: The Vietnam Disabled People’s Sports Delegation attending the 11th Southeast Asian Games for People with Disabilities (ASEAN Para Games 11). ) in Indonesia with 153 members, including 15 staff members, 18 coaches and 120 athletes; successfully held the National Club Weightlifting Championship in 2022; Vietnam Professional Basketball Tournament VBA 2022; The National Excellent Chess Championship in 2022 competes for the South Asia Bank Cup.

d) Traffic accident [32]

In August (from July 15 to August 14, 2022), there were 952 traffic accidents in the whole country, including 647 from less serious or more and 305 traffic collisions, causing 491 deaths, 372 injuries, and 329 minor injuries. Compared to the previous month, the number of traffic accidents increased by 14.3% (the number of traffic accidents from less serious or more increased by 10.6%, and the number of traffic collisions increased by 23%) the number of deaths increased by 4.2%; the number of injured people increased by 16.3% and the number of minor injuries increased by 33.7%. Compared to the same period last year, the number of traffic accidents in August increased by 86.7% (the number of traffic accidents from less serious and above increased by 88.6%, and the number of traffic collisions increased by 82.6%); the number of deaths increased by 91.1%; the number of injured people increased by 105.5% and the number of people with minor injuries increased by 104.3%.

Generally, in the first eight months of this year, there were 7,488 traffic accidents nationwide, including 5,225 traffic accidents of less serious or more and 2,263 traffic collisions, killing 4,276 people and 2,656 people injured and 2,301 minor injuries. Compared to the same period last year, the number of traffic accidents in the eight months of this year decreased by 2.1% (the number of traffic accidents from less serious or more increased by 6.4%; the number of traffic collisions decreased by 17.3%); the number of deaths increased by 9.9%; the number of injured people increased by 4.4% and the number of minor injuries decreased by 17.3%. On average, 1 day in 8 months, there were 31 traffic accidents in the whole country, including 22 traffic accidents of less serious or more and 9 traffic collisions, causing 18 deaths, 11 injured, and 10 people with minor injuries.

đ) Damage caused by natural disasters [33]

Damage caused by natural disasters in August was mainly caused by heavy rains, floods, and landslides, causing 21 deaths and missing (of which 7 deaths of the lightning storms), 12 injured; 2.4 thousand houses collapsed, washed away, and damaged; 9.5 thousand ha of paddy and 4.6 thousand ha of crops were damaged; total value of property damage caused by natural disasters in the month was 171.7 billion VND, up 21.5% over the same period last year. Generally, for the 8 months of this year, natural disasters made 118 people dead and missing (of which 57 deaths from lightning storms, accounting for 48% of the total deaths caused by natural disasters), 80 people injured; 14.5 thousand houses collapsed, and were damaged; 173.7 thousand hectares of paddy and 37.1 thousand hectares of crops were damaged; the total value of property damage was estimated at 5,796.3 billion VND, 6.3 times higher than the same period in 2021.

e) Environmental protection and fire, explosion prevention

In August 2022, the authorities detected 1,637 cases of environmental violations, of which 1,485 cases were handled with a total fine of 20.8 billion VND, down 2.3% from the previous month and down 19.2% over the same period last year. Generally, in the 8 months of this year, 14,716 cases of environmental violations were detected, of which 12,804 cases were handled with a total fine of 172.6 billion VND, down 5.8% over the same period last year.

In the month[34], the whole country had 137 fires and explosions, killing 10 people and injuring 10 people, with an estimated damage of 29.7 billion VND, down 61.5% compared to the previous month and up 78.4% over the same period last year. Generally, in the eight months of this year, 1,147 fires and explosions occurred nationwide, killing 65 people and injuring 65 people, causing estimated damage of 521.6 billion VND, an increase of 55.7% over the same period last year./.
