1. Agriculture, forestry, and fishery

Agricultural production in April 2022 focuses on taking care of spring crops in the northern localities; harvesting rice, spring crops and planting autumn rice in southern localities. Livestock is in recovery but facing difficulties due to the high price of animal feed. The weather in the month was favorable for afforestation, and the newly planted forest area in the whole country increased by 2.9% over the same period last year; timber production reached 1.6 million m3, an increase of 5.9%. Aquaculture was well developed in terms of new stocking and product harvesting. The Covid-19 epidemic has been controlled, so the market for agricultural, forestry, and fishery products has been opened and expanded.

Agriculture

Spring paddy

As of April 15, the whole country cultivated 2,990.5 thousand hectares of spring rice, equalling 99.5% of the same period last year, of which: Northern localities planted 1,077.9 thousand hectares, equalling 99. 3%; the southern localities planted 1,912.6 thousand ha, equalling 99.6%.

The northern localities have completed the planting of spring rice. Due to good care right from the time of sowing along with favorable weather, spring rice grows well. The Red River Delta region has cultivated 484.5 thousand hectares, equalling 98.5% of the same period last year (down 7.2 thousand hectares), mainly due to the conversion of land use purposes to non-agricultural land and land perennial crops. The Northern Midlands and Mountainous region cultivated 244.1 thousand hectares, equalling 100.3% over the same period last year; the North Central region cultivated 349.3 hectares, equalling 99.7%.

In the South, in the Mekong River Delta, the spring rice cultivation area this year reached 1,506.9 thousand hectares, a decrease of 12.7 thousand hectares compared to the previous year’s spring crop, mainly due to the influence of drought and salinity, so the provinces do not sow rice but switch to growing vegetables, fruit trees with higher economic value or aquaculture. Some provinces with a large decrease in spring rice area were: Ben Tre down 10.2 thousand hectares; Dong Thap reduced by 6.8 thousand hectares; Tien Giang decreased by 2.5 thousand hectares. By mid-April, the southern provinces had harvested 1,561.9 thousand hectares of spring rice, accounting for 81.7% of the cultivated area and equalling 104.3% of the same period last year. Of Which, the Mekong River Delta harvested 1,373.5 thousand hectares, accounting for 91.1% of the cultivated area and equalling 103.8% of the same period in 2021.

However, due to the influence of unseasonal rain on a large scale, the spring rice area of some localities has been greatly affected: Thua Thien Hue  20.5 thousand hectares, and Quang Tri 10.5 thousand hectares of paddy were flooded; Quang Nam 2,983 hectares were lost and 1,597 hectares were damaged; Binh Dinh 181.1 hectares were lost and 12.8 thousand ha was damaged.

Autumn paddy

On harvested spring paddy areas, localities conducted field cleaning, plowing, and drying the soil to cultivate the autumn crop. As of April 15, Southern provinces cultivated 395.9 thousand hectares of autumn paddy, equalling 110.7% of over the same period last year, of which Mekong River Delta reached 387.5 thousand hectares, equalling 109.8%. The progress of sowing autumn rice is faster than in the same period in 2021 because people take advantage of early sowing to avoid drought and salinity. Currently, autumn paddy was in the stage of seedling to plant, paddy grew well. However, year paddy would face difficulties due to long lasting hot weather, especially the risk of drought, and water shortage in the Central and Central Highlands provinces in the dry months. Therefore, localities need to apply advanced farming techniques, ensure water sources to irrigate rice plants, review crop structure and adjust planting seasons to ensure the best crop frame for the next season.

Anual crops

Along with planting rice, localities across the country are planting other crops. The area of ​​sweet potatoes, soybeans, and peanuts decreased compared to the same period last year, mainly due to low economic efficiency and difficulties in consumption, so farmers tend to switch to growing maize and vegetable, and legumes type.

Livestock

Buffaloes and cows’ husbandry in the month had a stable development. Pig and poultry farming is gradually stabilizing because businesses, farms, and raising households were proactive in breeding stock, linking consumption of output products, and ensuring hygiene and bio-security. However, the livestock industry is still facing difficulties due to high feed prices, and the high risk of recurrence of African swine fever, so it is necessary to take effective measures to prevent and deal with epidemics, especially during the time of changing seasons.

As of April 24, 2022, the whole country has no longer blue-ear disease and foot-and-mouth disease; avian flu was still in 5 localities; LSD was still in 4 localities and African swine fever was reported in 27 localities for less than 21 days.

b) Forestry

In April 2022, the newly concentrated planted forest area nationwide was estimated at 30.3 thousand hectares, up 2.9% over the same period last year; the number of scattered planted trees reached 7.8 million trees, up 2.1%. The weather in the month was favorable, so the localities actively implemented afforestation. Provinces had high progress in afforestation like Yen Bai with 3.2 thousand hectares, up 24.5% over the same period last year, Nghe An 2.5 thousand hectares, an increase of 7.9%, Thanh Hoa 2 thousand hectares, an increase of 4.8%. Timber production in April 2022 was estimated at 1.6 million m3, up 5.9%; firewood production reached 1.6 million ste, equal to the same period last year. Localities with high timber output named Nghe An reached 114.5 thousand m3, up 7.9% over the same period in 2021, Thanh Hoa 80.5 thousand m3, up 5.6%, Lang Son 13.9 thousand m3, up 7.8%. Generally, in the first four months of 2022, the newly concentrated planted forest area nationwide was estimated at 67.2 thousand hectares, up 4.1% over the same period last year; the number of scattered planted trees reached 34.8 million trees, an increase of 6.8%; timber production reached 4.7 million m3, an increase of 4.4%; firewood production was 6.2 million ste, up 0.7%.

The situation of forest damage in the first four months of 2022 decreased compared to the first four months of 2021. Damaged forest area[1] in the month was estimated at 118.6 hectares, down 0.1% over the same period in 2021, including burnt forest area was 4.3 hectares, down 77.5%; deforested forest area was 114.3 hectares, an increase of 14.6%. The provinces had the highest deforestation area in the month named Kon Tum with 26.1 hectares, Nghe An with 20.2 hectares, Dak Lak with 12.5 hectares. The damaged forest area in the first four months of 2022 was 361.8 hectares, down 25.2% over the same period last year, including burnt forest area was 13.7 hectares, down 89.8 % (it was 134 hectares in the same period in 2021 ); the deforested forest area was 348.1 hectares, down 0.4%.

c) Fishery

Aquatic production in April was estimated at 736.4 thousand tons, up 2.6% over the same period last year, of which: Fish reached 528.6 thousand tons, up 2%; shrimp reached 99.2 thousand tons, up 7.8%; other aquatic products reached 108.6 thousand tons, up 1.3%.

Aquaculture production in April 2022 was estimated at 380.4 thousand tons, up 5.8% over the same period last year, including fish was 252 thousand tons, up 5%; shrimp reached 86.5 thousand tons, up 9.2%; other aquatic products reached 41.9 thousand tons, up 4.2%.

As of mid-April, the price of raw pangasius in the Mekong Delta from 0.8 – 1.1 kg/fish fluctuated at 31,000 – 32,500 VND/kg, an increase of more than 10,000 VND/kg over the same period last year, an increase of more than 30% compared to the beginning of 2022. Pangasius output in the month was estimated at 125.4 thousand tons, up 8.5% over the same period last year. The price of raw shrimp in the Mekong Delta provinces in the month decreased slightly compared to the previous month[2]. The model of intensive farming of white leg shrimp, super-intensive in two stages, applying high technology is increasingly developing and bringing efficiency and high productivity. Vanamei shrimp production in April was estimated at 60 thousand tons, up 14.1% over the same period last year; Black tiger shrimp production reached 22.6 thousand tons, down 0.9%.

Catch fishing output in April 2022 was estimated at 356,000 tons, down 0.6% over the same period last year, of which: Fish reached 276.6 thousand tons, down 0.6%; shrimp was 12.7 thousand tons, down 0.8%; other aquatic products gained 66.7 thousand tons, down 0.4%. Marine fishing in the month decreased due to the high cost of gasoline and oil, the weather in early April was unfavorable for offshore fishing, and the Central Coast provinces were affected by unusual rains and floods. Marine fishing output in April was estimated at 342 thousand tons, down 0.6% over the same period last year.

  1. Industrial production

Industrial production in April was estimated to increase by 2% over the previous month and by 9.4% over the same period last year due to the control of the Covid-19 pandemic, businesses being more proactive in terms of labor and production plans, overcoming difficulties to recover and expand production. Generally, in the first four months of 2022, the industrial index of production increased by 7.5% over the same period last year.

The index of industrial production (IIP) of April 2022 was estimated to increase by 2% over the previous last month[3] and increased by 9.4% over the same period last year. Of which, compared to the same period last year, the manufacturing rose by 11.3% (higher than the growth rate of 5.8% and 9.6% of the same period in 2018 and 2019, the years without the Covid-19 epidemic); electricity production and distribution went up by 2.8%; the mining and quarrying surged by 2.3%; water supply, waste and wastewater management, and treatment peaked up 0.4%.

Overall, in the first 4 months of 2021, the IIP was estimated to increase by 7.5% over the same period last year (the same period in 2021 was 9.5%). Of which, the manufacturing rose by 8.3% (the same period last year up 12.1%), contributing 6.5 percentage points to the general growth; electricity production and distribution went up by 6.6%, contributing 0.6 percentage points; the mining and quarrying peaked up by 2.6%, contributing 0.4 percentage point; water supply, waste and wastewater management, and treatment peaked up by 1.1%, contributing 0.02 percentage points to the general growth rate.

The index of production in the first 4 months of 2022 belonging to 2-digit industrial activities significantly increased compared to the same period in 2019 (the years without the Covid-19 epidemic): Manufacture of wearing apparel (20.1%) (the same period in 2019 up 7.9%); Manufacture of electrical equipment (19.1%) (the same period in 2019 up 9.2%); Manufacture of machinery and equipment n.e.c (13.2%) (the same period in 2019 up 10.9%); Manufacture of fabricated metal products, except machinery and equipment, Manufacture of leather and related products (both 12.8%) (the same period in 2019 up 3.9% and 8.3% respectively); Manufacture of pharmaceuticals, medicinal chemical and botanical products (11.1%) (%) (the same period in 2019 up 3.4%); Printing and reproduction of recorded media (10.6%) (the same period in 2019 up 13.1%); Manufacture of computer, electronic and optical products (9.8%) (the same period in 2019 up 2.4%); Manufacture of paper and paper products (9.7%) (the same period in 2019 up 8.8%). On the opposite side, the IIP of some industries decreased: Manufacture of rubber and plastics products (-12.9%); Repair and installation of machinery and equipment (-11.5%); Manufacture of coke and refined petroleum products (-8.3%); Other mining and quarrying (stone, sand, and clay) (-4%); Sewerage and sewer treatment activities (-3.3%); Extraction of crude petroleum and natural gas (-1.7%).

Some major industrial products in the first 4 months of 2022 increased sharply over the same period last year: Monosodium glutamate and Phone accessories (both 21.5%); Steel bars and corners (15.2%); Textile fabric from natural yarn (13.5%); Urea fertilizer (13.2%); Aluminium (12.7%); Clothes (12.3%); Automobile (12%); Processed fishery products (11.3%); Fresh milk (9.7%); Laminated steel (9.6%); Coal (pure) (9.3%). In the opposite side, a number of products decreased compared to the same period last year: Television (-18.9%); Mobile phone (-9.9%); Petroleum (-9.7%); Textile fabric from polyester or artificial yarn (-9.1%); Aquatic feed (-8.4%); Crude steel, iron (-5.8%); Chemical paint (-2.6%); Natural gas (in the form of air) (-2.1%); Extracted crude oil (-1.1%).

The number of employees working in industrial enterprises as of 01/4/2022 was up 1.3% over the same period last month and rose by 3.9% over the same period last year. Of which the number of working employees in the state-owned enterprise sector was up 0.2% and decreased by 3.9%; non-state enterprises rose by 1.1% and declined by 2.4%; enterprises of foreign direct investment peaked by 1.5% and surged by 5.3%. By industry, the number of employees working in mining and quarrying was up 0.3% over the same period last month and went down by 1.8% over the same period last year; manufacturing was up 1.4% and increased by 4.3%; the production and distribution of electricity kept unchanged and peaked up by 0.7%; the water supply, sewerage, waste management, and remediation activities were constant and rosed by 1.8%.

  1. Enterprise registration status[4]

In April, the business started strongly. The number of newly-established enterprises reached 15,000 enterprises for the first time, if including the number of enterprises returning to operation, the number of enterprises participating in the market in April was more than twice over the enterprises withdrawing from the market. In the first 4 months of 2022, the number of newly-established enterprises increased by 12.3% compared to the same period in 2021; the number of enterprises returning to operation increased by 60.6% and the number of enterprises completing dissolution procedures decreased by 17.5%. The above results showed that the solutions to run the socio-economic recovery and development program have created a trust for people and the business community.

In April, the whole country had 15 thousand newly established enterprises with registered capital was 164.1 trillion VND and a total number of registered employees of nearly 104.8 thousand employees, an increase of 4.9% in the number of enterprises, a decrease of 15.3% in registered capital and an increase of 11.7% in the number of employees compared to March 2022. Compared to the same period last year, an increase of 0.9% in the number of enterprises, a decrease of 8.8% in registered capital, and increase of 10.7% in the number of employees. The average registered capital of a newly established enterprise in the month reached 10.9 billion VND, a decrease of 19.2% compared to the previous month and 9.6% over the same period last year. In addition, the country also had 7,034 enterprises re-operated, up 63.6% compared to the previous month and 22.4% compared to the same period in 2021.

In the first 4 months of 2022, the country had nearly 49.6 thousand newly registered enterprises with a total registered capital of 635.3 trillion VND and the total number of registered employees was 348.2 thousand employees, an increase of 12.3% in the number of enterprises, an increase of 1.2% in registered capital and a decrease of 2.3% in the number of employees compared to the same period last year. The average registered capital of a newly established enterprise in the first 4 months of 2022 reached 12.8 billion VND, down 9.9% compared to the same period in 2021. If including 1,345.5 trillion VND of the additionally registered capital of 17.1 thousand enterprises that recorded an upward adjustment of capital, the total additional registered capital in the economy in the first fourth months of 2022 was 1,980.8 trillion VND, an increase of 39.4% compared to the same period last year. In addition, 30.9 thousand re-operated enterprises (up 60.6% compared to the same period in 2021), bringing the total number of newly-established enterprises and re-operated enterprises in the first 4 months of 2022 to 80.5 thousand enterprises, up 26.9% compared to the same period last year. The average every month had 20.1 thousand newly established and re-operated enterprises.

By economic sector in the first 4 months, there were 711 newly-established enterprises in the agricultural, forestry, and fishery sectors, an increase of 2.4% compared to the same period last year; 12.8 thousand enterprises in the industrial and construction sectors, an increase of 5.3%; nearly 36.1 thousand enterprises in the service sector, an increase of 15.2%.

Also in April 2022, there were 5,391 enterprises ceased for a certain time, up 81.1% compared to the previous month and up 17.2% over the same period in 2021; 3,762 enterprises temporarily ceased and awaited dissolution procedures, an increase of 52.1% and a decrease of 32.9%; 1,227 enterprises completed dissolution procedures, up 13.9% and down 20.4%.

In the first 4 months of 2022, there were 41 thousand enterprises temporarily ceased for a certain time, an increase of 44.6% compared to the same period last year; 15 thousand enterprises temporarily ceased and awaited dissolution procedures, a decrease of 8.7%; nearly 5.6 thousand enterprises completed dissolution procedures, down 17.5%, of which 13.3 thousand enterprises with a capital size of less than 10 billion VND, down 10.3%; 211 enterprises had a capital size of over 100 billion VND, equaling the same period last year. On average, 15.4 thousand enterprises withdraw from the market each month.

  Investment

In April, ministries, branches and localities focused on promoting investment capital from the State budget. Generally, in the first four months of 2022, investment capital realized from the state budget was estimated to increase by 9.1% over the same period. Realized Foreign direct investment capital in Vietnam in the first four months of 2022 was estimated at 5.92 billion USD, the highest value of the four months of 2018-2022, creating a core driving force for economic growth this year.

Investment capital from the State budget in April was estimated at 33.5 trillion VND, increasing by 6.6% over the same period last year, including Central capital of 6.2 trillion VND, up 10.5%; local capital of 27.3 trillion VND, up 5.7%. Generally, in the first 4 months of this year, realized investment capital from the State budget reached 109.6 trillion VND, equaling 20.6% of the year plan and up 9.1% against the same period last year (the same period last year 2021 equaled 20% and increased by 18.4%), including:

– The capital under central management was 18.4 trillion VND, equaling 18.1% of the yearly plan and increasing 15.3% against the same period last year.

– The capital under local management reached 91.2 trillion VND, equaling 21.2% of the yearly plan and climbing up 8% over the same period in 2021.

– The State budget capital under the provincial level reached 60.3 trillion VND, equaling 20.2% and growing by 3.5%;

The State budget capital at the district level gained 26.6 trillion VND, equaling 23.1% and increasing by 20%;

– The State budget capital at the commune level was 4.3 trillion VND, equaling 27.2% and expanding by 6.1%.

The realized investment capital of the state budget in the first 4 months of 2022 of some provinces and cities directly under the Central Government was as follows:

The foreign direct investment from the beginning of the year to 20th April 2022[5] including newly registered capital, adjust registered capital, and the total value of capital contribution and share purchases of foreign investors reached nearly 10.81 billion USD, decreased by 11.7% compared to the same period in 2021. 

– Newly registered capital included 454 newly licensed projects with a registered capital of 3.7 billion USD, an increase of 0.7% in the number of projects and a decrease of 56.3% of registered capital compared to the same period last year; of which, processing and manufacturing industry attracted the 1st foreign direct investor with the registered capital of newly licensed projects reaching 2.46 billion USD, accounting for 66.5% of the total newly registered capital; real estate business reached 662 million USD, accounting for 17.9%, the remaining industries reached 576.6 million USD, accounting for 15.6%.

Among 42 countries and territories having newly licensed investment projects in 4 months of 2022, Denmark was the largest investor with 1.32 billion USD, accounting for 35.7% of total newly registered capital; Singapore was 793.6 million USD, accounting for 21.5%; China 495.4 million USD, accounting for 13.4%; Japan  256 million USD, accounting for 6.9%; Taiwan 236.1 million USD, accounting for 6.4%.

– Adjust registered capital included 323 turns of projects which were licensed from the previous years registered to adjust investment capital with the additional capital of 5.29 billion USD, increased by 92.5% compared to the same previous last year.

          If including additionally newly registered capital and adjust registered capital of licensed projects in previous years, foreign direct investment capital in the processing and manufacturing industry reached 5.85 billion USD, accounting for 65.1% of the total newly registered capital and additional capital; real estate business reached 1.77 billion USD, accounting for 19.7%; the remaining industries reached 1.37 billion USD, accounting for 15.2%.

          – Capital contribution and share purchases of foreign investors included 1,026 turns with a total value of the capital contribution of 1.82 billion USD, an increase of 74.5% compared to the same period last year. Of which 429 turns of capital contribution, share purchase caused the increase of charter capital of the enterprise with the value of contributed capital of 899 million USD, and 597 turns of foreign investors repurchased domestic shares without increasing the charter capital with a value of 928.4 million USD. About the form of capital contribution and share purchase by foreign investors, the investment capital in the real estate business reached 1.05 billion USD, accounting for 57.4% of the total capital contribution; the processing and manufacturing industry reached 334.7 million USD, accounting for 18.3%; the remaining industries reached 444.7 million USD, accounting for 24.3%.

          Foreign direct investment capital that implemented in 4 months of 2022 reached 5.92 billion USD, an increase of 7.6% over the same period last year, of which the processing and manufacturing industry reached 4.49 billion USD, accounting for 75.8% of total realized foreign direct investment capital; real estate business activities gained 555 million USD, making up 9.4%; electricity, gas, steam, and air conditioning supply recorded 498.4 million USD, comprising of 8.4%.

Vietnam’s investment abroad in 4 months of 2022, there were 34 projects newly granted investment certificates with a total investment capital of 285.8 million USD, 2 times higher over the same period of last year[6]; 09 turns of projects adjusted capital with adjust capital up 41.9 million USD, a decrease of 89.6%[7].

Generally, the total investment capital of Vietnam abroad (newly and additionally licensed capital) reached 327.7 million USD, a decrease of 40% over the same period last year, in which the processing and manufacturing industry 204.4 million USD, making up 62.4%; 33.5 million USD making up 10.2%; the financial, banking insurance activities reached 30.8 million USD, making up 9.4%.

In the first 4 months of 2022, 16 countries and territories received investment from Vietnam, of which Laos was the leading country with 64.5 million USD, making up 19.7%; Singapore with 35.9 million USD, making up 11%; United States with 35.8 million USD, making up 10.9%; Germany, Netherland, France both reached 34.7 million USD, also making up 10.6%.

  1. State budget revenue and expenditure[8]

          State budget revenue in the first four months of 2022 increased by 13.3% over the same period last year. State budget expenditure increased by 2.4% over the same period in 2021, meeting the needs of socio-economic development, defense, security, State management, payment of due debts as well as timely payment to subjects according to regulations.

Total state budget revenue in April 2022 was estimated at 160.2 trillion VND. The accumulated total state budget revenue in the first 4 months of 2022 reached 645.3 trillion VND, equaling 45.7% of the year estimate and increasing by 13.3% over the same period last year. In which, some of the main revenues were as follows:

– Domestic revenue in April 2022 was estimated at 129.5 trillion VND. Accumulated in the first 4 months of the year reached 520.3 trillion VND, equaling 44.2% of the year estimate and up 9.1% over the same period last year.

– Revenue from crude oil in April 2022 was estimated at 6.6 trillion VND; accumulated in the first 4 months of 2022 reached 24.1 trillion VND, equaling 85.4% of the yearly estimate and up 93.4% over the same period last year.

– Balanced budget revenue from import and export activities in April 2022 was estimated at 24.1 trillion VND; accumulated in the first 4 months of 2022 reached 100.9 trillion VND, equaling 50.7% of the year estimate and increasing by 27.1% over the same period last year.

State budget expenditure:

Total state budget expenditure in April 2022 was estimated at 132.8 trillion VND; accumulated in the first 4 months of 2022 was estimated at 470.2 trillion VND, equaling 26.3% of the year estimate and increasing by 2.4% over the same period last year. In which, recurrent expenditure in the first 4 months of 2022 reached 340.3 trillion VND, equaling 30.6% of the yearly estimate and up 1.8% over the same period last year; development investment expenditure reached 95.7 trillion VND, equaling 18.2% and increasing by 11.3%; debt payment interest was 33.8 trillion VND, equal to 32.6% and down 11.8%.

  1. Trade, prices, transport and tourism

a) Retail sales of consumer goods and services

Trade and service activities in April were quite active when people’s daily life returned to the state of the years before the Covid-19 epidemic due to the effectiveness of the policy of opening tourism from March 15, 2022, and preparing for the 31st SEA Games will be held in May this year. Total retail sales of consumer goods and services in April increased by 3.1% over the previous month and by 12.1% over the same period last year. In which, accommodation, catering and traveling services recovered strongly with revenue increasing by 14.8% and 49.4% respectively over the same period last year. In the first 4 months of 2022, the total retail sales of consumer goods and services increased by 6.5% over the same period last year.

Total retail sales of consumer goods and services in April 2022 were estimated at 455.5 trillion VND, up 3.1% from the previous month and up 12.1% over the same period last year, achieving a higher scale and growth rate compared to the same period in the years before the Covid-19 epidemic[9]. Generally, in the first 4 months of 2022, the total retail sales of consumer goods and services were estimated at 1,777.4 trillion VND, up 6.5% over the same period last year, if excluding the price factor it was an increase of 4.3% (in the same period in 2021 up 7.2%).

Although the total retail sales of consumer goods and services in the first 4 months of 2022 were higher, the growth rate was still lower than in the same period of the years before the epidemic happened.

Retail sales of goods in the first 4 months of 2022 increased by 7.6% over the same period last year, of which the group of food and foodstuffs increased by 13.2%; cultural and educational products increased by 11.5%; vehicles decreased by 0.01%; garments down 3.5%; household appliances, tools, and equipment decreased by 4.6%. Retail sales of goods in the first 4 months of the year compared with the same period last year in some localities: Binh Duong increased by 12.2%; Quang Ninh increased by 11.9%; Can Tho increased by 9.4%; Hai Phong increased by 9.3%; Ba Ria – Vung Tau increased by 8.5%; Dong Nai increased by 7.9%; Hanoi increased by 6.4%; Khanh Hoa increased by 4.5%; Ho Chi Minh City increased by 3.2%, Da Nang increased by 2.8%.

Revenue from accommodation and food services in the first 4 months of 2022 increased by 5.2% over the same period last year, of which the revenue of some localities increased/decreased as follows: Phu Yen increased by 22.5%; Khanh Hoa increased by 20.5%; Dong Nai increased by 19.3%; Quang Ninh increased by 14.4%; Can Tho increased by 12.1%; Hai Phong increased by 5.7%; Hanoi increased by 1.7%; Ho Chi Minh City decreased by 9.7%; Long An down 14.6%, Tra Vinh down 15.9%, Da Nang down 18.2%; Tien Giang fell 30.1%.

Traveling and tourism revenue in the first 4 months of 2022 increased by 10.5% over the same period last year because Vietnam opened its doors to tourism on March 15, 2022 and April had public holidays, so tourism demand increased sharply. The revenue of some localities increased/decreased as follows: Khanh Hoa increased by 370%; Quang Nam increased by 71.1%; Can Tho increased by 46.4%; Quang Binh increased by 29.6%; Hanoi increased by 19.8%; Ho Chi Minh City decreased by 9.6%; Da Nang fell 22.5%.Revenue from other services in the first quarter of 2022 decreased by 0.6% compared to the same period last year, specifically, the increase/decrease in some localities was as follows: Ba Ria – Vung Tau increased by 18.6%; Thanh Hoa increased by 17.3%; Quang Ninh increased by 15.9%; Can Tho increased by 13.3%; Quang Binh increased by 10.4%; Da Nang increased by 5.8%; Hai Phong increased by 5.1%; Hanoi increased by 3.7%; Binh Duong down 1.4%; Vinh Phuc down 2.3%; Thua Thien – Hue down 3.2%; Ho Chi Minh city decreased by 12.8%; Nghe An down 14.9%.

b) Export and import of goods [10]

In April 2022, the total export and import turnover were estimated at 65.45 billion USD, down 2.9% over the previous month and up 20.1 % compared to the same period last year. Generally, in 4 months of 2022, the total export and import turnover of goods reached 242.19 billion USD, up 16.1% over the same period last year, of which exports increased by 16.4%; imports increased by 15.7%[11]. The trade balance of goods in the first four months of the year was estimated to have a trade surplus of 2.53 billion USD.

Export of goods

The export turnover of goods in March 2022 reached 34.71 billion USD, 651 million USD higher than the estimated figure.

Export turnover of goods in April 2022 was estimated at 33.26 billion USD, down 4.2% over the previous month. The domestic economic sector reached 8.49 billion USD, down 2.6%; the FDI sector (including crude oil) reached 24.77 billion USD, down 4.7%. Compared to the same period last year, the export turnover of goods in April increased by 25%, of which the domestic economic sector increased by 20.5%, the FDI sector (including crude oil) increased by 26.6%.

Generally in 4 months of 2022, export turnover of goods was estimated at 122.36 billion USD, up 16.4% over the same period last year. In which, the domestic economic sector reached 31.77 billion USD, up 21.6%, accounting for 26% of total export turnover; FDI sector (including crude oil) reached 90.59 billion USD, up 14.7%, accounting for 74%.

In 4 months of 2022, there were 22 items with export turnover of over 1 billion USD, accounting for 86.9% of total export turnover (there were 5 export products with over 5 billion USD, accounting for 63.1%). Regarding the structure of export products in 4 months of 2022, fuel and mineral products accounted for 1.3%, up 0.4 percentage points over the same period last year; processed industrial products accounted for 89%, down 0.5 percentage points; agricultural and forestry products accounted for 6.8%, down 0.5 percentage point; aquatic products accounted for 2.9%, up 0.6 percentage points.

 

Import of goods

Import turnover of goods in March 2022 reached 32.66 billion USD, 9 million USD lower than the estimated figure.

Import turnover of goods in April 2022 was estimated at 32.19 billion USD, down 1.5% over the previous month. In which, the domestic economic sector reached 11.02 billion USD, down 5.3%; the FDI sector reached 21.17 billion USD, up 0.6%. Compared with the same period last year, the import turnover of goods in April increased by 15.5%, of which the domestic economic sector increased by 10.4%; the FDI sector increased by 18.3%.

Generally, in 4 months of 2022, the import turnover of goods was estimated at 119.83 billion USD, up 15.7% over the same period last year, of which the domestic economic sector reached 40.97 billion USD, up 14.3%; the FDI sector reached 78.86 billion USD, up 16.4%.

In the first 4 months of 2022, there were 22 imported products with a value of over 1 billion USD, accounting for 81.5% of the total import turnover.

Regarding the structure of imported goods in 4 months of 2022, the group of production materials accounted for 93.9%, up 0.04 percentage points over the same period last year, in which the group of machinery, equipment, tools spare parts accounted for 45.2%, down 0.46 percentage points; raw materials, fuel and materials accounted for 48.8%, up 0.5 percentage points. The group of consumer products accounted for 6.1%, down 0.04 percentage points.

Regarding the export and import market of goods in 4 months of 2022, the United States was the largest export market for Viet Nam with an estimated turnover of 35.7 billion USD. China was Viet Nam’s largest import market with an estimated turnover of 37.1 billion USD. In 4 months of 2022, the trade surplus to the EU was estimated at 10.4 billion USD, up 36.1% over the same period last year; trade deficit from China was 18 billion USD, up 2%; the trade deficit from Korea was 15.2 billion USD, up 58.3%; the trade deficit from ASEAN was 5.8 billion USD, up 15.4%; trade deficit from Japan was 790 million USD, up 57.7%.

The trade balance of goods in March had a trade surplus of 2.05 billion USD[12]; the first quarter had a trade surplus of 1.46 billion USD; April was estimated to have a trade surplus of 1.07 billion USD. Generally, in the first 4 months of 2022, the trade balance of goods was estimated to have a trade surplus of 2.53 billion USD[13] (in the same period last year, the trade surplus of 1.5 billion USD). In which, the domestic economic sector has a trade deficit of 9.2 billion USD; the FDI sector (including crude oil) had a trade surplus of 11.73 billion USD.

c) Consumer price index, gold price index and US dollar price index

The consumer price index (CPI) in April increased slightly by 0.18% from the previous month; an increase of 2.09% compared to December 2021 and an increase of 2.64% over the same period last year. The price of housing maintenance materials increases with the price of input materials for production; educational services increased again in some localities after the period of tuition fee exemption and reduction; Prices of out-of-home meals and tourism services increased according to consumer demand were the main reasons for CPI increase in April.

On average, in the first 4 months of 2022, CPI increased by 2.1% over the same period last year, higher than the increase of 0.89% in the first 4 months of 2021, but lower than the increase of the first 4 months of 2017-2020[14]; core inflation increased by 0.97%.

  • In the increase of 0.18% of CPI in April 2022 compared to the previous month, there were 8 groups of goods and services with an increase in the price index and 3 groups of goods with a decrease in the price index.
  • Eight groups of goods and services with an increase in price index include:

– The group of culture, entertainment and tourism had the highest increase with 1.16% due to the price of tour packages increased by 5.22% compared to the previous month because of the increase in tourism demand.

– The education group increased by 0.96% (making the general CPI increase by 0.06 percentage points), of which educational services increased by 1.07% because some localities increased tuition fees again for the 2021-2022 school year after the deadline exemption or reduction due to the impact of the Covid-19 pandemic [15].

– Housing and construction materials group increased by 0.58% due to the price of housing maintenance materials increasing by 2.02%[16]; April’s rent increased by 0.47%; gas price increased by 2.63%[17]; kerosene price increased by 7.25%[18]. In the opposite direction, the price of electricity in April decreased by 0.41%[19]; the price of domestic water decreased by 2.11%.

– The group of appliances and household appliances increased by 0.32%, mainly due to the high consumption demand in the summer: The price of air conditioners increased by 0.34% compared to the previous month; the price of electric fans increased by 0.2%; the price of refrigerators increased by 0.1%… In the opposite direction, water heaters decreased by 0.1% compared to the previous month and blankets, curtains and pillows decreased by 0.15%.

– Beverage and cigarettes group increased by 0.22% due to hot weather, so demand for beverage consumption increased: The Price of mineral water increased by 0.16%; carbonated soft drinks by 0.26%; juice increased by 0.28%. Alcohol and smoking increased by 0.3% and 0.12% respectively over the previous month.

– The group of other goods and services increased by 0.18%, mainly focusing on personal goods such as electric personal care machines, which increased by 0.08%; non-electrical personal tools up 0.12%; hospitality services increased by 0.26%.

– Garment, hats and footwear group increased by 0.12%.

– Medicine and medical service group increased by 0.03% due to the change of seasons, the proliferation of pathogenic viruses, people increased their purchase of drugs to strengthen the immune system, in which the price of vitamins and minerals up 0.04%; group of analgesics, antipyretics and anti-inflammatory drugs increased by 0.36%; prices of drugs for the gastrointestinal tract increased by 0.11%.

(2) Three groups of goods and services with reduced price indexes include:

– Food and foodsuff group decreased by 0.05% (making the general CPI to decrease by 0.02 percentage points), of which: Food increased by 0.21%[20] (the overall CPI impact increased by 0.01 percentage points) ; food decreased by 0.32%[21] (the impact decreased by 0.07 percentage points); eating out of the family increased by 0.51%[22] (general CPI impact increased by 0.04 percentage points).

– Post and telecommunications group decreased by 0.12%.

– Transport group decreased by 0.59% (making the general CPI decrease by 0.06 percentage points) due to the impact of the petrol price adjustment on April 01, 2022; April 12, 2022 and April 21, 2022 causing gasoline prices to decrease by 2.5%; the price of diesel oil increased by 7.01 %. Besides, the price of public transport service increased by 3.72% due to the increase in fuel price; vehicle maintenance service prices increased by 0.42%; self-driving car and motorbike rental fees increased by 0.32%; driving license fees increased by 0.11%.

Core inflation[23] in April 2022 increased by 0.44% over the previous month, up by 1.47% over the same period last year. On average, in the first 4 months of 2022, core inflation increased by 0.97% over the same period in 2021, lower than the general average CPI (up 2.1%), this reflects mainly consumer price fluctuations due to food and food prices and gasoline and oil prices.

The domestic gold price fluctuated inversely with the world gold price. As of April 25, 2022, the average world gold price was at 1,950/ounce USD, down 0.3% compared to March 2022 due to the pressure of bond yields increasing again, reducing the attractiveness of gold. Domestically, the gold price index in April 2022 increased by 0.73% compared to the previous month; an increase of 12.28% over the same period in 2021; the average growth in the first 4 months of 2022 increased by 5.65%.

 The US dollar on the world market rose in the context of investors expecting the US Federal Reserve (FED) to decide to step up interest rate hikes in the near future. As of April 25, 2022, the US dollar index on the international market reached 100.04 points, up 1.58 points from the previous month. Domestically, the average US dollar price on the free market was around 23,016 VND/USD. The US dollar price index in April 2022 increased by 0.07% over the previous month and decreased by 0.64% over the same period in 2021; average decrease of 0.66% in the first 4 months of 2022.

d) Transport

Passenger transport in April had a relatively high increase because the Covid-19 epidemic was controlled along with Vietnam’s tourism opening policy from March 15, 2022, so the travel demand of people increased;the number of passengers carried increasing by 6.2% and passengers traffic increasing by 13.2% over the same period last year; freight transport maintained the growth rate of 14.5% in terms of carried and 14.7% in terms of traffic.Generally, in the first 4 months of 2022, passenger carried decreased by 6.3% compared to the same period last year, passenger traffic decreased by 0.7%, freight carried increased by 4.8%, and freight traffic increased by 12%.

Passengers carried in April 2022 were estimated at 358.7 millions persons, increased by 12.7% compared to the previous month, and passenger traffic was 17.2 billion passengers-km, increased by 19.8%. Generally, in the first 4 months of 2022, passenger carried reached 1,224.8 millions passengers, a decrease of 6.3% over the same period last year (the same period of 2021 up 3%), the passenger traffic gained 56.1 billion passengers-km, down 0.7% (the same period of 2021 decreased by 2.9%). Of which, domestic passengers carriage gained nearly 1,224.6 million passengers, down 6.3% and 55.2 billion passengers-km, down 1.9%; over seas passengers carriage achieved 211.4 thousand passengers, increasing by 383.2% and 864 million passengers-km, went up 443%.

          By types of transport, aviation and seaway were two industries with relatively high growth rates in the first 4 months of this year, the remaining industries still decreased compared to the same period last year.

  Freight carried in April2022 was estimated at 155.4 millions tons, increased by 4.2% compared to the previous month, and freight traffic 33.6 billion tons-km, up 4.8%. Generally, in the first 4 months, freight carried reached 628.3 million tons, up 4.8% against the similar period last year (the same period in 2021 increased by 11.2%), freight traffic gained 129.9 billion tons-km, up 12% (the same period of 2021 increased by 11.2%), of which domestic freight carried recorded 615.4 million tons, an increase of  4.9% and 78.9 billion tons-km, up 16.1%; oversea freight reached 12.9 million tons, decreasing by 0.7% and 51 billion tons-km, up 6.2%.

đ) International visitors to Viet Nam[24]

International visitors to our country in April[25] were estimated at 101.4 thousand arrivals, 2.4  times higher than the previous month and 5.2 times higher than the same period last year because Viet Nam has opened up to tourism and many international routes have been restored. Generally, in the first 4 months of 2022, international visitors to Viet Nam were estimated at 192,4 thousand arrivals, up 184.7% compared to the same period last year.

Out of a total of nearly 192.4 thousand international visitors to Vietnam in the first 4 months of the year, visitors coming by airway gained 170.4 thousand persons, accounting for 88.6% of  the number of international visitors to Viet Nam, 4 times higher than the same period last year; by roadway achieved 21.9 thousand arrivals, accounted for 11.4% and went down by 10.5%; by seaway achieved 64 arrivals, accounted for 0.03% and decreased by 58.7%.

a) Đời sống dân cư và công tác an sinh xã hội

According to preliminary results from the Household Living Standards Survey, in April this year, the percentage of households whose income decreased compared to the same period last year was 24.6% (of which 85.5% of households assessed their income decrease due to the impact of the Covid-19 epidemic); The percentage of unchanged income households was 43.6%, and the percentage of increased income households was 31.8%. Besides, the Covid-19 epidemic has wide affected people’s lives when 74.8% of households were suffering from negative impacts of the Covid-19 pandemic; Only 2.3% of households were negatively affected by other diseases, and 2% were affected by livestock and plants diseases.

 Support packages due to the impact of the Covid-19 epidemic continue to be implemented. As of April 25, 2022, the support package under Resolution No. 68/NQ-CP dated July 1, 2021, and Resolution No. 126/NQ-CP dated October 8, 2021, of the Government reached more than 43.2 trillion VND to support 36.6 million employees and 381.7 thousand employers/business households; The support package under Resolution No. 116/NQ-CP dated September 24, 2021, of the Government, has disbursed more than 38.4 trillion VND to support over 13 million labors and 346.7 thousand units/household businesses with labors.

b) Epidemic diseases and food poisoning

According to the report of the Ministry of Health, in the month (March 19th to April 18th, 2022) there were  4,785 cases of hemorrhagic fever (04 cases died); 660 cases of hand, foot and mouth disease; 14 cases of virus encephalitis; 01 case of meningococcal disease and 14 cases of scarlet fever suspected for measles. In the first 4 months of 2022, there were 14,704 cases of hemorrhagic fever (06 cases died); 1,066 cases of hand, foot and mouth disease; 42 cases of virus encephalitis; 02 cases of meningococcal disease and 21 cases of scarlet fever suspected for measles.

The number of new cases and deaths from the Covid-19 epidemic in most regions of the world has decreased[26], many countries are proactively adapting and speeding up the process of returning to pre-pandemic life. In Vietnam, the epidemic situation has had positive developments, with a tendency to decrease sharply in all four criteria: the number of cases in the community, the number of deaths, the number of cases being treated at the hospital, the number of severe cases. As of 4:00 pm on April 26th 2022, there were 10,620.2 thousand cases have been reported, of which 9,116.2 thousand cases have been cured and 43 thousand cases died.

From April 21st, 2022, many localities across the country simultaneously organized vaccination against Covid-19 for children from 5 to under 12 years old. As of April 25th, 2022, The total number of doses of Covid-19 vaccine that have been administered was 213,061.7 thousand doses, of which the first time was 81,210.6 thousand doses; the second time was 77,079.1 thousand doses; the 3rd time (Additional injections, booster injections and basic 3-dose injections) was 54,772 thousand doses.

The total number of alive HIV-infected persons in the country as of April 18, 2021 was 215,572 persons and the number of deaths by HIV/AIDS as of the above time-point was 111,396 persons.

In April 2022, there were 03 cases of food poisoning with 157 persons poisoned (01 case died). In the first 4 months of 2022, there were 07 cases of food poisoning with 248 poisoned (01 case died).

c) Traffic accident[27]

In the month (from March 15 to April 14), there were 1,046 traffic accidents nationwide, including 737 traffic accidents of less serious or more serious and 309 traffic collision cases, causing 600 deaths, 380 injuries and 310 minor injuries. Compared to the previous month, the number of traffic accidents in April increased by 32.7% (the number of traffic accidents less serious or more serious increased by 32.6%, and the number of traffic collisions decreased by 33.2%); the number of deaths increased by 22.2%; the number of injured people increased by 50.8% and the number of minor injuries increased by 35.4%. Compared to the same period last year, the number of traffic accidents in April increased by 3.2% (the number of traffic accidents less serious or more serious increased by 13.7%, and the number of traffic collisions decreased by 15.6%); the number of deaths increased by 21.7%; the number of injured people increased by 12.1% and the number of minor injuries decreased by 20.1%.

Generally, in the first 4 months of 2022, there were 3,808 traffic accidents nationwide, including 2,703 traffic accidents less serious or more serious and 1,105 traffic collisions, causing 2,276 deaths, and 1,327 people injured and 1,104 people slightly injured. Compared to the same period last year, the number of traffic accidents in the first 4 months of 2022 decreased by 9.8% (traffic accidents of less serious or more serious decreased by 0.7%; the number of traffic collisions decreased by 26.2%); the number of deaths increased by 5.1%; the number of injured people decreased by 9.2% and the number of people with minor injuries decreased by 33.2%. On average, 1 day in the first 4 months of the year, there were 31 traffic accidents nationwide, including 22 traffic accidents of less serious or more serious and 09 traffic collisions, causing 19 deaths, 11 injuries, and 9 people with minor injuries.

d) Damage caused by natural disasters[28]

The damage caused by natural disasters in April was mainly due to the influence of heavy rain, flooding, landslides, killing 16 people, missing, 10 people being injured; 1.1 thousand houses collapsed, washed away and damaged; 81.4 thousand hectares of paddy and 12.2 thousand crops were damaged; the total value of property damage caused by natural disasters in the month was 2,760.5 billion VND, 62.3 times higher than the same period last year. Some localities suffered heavy damage such as: Thua Thien – Hue lost 872.2 billion VND; Quang Tri lost 791.4 billion VND; Quang Nam lost 425.7 billion VND; Phu Yen lost 355.9 billion VND…

Generally, in the first 4 months of this year, natural disasters made 19 people dead and missing, 11 people injured; 2.6 thousand houses collapsed and damaged; 119.9 thousand hectares of paddy and 16.4 thousand hectares of crops were damaged; The total value of property damage was estimated at more than 3,593 billion VND, 41.6 times higher than the same period in 2021.

đ) Environmental protection and fire, explosion prevention

In April, across the country, authorities detected 1,191 cases of environmental violations, of which 947 cases were handled with a total fine of 30.6 billion VND. Generally, in the first 4 months of the year, 7,259 cases of environmental violations were detected, of which 6,086 cases were handled with a total fine of 83,4 billion VND, up 11.2% over the same period last year.

During the month [29], there were 134 fires and explosions in the whole country, killing 11 people and injuring 5 others. Property damage was estimated at 22.5 billion VND, up 114.4% over the same period last year. Generally, in the first 4 months of the year, there were 580 fires and explosions in the whole country, killing 34 people and injuring 35 people, and property damage was estimated at 79.3 billion VND, down 66.7% over the period last year./.
